Call to Order Chairman Moreland called the meeting to order at 9:07 A.M. II. Pledge of Allegiance The Pledge of Allegiance was recited. III. Roll Call A quorum was established. IV. Changes and Approval of Agenda Victor Rios moved to approve the Agenda as submitted. Second by Robert Raymond. Motion carried unanimously, 3-0. V. Public Comments Dick Lydon asked if the Wiggins Pass Work Team would be held subject to the Sunshine Laws. Staffresponded everyone on the Committee and all Stakeholders are subject to the Sunshine Law. VI. Approval of Minutes - February 8, 2010 Victor Rios moved to approve the February 8,2010 Minutes as submitted. Second by Robert Raymond. Motion carried unanimously, 3-0. VII. Staff Reports 1. Permit Application Status Wiggins Pass Dredge/Navigational Improvement Gary McAlpin reported the Permit Application and the DEP has 30 days in which to respond back to CAe. DEP will request an extension, if required, or request additional information. He suggested Robert Steiger, Park Manager for Delnor/Wiggins Pass State Park relay any problems that may arise with the permit application on the State level to assist in expediting the process. Chairman Moreland directed a formal request to Robert Steiger to help relay any problems or requests by the State to the Committee and comply with guidelines set by State. Robert Steiger, Park Manager responded he could not speak for the State. It was noted Gary McAlpin has a scheduled meeting, March 10th with Bob Brantley regarding Clam and Wiggins Pass. Gary McAlpin reviewed letters sent to the Bureau of Beaches and Coastal Systems in Tallahassee as follows. (See attached) Wiggins Pass Sub. April 19, 2010 VI-1 Approval of Minutes 3 of 5 ~ Addressed to Paden Woodruff, Environmental Administrator to request funding support for the preparation and implementation of an Inlet Management Plan for Wiggins Pass. ~ Addressed to Martin Seeling, Environmental Administrator to submit Permit Application. ~ Addressed to Robert Brantley, Program Administrator to request to designate Barefoot Beach as Critically Eroded. Speakers Tom Crowe, Representative of the Friends of Barefoot Beach stated he had not seen data on the Barefoot Beach Erosion issue previously. Staff responded the data was incorporated in the original first package. The Barefoot Beach as Critically Eroded was removed from the Permit Application Package and presented as an individual request. 2. Barefoot Beach Critical Erosion Presentation - Addressed under VIII. VIII. New Business 1. Wiggins Pass Inlet Management Plan Stakeholder Work Team Gary McAlpin suggested the Wiggins Pass Subcommittee of the Coastal Advisory Committee approve the list of recommended stakeholders to serve on a work team. (See attached) The Work Team would work on the development of the Updated Wiggins Pass Inlet Management Plan. The Work Team would report to the CAC and serve approximately 1 year while the plan was being developed concurrent with the permit application. Staff indicated the Inlet Management Plan costs would fall between $100,000 and $250,000. Staff recommended the following Stakeholders - · Joe Moreland - Chairman of Wiggins Pass Subcommittee and CC representative on the CAC · Victor Rios - Marco Island representative on the CAC · Bob Raymond - Naples representative on the CAC · Nicole Ryan - Representative of the Conservancy of SW Florida · Dick Lydon - Representative ofthe Vanderbilt Beach Residents Association · Jim Fox - Representative of the Boating Community · Tom Crowe - Representative of the Friends of Barefoot Beach · Jeff Raley - Representative of the Florida Park Service · Jack Kinvasser - Representative of the ECA It was noted the Coastal Advisory Committee and Board of County Commissioners approval would be required once the Work Team Stakeholders were chosen. All Stakeholders received notification of their pending nomination on the Work Team and voiced willingness to serve with the exception of Jim Fox. He has not acknowledged the notice or interest to serve. Wiggins Pass Sub. April 19. 2010 VI-1 Approval of Minutes 4of5 It was noted Jack last name is spelled Kindsvater and Robert's last name is Steiger. Dick Lydon requested his representation should be reflected as Friends of Vanderbilt Beach. There was discussion on Staff recommending the Stakeholders and the need to give serious consideration on selection of the Work Team. It was determined that other individuals interested in the Wiggins Pass Inlet Management Plan have attended. It was also suggested Robert Steiger, Park Manager - Delnor/Wiggins Pass State be added to the Work Team. Staff recommended an odd number of members on the Work Team. Chairman Moreland stated 2 Committee Members from the same organization would be an imbalance to the Committee. He also recommended the Committee reconsider Jim Fox as he has not shown interest nor attended any meetings. Gary McAlpin suggested contacting Frank Donohue for a representative from the north end of the Boating Community. Mac Hatcher, CC Environmental Services, an expert in water quality, was recommended by staff to be used as Technical Support on the Work Team. Discussion ensued on the costs budgeted and determined the Plan is not budgeted. Staff has requested the State and TDC to share costs with CAC not to exceed $250,000. The BCC will give direction if an application is required. Stakeholders will receive notification after they have been approved by the BCe. Tom Crowe, Friends of Barefoot Beach asked if a Stakeholder was unable to attend a meeting would the Stakeholder be allowed to send a substitute. Chairman Moreland stated the public is welcome to attend meetings and once the Work Team is in place, and approved by the BCC, they may invite expert speakers to give presentations. Only the Committee will be allowed to vote. Nicole Ryan stated it will be beneficial for a Committee Member to speak with Technical Support people on a one-on-one basis for a better understanding of issues. It was noted the Committee recommendations for the Work Team will go before CAC and the BCC for review and approval in April. Review by Gary McAlpin from the previous discussions - . Committee formed a consensus on Work Team to be I-year. . Dick Lydon will be a representative of Vanderbilt Beach. . Remove Jim Fox from the recommended Stakeholders list . Committee votes to endorse whomever Frank Donohue recommends. Victor Rios moved to approve (Staff) Stakeholder recommendations to serve on the Work Team (Inlet Management Plan) with the exception of the "Boating Community" which is to be determined as recommended by Frank Donahue, Representing the Marine Industry, to remove Jim Fox (from Stakeholder list) and to change Dick Lydon to reflect he is a representative of Vanderbilt Beach. Second by Robert Raymond. Motion carried unanimously 3-0. Gary McAlpin volunteered to contact Frank Donahue for a recommendation for a representative from the boating community. IX. Summary of 2000 Inlet Management Plan Requirements I. "Continue to bypass sediment to the downdrift beaches." "As a minimum... average annual placement... of 82,000 cubic yards to the west." 2. "Implement strategies for managing Norriego Point" "Stabilization of Norriego Point will allow [more] material dredged from the inlet.. .to be placed on downdrift beaches." 3. Implement a comprehensive beach, inlet, and offshore monitoring program ".. .to identify beach placement locations for future bypassing efforts and to revalidate the sediment budget." 2009 East Pass Study Findings ~ 1. The Corps 0 fE ngineers has successfully maintained the East Pass navigation channel by dredging approximately 100,000 cubic yards of material annually between 1999 and 2008. 2. East Pass h as si gnificantly influenced t he coastline f or a distance 0 f approximately 9,000 ft. east and west of the inlet during the 1996 to 2007 study period. 3. Over long periods of time, sediment transport along the coastline adjacent to East Pass i s predominantly from east to west. This i s supported b y t he seaward position of the shoreline to the east ofthe jetties relative to the western shoreline position. 4. East of the pa ss, "reversed" sediment transport fro m west to east has occurred from 1996 -2007. The Holiday Isle ar ea (R 17 toR 26) now features t he hi ghest erosion rates in Okaloosa County and has been designated as "Critically Eroded". 5 . West of the pass, the sediment transport is from east to west. 6. Inlet management procedures should be modified to be able to accommodate both east and west sediment transport scenarios and variable quantities. ~ Wiggins Pass Sub April 19, 2010 VIII-1 New Business 20f5 .-'" 7. The Walton Co. / Destin Beach Project ebb shoal borrow area does appear to have caused some limited erosional impact to the adjacent shorelines. 8. An ebb shoal swash channel near the east jetty may be partially responsible for the high beach erosion rate east of the inlet. 9. The potential impacts of the proposed Western Destin Borrow Area are predicted to be minor. 10. Dredge spoil material placed in the beach disposal area west ofthe inlet will take several years to reach Fort Walton Beach under typical wave climates. Preliminary Inlet Management Modification Recommendations (subject to discussion and modification at the 3rd TAC meeting) ~ 1. The present inlet management plan provides for sand transfer only in the western direction. T he pi an should be modified tor espond to variations in sediment transport both in east and west directions. The volume ofmaterial will vary for each maintenance dredging event. 2. Prior to future channel dredging operations, analyze beach profile survey results to de termine t he apparent sediment transport direction (i.e. sediment budget update or odd / even analysis) and volumes. 3. To accomplish this, conduct annual, concurrent, be ach profile surveys 0 n both sides of the inlet, from profiles V-601 to R-33, starting in 2010. In addition to profiles V -611 to V -621, which are pr esently be ing surveyed, this will require new surveys ofprofiles V-601 to V-61O (west of the pass) and R17 to R33 (east of the pass) to be initiated. 4. Place t he inlet ch annel dredge spoil material t he on t he dow ndrift beaches strategically to address recent erosion trends and erosion hot spots. 5. The City should continue with the ongoing design and permitting effort to armor Norriego Point. Construction ofth e stabilization project will eliminate th e placement of approximately 29,000 cubic yards of channel maintenance dredging material at this location and allow for the material to be placed on the beaches. -... Wiggins Pass Sub April 19, 2010 VIII-1 New Business 3 of 5 .-" Wiggins Pass Policy and Planning Guidelines Discussion Points Current FDEP State Strategic Management Plan for Wiggins Pass Strategy: Place beach quality maintenance dredged material on adjacent beaches north and south of Wiggins Pass within areas of greatest need; monitoring and analysis of inlet effects. One of the Pertinent State Rules: Pursuant to 62B-41.005(15), F.A.C., the plan shall provide for continued bypassing of the sand in sufficient quantity to insure that net long term erosion or accretion rates on both sides of the inlet remain equal except in cases where unequal erosion and accretion rates excess of an be shown to be a result of natural processes and not caused by human activities. In all cases, mitigation shall be provided for any erosion effects to the adjacent coastal system attributable to alteration of the inlet. The mitigation shall include the placement of supplemental beach compatible material as needed (FDEP RAI #1 March 24, 2010). The actual full enforcement this rule is scarce or not well documented, but could be expensive to implement. ~ New 2010 Start Point for Discussion on new plan New General Policy 1. Bypass sand so that the average annual volumetric erosion rate of the sand is equal north and south of the inlet since a base year of 2001. 2. Implement any mitigation or contingency during major dredging events. Major Findings 1. Flood channel migration eroding Barefoot Beach 2. Sand bypassing to the north was insufficient 3. Alongshore Transport is northward 4. Inlet is filling significantly from the south in addition north 5. Rock substrate on both side of channel 6. Impact to Delnor Wiggins Park has been general positive since dredging began Initial Inlet Management Plan recommendation -Feb 2010 1. Straight alignment through the flood and ebb shoals. 2. Minor cuts to subsurface rock ledge - no impact on positional stability -. 3. Maintain navigation for 3 foot draft vessel & extend dredging interval (no structures) ~ 4. 5. 6. 7. 8. Use sand dredged from the flood shoal to create new flood shoal flats Allow moderate design channel migration (ebb channel =&- 50" and flood 50 feet to north) to reduce dredging. 9. Use intermediate (small) dredging to reestablish navigation thru the bar 10. Summer maintenance dredging to reduce cost and complexity, with offshore placement. 1995 Inlet Management Plan Recommendation The plan presented in this section is the best combination of alternatives able to achieve a cost effective inlet management plan. The recommended plan mitigates for the impact of Wiggins Pass on adjacent shorelines and improves the navigability of the inlet. The major components of the plan include: .-.. .-' 1. Widen and deepen the existing navigation channel to a dredged depth and width of 250 feet and -12 feet MLW, respectively. Straighten and shift the channel's boundaries. The existing subsurface rock ledge, if encountered, shall be left in place. 2. Maintain a minimum operating depth in the channel of -8 feet MLW (-9 feet NGVD) with a maintenance dredging program scheduled at two-year intervals. 3. Establish beach disposal sites outside the zone of inlet influence. Mitigate for inlet impacts by bypassing to the south a minimum of 6,500 c.y.lyr. 4. Establish navigable depths for three-foot draft boats in the interior channels of Wiggins Pass. Implement improvements as needed. 5. Establish a program of beach, inlet shoal, interior channel and environmental monitoring. 6.
