LET IT BE REMEMBERED, that the Collier County Public Safety Coordinating
Council, having conducted business herein, met on this date at 2:00 PM, in
REGULAR SESSION, in the Human Resources Conference Room, Building "B,"
330 I East Tamiami Trail, in Naples, Florida, with the following members present:

l. Introduction
A. Call to Order
Commissioner Fred Coyle called the meeting to order at 2:02 P.M. and a quorum
was established.
B. Approval of the PSCC Meeting Minutes from December 10, 2009
Rich Montecalvo moved to approve the Minutes of the December 10, 2009
meeting as submitted. Second by Mike Orlando. Carried unanimously, 9-0.
ll. Old Business
A. Update on the Criminal Justice, Mental Health and Substance Abuse Grant
Planning Council- Pam Baker for David Schimmel, David Lawrence Center
· The purpose of the Council is to position the County to apply for future
grants from the State of Florida's Department of Community Affairs (DCA)
through the Reinvestment Act (for Criminal Justice Diversion)
o Grants: $1 M -Implementation Grant (3 years) or a one-year
Planning Grant
o Collier County did not apply in time for consideration in 2010-11
. Target client: individuals suffering from mental health and substance abuse
Issues
. Having a Strategic Plan in place is a required component to qualify for other
grants, i.e., Bureau of Justice Assistance for a Drug Court Expansion
o Develop a "Sequential Intersection Mapping" - a pictorial view of
the Criminal Justice System in Collier County (from booking
through re-entry)
o The Florida Mental Health Institute (FMHI) has agreed to assist with
the mapping (through the Technical Assistance Center)
o Purpose: to determine where an individual can be diverted from the
system and placed into an appropriate treatment plan
o Goal: to complete mapping by May-June, 2010
. The first meeting was held on March 19th
o Representation from the faith-based community organizations and
homeless providers was suggested in addition to membership from
mental health/substance abuse providers and Criminal Justice
. Community must determine priorities
. Next Council meeting: April 16th
Chainnan Coyle suggested scheduling a meeting in late May.
Mike Sheffield will coordinate scheduling and advertising of the meetings.
Chief Salley stated another goal is to provide sponsor organizations to meet
released inmates and offer alternatives through support groups to the inmate's
previous lifestyle

B. Jail "Snap-Shot" Report - Chief Scott Salley, Chief of Corrections
· Average Daily Population ("ADP") was 918 in February 2010 compared to
1,063 in February 2009
· In January and February 2010, a total of95 inmates were transported to the
ICE ("Immigration & Customs Enforcement") detention facilities at Krome
Avenue by the U.S. Marshall's Office
o Only 33 felons have been re-arrested in the past 2 Yz years
· Reductions are due to economic situation, enlistments in the Military, the
287-G Felons Program
· In January 2010, fees were collected through the Weekend Lockdown
Program ($250 - January; $200 - February) and for the Weekend Work
Program ($420 - January; $1,121 - February)
· Daily cost to house an inmate is approximately $113 which is higher than
the State's average due to Collier's lower inmate population
· Number of documented gang members has remained consistent (54)
III. New Business
A. Discussion regarding the Probation and Court Services offered in Immokalee-
Mark Middlebrook
. In June 2009, Court activities were suspended and the Immokalee office was
closed due to budget cuts
o Personnel was reduced, beginning February, 2009 (from 28 to 19)
· In 2008, 62,000 cases were filed in Collier County Court and 1,408 cases
were Immokalee cases
· In 2009, 53,000 cases were filed in Collier County and only 883 were
Immokalee cases
· In June 2009, 87 cases were heard in Immokalee and three non-jury trials
were held
· Misdemeanor Court was previously held in Immokalee due to the lack of
public transportation to County Courthouse
o Substantial costs were incurred to feed and medicate inmates when
Court ran late
· Public transportation is now available
· Collier County Probate Department has the 2nd largest caseload in the
Circuit and is the least expensive Department in the State to operate
o Only 0.18% of Budget is allocated to funding for probation
· Field visits and supervision will continue as before

Mike Sheffield asked Members to email their suggestions for discussion topics for future
Agendas to him.
