To whom it may concern: I Pat Swallow am contesting this citation because he (Paul Morris) from animal control told me that it was for my parrots that are around the pool. Paul Morris told my friend that there was no ordinance dealing with parrots, so he must be making them up as he goes along. Paul Morris had me close in the aviary with plywood. Now my birds have no sunlight and have to stand high temperatures and no air. I will most likely lose some(if not all) of my birds due to the conditions Paul Morris has me keeping them in. I had to use the money I saved to put up the 6' wood fence for the plywood and workers to do what Paul Morris wanted me to do. That would have had stop all the hassle from (Jeanette & Pete Freeland) that lives beside me. Well let's go back to the beginning the first time someone came by, it was with a code enforcement man along with Paul Morris. The code man told me to put up a 6' wooden fence then plant plants in front of it. And I was going to do that. Paul Morris had other plans about my birds. He (Paul Morris) has been out here at lest 15 to 20 times. I am 74 years young and my animals keep me that way till Paul Morris has come around so much. He must think I am made out of gold to do every thing he (Paul Morris) wants me to do plus keep living. He (Paul Morris) came out for my horse being on the road. I have a couple girls that come down and help me and they have a hard time getting the horse to go for a walk, it did not want to leave its pen. So someone had to let him out and led him away. But no matter what Paul Morris came for he (Paul Morris) would always tell me that I had to something with my parrots. The fence in between me and Jeanette & Pete Freeland is bad I was going to have it fixed when I had the rest of the fence done, but Jeanette& Pete Freeland told me to leave that fence alone because it was his, That's the one the code guy told to replace with a 6' wooden fence Jeanette & Pete Freeland has been giving me a lot of problems going up and down the street telling every body I was a drunk and to call the county on me. Jeanette& Pete Freeland managed to get some to call with them not knowing anything about me. Fifteen years ago or a little longer the county gave me permission to build my aviary. And even a friend damaged her truck trying to get to me because Paul Morris had the drive way blocked. (Which is against all rules of the county for every body she talked to?) Since Paul Morris has been coming over, my blood pressure has been 200 over 100 so that will make Jeanette& Pete Freeland beside me very happy because as I was moving back in they told me he (Pete F) was going to get me. Then one of the workers I had working here said he told him he (Pete F) was going to kill me. So with Paul Morris help from animal control he (Jeanette & Pete Freeland) might get his wish. If you watch the DVD that is enclosed you will hear that my dogs could not be heard unless they are in the yard, so if they are when I am not home then they are trespassing and I have up signs so I can call the law if some one is on my property uninvited. All my birds are housed in flights inside a large aviary that is partly open to sunshine and rain but protected against mosquitoes, rodents, snakes and other larger animals that could harm them. Birds should not be enclosed in a dark building using an air conditioner to try to keep them cool. This is detrimental to their health and will cause poor health conditions in time. Birds are silent at night except for peacocks so under no circumstances should someone be made to board up an aviary because of birds making noise during the day.
