Co~ittee shall ~ composed of eleven (11) me~ers ~d two (2) non-voting alternate me.ers and advisors which are appointed by res01ut~on of ~e. Board of County Co~issioners. B. Me.rs of ~e Co~ittee shall be appointed by and se~e at ~e pleas~e"0f ~e Board of County Co~issioners. Said m~rs shall"~ pe~anent residents and electors of Collier ' C. If any member of the Co,nitres fails to attend two (2) consecutive Committee meetings without a satisfactory excuse or if a member is absent from more than one-half of the Committee's ~eetinge in a given fiscal year, the Committee shall declare the -/ member's seat to be vacant end th(~ vacancy shall be filled by the County Commissioners.. Officers: Ouorum: Rules of Procedure. ~?" "~L~_t[].A. ,,Annually the membership of the Committee shall elect a chairman and vice chairman from among the members. Officers' terms shall be for one (1) year with eligibility for re-election. B. The presence of six (6) ¢,r more members shall constitute a q~orum of the Committee necessary to take action and transact business. .~n addition, an affirmative vote of six (6) or more Bembers shall be necessary in order to take official action, regardless of whether six (6) or more members of the Committee are present at the meeting. ;""~" ~he'~C-0mmitte(~ shall, by majority vote of the entire ~.'' memb~rship, adopt rules of procedure for the transaction of b%2siness and shall keep a ~;ritten record of meetings, resolutions, ~indings and determination~J. Copies of all Committee minutes, resolutions, reports, a~d (~xhibits shall be submitted to the Board of County Commissioners. Members of the Co~ittee shall serve without compensation, but shall-~ be entitled to receive reimbursement for expenses reasonably incurred in the performance of their duties upon prior approval'of the Board of County Commissioners. '- .~ Powers and Duties of the Committ~e~ ~ons~n~e. fun~tions,'.powers an~duties of the Committee shall be as follows:- .' - A. The Committee shall evaluate departments of county L2~ll~_~owernment under the Jurisdiction of the Board of County commissioners and determine if the departments are operating ':" at appropriate levels of efficiency. The objective is to Jz; ......ensure the County's taxpayers that their tax dollars are being used in an appropriate manner and the the Board of ..... County Commissioners is taking all reasonable steps to avoid waste of tax dollars. B. Each member of the Committee may be assigned a department or group of departments to review. --'-~ ' C. The Committee or each member thereof shall prepare a ..=>.' report of findings and recomnendations to be submitted directly to the Board of County Commissioners at the lest Commission meeting prior to June I of each year; provided, however, that such report and recommendations shall be submitted to the County Manager's Office'by May i of each year to provide an opportunity for Staff review. D. The Committee may adopt and amend "Guidelines" to govern their opera~io~, subject to approval by the Board of County Commissioners. E. The Committee meetings shall be open to the public. ~ ~the County Manager's Office and the ~ourts. The County Manager's Office will provide such documentation, _/nformation, descriptions of procedures, secretarial support and general assistance to the Committee as may be necessary for the Committee to carry out its functions as set forth herein. The 157 Clerk to the Board.shall take the minutes of all meetings or shall provide for the taking of such minu._tes. The Clerk of Courts may provide the committee with technical support concerning financial auditing procedures and other technical assistance relating to financial audit and finance d~ring the course of the Committee's reviews. ~ Revie~ Process · . Thlsz~n=mittee shall be reviewed once every four (4) years commencing in 1995, in accordance with the procedures contained in Collier County Ordinance No. 86-41. ~~ Conflict and Severabllitv. In-the' event this Ordinance conflicts with any other ordinance of Collier County or other applicable law, the more restrictive shall apply. If any phrase or portion of this Ordinance is held invalid or unconstitutional by any court of Competent Jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion. SECTION ELEVEN. Sffective Date. This Ordinance shall become effective upon receipt of notice frOm the secretary of state that this Ordinance has been filed with the S. ecretary of State.
