so,the same as they would for any Code Violation. To do so they stand before the county's
Special Magistrate, who decides if they are in compliance or not with the County Ordinances. The
photo enforcement vendor has nothing to do with the hearing other than notifying the Code
Compliance Department that the vehicle owner wishes to appeal their citation rather than pay the
fine. For ease of service and efficiency of SO personnel the red light citations are all scheduled by
Code Compliance on the same day, separate from other Code Violation Hearing dates that the
Code Compliance Officers attend.
Where do I call if I have any questions regarding my citation?
A. The vendor provides a toll free number on the citation to access all the information regarding the
citation.
Why can't the Collier County Sheriff's Office deputies just ticket red light runners in-person?
A. Deputies do ticket red light violators in-person but they can not be at every signalized intersection
all the time to physically enforce the law requiring drivers to stop on red. Law enforcement
officers in Collier County issue thousands of tickets yearly to those who fail to stop on red at
signalized intersections. They post locations in the news media where they will perform red light
infraction details and despite the advance notice, still issue hundreds of tickets each time. One of
the reasons that the sheriff originally requested that this program be put in place is that it is a far
more efficient and safe use of resources,both personnel and vehicles,than having the officers at
the intersection corners observing traffic and then chasing violators to give them tickets.
Additionally,there are always safety risks associated with pursuing violators and with making
traffic stops on roadways due to blocking traffic while writing the tickets. Deputies can be much
more efficient viewing the violations on video several hours per day from 12-24 cameras than
sitting at one intersection corner idling a cruiser while waiting for a violator.
How much yellow light time is programmed into the traffic signals?
A. Following the guidelines of the International Transportation Institute(ITE)the duration of the
amber clearance interval at signals in Collier County are set in accordance with what is known as
the ITE Clearance Formula. That formula combines the time required for a driver to recognize that
the signal has changed to amber and the time that is required to bring a normal vehicle to a
controlled, smooth stop. The stopping time is calculated using the factors of the vehicle's speed,
the condition of the pavement,and whether the vehicle is traveling up or down a hill(no hills in
South Florida except at overpass ramps). The values for the amber time on level terrain calculate at
just under 1 second for every 10 mph of speed, so to be even more conservative we set the main
street amber clearance intervals to equal a full one second of amber per 10 mph of speed, i.e.,40
mph gets 4.0 seconds, 45 mph gets 4.5 seconds,and 55 mph gets 5.5 seconds of amber interval.
Since left-turning vehicles are usually traveling much slower we normally provide them 3.0
seconds of amber time,unless we observe higher turning speeds at an intersection, in which case
we raise it to 4.0 seconds. Our minimum amber times are 4.0 seconds on the through lanes and 3.0
seconds on the left-turn movements.
In addition to the amber clearance intervals we also include what is referred to as an All-Red
Interval, which is a period of time between when a signal goes red and the next green signal comes
on for a conflicting movement. For through movements we normally set this at one or two
seconds,depending upon the size of the intersection and how far a vehicle has to travel to pass
through the intersection. For left-turns we normally allow a one second all-red period before the
oncoming traffic gets a green signal. Most drivers are not aware of this all-red interval and we
don't really advertise it because we are afraid that some aggressive drivers will begin to "push the
envelope" even further with their red-light running. As we are aware of the existence of the all-red
