COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION ONE
The "Standard Plumbing Code, 1988 Edition with the 1989 and
1990 Revisions", including Appendixes B, C, D, G, I, J, and K, as
published by the Southern Building Code Congress International,
Inc., as amended herein, is hereby adopted by reference as the
"Collier County Plumbing Code" to protect the health, welfare,
safety, common interest and convenience of the citizens, visitors,
and residents of Collier County, Florida.
SECTION TWO
The "Standard Plumbing Code 1988 Edition with the 1989 and
1990 Revisions", including Appendixes B, C, D, G, I, J and K is
hereby amended as follows:
CH~T~ 1 - ~DMINISTRATION
Chapter I is deleted in its entirety. Refer to the
Collier County Building Construction Administrative
Code.
All references to Chapter 1 shall be interpreted to mean
the Collier county Building Construction Administrative
Code.
CHAPTER 4 - ~ENERAL REGULATIONS
417.2 Drainage and Vent Tests
Amend section 417.2.1 to read as follows:
417.2.1 A water test shall be applied to the drainage
system either in its entirety or in sections. If applied to
the entire system, all openings in the piping shall be .
tightly closed, except the highest opening and the system
filled with water to point of overflow. If the system is
tested in sections, each opening shall be tightly plugged
except the highest openings of the section under test, and
each section shall be filled with water, but no section shall
be tested with less than 5 ft. head of water. In testing
successive sections, at least the upper 5 ft. of the next
preceding section shall be tested, so that no Joint or pipe
in the building (except the uppermost 5 ft. of the system)
shall have been submitted to a test of less than a 5 ft. head
of water. The water shall be kept in the system, or in the
portion under test, for at least 15 minutes before inspection
starts; the system shall then be tight at all points.
417.2.5 Building Sewer
Amend section 417.2.5.1 to read as follows:
417.2.5.1 Gravity sewer tests shall consists of plugging
the end of the building ~ewer at the point of connection with
the public sewer, filling the building sewer with water and
testing with not less than a 5 ft. head of water, and
maintaining such pressure until backfill is completed.
In lieu of a test, a visual inspection may be accepted when
all Joints for plastic pipe and fittings are installed with
the application of a proper colored cleaner prior to the
application of solvent cement.
CHAPTER 9 PLUMBING FIXTURES
910 Shower Receptors and Compartments
Add subsection 910.4 to read as follows:
910.4 Hinged shower doors shall swing outward.

CHAPTER 12 WATER SUPPLY AND DISTRIBUTION 1209 WATER SUPPLY CONTROL
1209.3 Controls For Fixtures Within Dwellings
Add subsection 1209.3.3 to read as follows:
1209.3.3 All living units in apartment or residential type
buildings shall have a readily accessible main water supply
shutoff valve. This valve shall not be located behind any
fixtures or appliances. Easy access shall be maintained on
all supply valves.
SECTION THREE: REPEAL
Collier County Ordinance No. 89-77 is hereby repealed in its
entirety as of the effective date of this Ordinance.
'~ SECTION FOUR: CONFLICT AND SEVERABILITY
~,i~-'r: In the event this Ordinance conflicts with any other
· .ordinance of Collier County or other applicable law, the more
restrictive shall apply. If any phrase or portion of this
Ordinance is held invalid or unconstitutional by any court of
· competent Jurisdiction, such portion shall be deemed a separate,
distinct, and independent provision and such holding shall not
affect the validity of the remaining portion.
This Ordinance shall become effective upon receipt of notice
from the Secretary of State that this Ordinance has been filed
with the Secretary of State.
