A RESOLUTiON OF THE SOARD OF COUI'ITY COMMISSiONERS
OF COLLIER COUNTY, FLORWA, TO ADOPT A FORMAL POLlCY
ESTABLISHING GUIDELINES FOR RECEIVING RECOMMEN-
DATIONS FOR APPOINTMENT AI'ID REAPPOINTMENT OF
MEMBERS TO ADVISORY COMMn,EES; AND TO SUPERSEDE
RESOLUTION NO. 94-135.
WHEREAS, on March C 1994, the Board of County CommIssioners adopted
Resolution No. 941.36 to provide guIdelines and procedures for appointing an(j
reappointing members to advisory committees; and
WHEREAS, on December 13, 200S, the Board of County Commissioners requested
revisions to these guidelines to assure they are receiving the best qualified candidates
for appoIntment as recommended by their advisory committees.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLUER COUNTY, FLORIDA, that the gUidelines set fOlth below
are hereby established for the Board of County Commissioners ("Board") for receipt and
acceptance of recommendations from the various advisory commIttees.
1. Advisory committees shall be 'allocated 41 days after notification from the
Board's office to submit in writing tl"1eir recommendatIons to the Board for the
appointment or reappointment of members. If an advisolY committee cannot achieve a
quorum within the 41 -day time period referenced above, upon submission of notiu' to
the Board the deadline for 5ubrrHsslon of rE:~lomfl1endatlons by tfle advisory committee
may be extended by the Board's coordInator to dli advisory comrnittees, Ail quasi-

shall initially revIew the categories of applicants in areas of expertise to assure that the
applicants possess the mInImum requirements for the positIons they are seeking. Non

TRANSPORTATION IMPACT FEE UPDATE STUDY
Introduction
Collier County's Transportation Impaet Fee Ordinance was originally adopted in January
1985, to assist the County in providing adequate transportation facilities for expected
growth. Section 74-335(a) of the current ordinance requires the fee (0 be revicwed and, if
appropriate, updated every three years.' As part of this process. Tindale-OJiver &
Associates, Inc. (TOA) has been retained to conduct thc 2008 transportation impact fee
update study.
Following the introduction, this report consists of the following sections:

The methodology used for the transportatIOn Impact fee study follows a standards-driven
approach. In the standards-driven approach, also known as a consumption-based impact
fee, new development is charged based upon the proportton of the vehicle miles of travel,
that each unit of new development is expected to consume of a lane mile of roadway
network.
Included in this document is the necessary support material utiJized in the calculation of the
transportation impact fees. The general equation used to compute Ihe impact fee for a
given land use is:

The demand for travel placed on the transportation s')'stem is expressed in units of vehicle
miles of travel (daily trip generation rate times the trip length times the percent new trips
(of total trips)) for each land use contained in the impact fee schedule. It should be noted
that trip generation is expressed in average daily rates since new development consumes

trips on a daily basis. The cost of building new capacity is typically expressed in units of
dollars per vehicle mile or lane mile of roadway capacity. The credit is an estimate of the
future non-impact fee revenues generated by new development thaI are allocated to
roadway capacity expansion construction projects. Thus. the impact fee is an "up front"
payment for a portion of the cost ofhuilding a lane mile of capacity directly related to the
amount of capacity consumed hy each unit of land use contained in the Impact fee schedule
that is not paid for by furure tax revenues generated by the development.
It should be noted that the inl()flnation used to develop the impact fee schedule was based
upon the most recent, reliable and localized data avaJiahle.
There are 10 mput variables used in the fee equation:

Demand Component
The amount of road system consumed by a unit of new land development is calculated
usmg the following variables and is a measure of the vehicle miles of new travel a unit of
development places on the existing roadway system:

As part Oflhis update, the trip characteristic variables are obtamed pnmanly from three
sources: (I) sllndar studies previously conducted throughout Florida and in Collier
County (Florida Studies Database). (2) 2008 Collier County Single Family Residential
Trip Cbaracteristics SIudies, and (3) the Institute of Transportation Engineers' (ITE) Trip
Generation reference report (7'" edition).
The Florida Trip Characteristics Studies Database is included in Appendix A This
database was used to determine vehicle miles of travel which is developed from trip length,
percent new trips, and trip rate for most land uses. In addition, trip generation data from
the ITE 7'" edition report is used. In all instances where trip generation rate data was
availahle from both the ITF reference report and the Florida Studies datahase, a blend
calculation was used to increase sample size.
Residemial
.......
As part of the 2008 Update study, Collier County conducted a single family trip
characteristics study at four residential sites. The Collier County Single Family Trip
Characterisltcs Studies Final Report, May 23. 200/i documents the results of the study
including the trip generation rate (TGR), trip length (TL), and percent new trips (PNT) of
the four sites. This information was used to calculate the vehicle miles of travel (VMT) for
existing and future single family residential subdivisions in Collier County. As shown in
Table I, the VMT ranged from 39.07 to 104.86 for the studies sites, with a weighted
average value of 60.64. Ba'icd on discussion with COlmty staff and LO have a larger sample
size, the data from the four sites studies was blended with the TOA Florida Studies
database which resulted in a conservative VMT value of 51.7"

As part of the 2008 update study, TOA updated the retail (ITE LUe 820) trip length
and percent new trips curves. The trip length and percent new trips curves use data
from Florida Studies Dalabase and ITE to develop a regression equation that prediets
trip lengths for each tier. For the update. 14 Florida studies were added (0 the tnp
length regression analysis (to the existing I I studies) and 40 studIes (9 Irom Florida
and 31 naIionwide studies) were added to the pereent new trips regression analySIs
(to the existing 82 studies). The updated pereent new trips and tnp length curves
with this additional data resulted in an average inerease in VMT 01'33 percent for all
tiers.
In addition to changes in the retail (LUe 820) trip lengths and percent new trips,
demand data (TOR, TL, and PNT) lor other land uses were updated based on
additional data included io the Florida Studies Database sinee the 2006 Study. Table
2 presenis the pereent ehanges in VMT (TOR, TL and PNT) for each land use where
the demand componenl was updated. Note that only the land uses that are included
m the adopted impact fee schedule arc shown. Appendix A provides additional
detail for the demand component ealculations for each land use.

Interstate and Toll Facility Discount Factor
This variable is used to recognize that Interstate highway and toll facility Improvements
are funded by the State using earmarked State and Federal funds. Typically, impact fees
are not used to pay for these improvements and the portion of travel occurring on the
interstate/toll facility system is usually eliminated from the total travel for each use.
Currently, 1-75 is the only interstate running through the County.

As shown in Table 3, based on the data from the 2030 Lee/Collier Transportation Planning
model, the vehicle mIles of travel (VMT) on 1.75 relative to the total VMT on the entire
functionally classified roadway network was calculated using the base year 2000 model
output and projected growth in tenns of new development from the 2030 FinanCIally
Feasible Plan FSUTMS Model output. The 2008 interpolated YMT resulted in an
adjustment factor or approximately 8 percent due to tmvel on 1-75, which was consistent
WIth the 2000 and 2030 model output. Thus, an interstate and toll facility discount faeIOr of
8 percent will be applied to the impact fee calculation. The adjustment factor excludes
external-to-external trips, which represent traffic thaI goes through Collier County, but does
not stop in the County This traffic IS excluded from the calculations since it does not come
from the development within the County. Table 3 shows the calculaIlon of this figure.
This factor is used to reduce vehicle miles of travel that the impact !'ce charges for each
land use.

and 2007 due to lldditional construetlon demand caused by hurricanes, the housing market
growth, and other factors. Appreciation in land values also rcsulted in higher right-of. way

recently, some communities started to experience a decrease in costs. Information from
Collier County, roadway cost information from other counties in Florida, and from the
Florida Department of Transportation (FOOT) was used to develop a unit cost for all
phases involved in the constmction of one lane mile of roadway capacity. The following
subsections summarize the methodology and findings of the total unit cost analysis for
county and state roads. Appendix B provides the data and other support information
utihzed in these analyses.
County Costs
This section examines the ROWand construction costs associated with county roads with
respect to transportation capacIty Improvements in Collier County. For this pwpose, recent
bid data for on-going proJects provided by the county and recent constmction bid data trom
county roadway projects in Florida were used to identify and provide supporting cost data
for county roadway improvements. The cost for each roadway capacity project was
separated into eight phases: design, ROW, construction, construction
engineering/inspectIOn (CEl), utihties. mitigation, interchange, and carrying costs.

Based on recent trends for completed projects in Collier County, design costs were
estimated at seven percent and eEl costs were estimated at six percent of construction
costs. Appendix B. Table 8-6 presents the results of the review conducted to recommend
these percentages.

The ROW cost reflects the total cost of the acquisitions along the conidor that was
necessary to have sufficient cross-section width to widen or in the case of new construction
to build the road. Based on the local data, a ROW cost of $12 million per lane mile was

approximately $1.7 to $4.2 million per lane mile. Based on thc local and statewide
project data, a construction cost per lane mile of $3.1 million was used for urban design
roadway projects. By only using data points from thc past two years. the cost per lane
mile reflects the recent trend of decrcased costs. Appendix B, Table B.2 provides a
detailed description of the projects analyzed.

Utilities and mitigation cost estimates were developed based on four recently bid lane
widening projects in Collier County. As shown in Appendix B, Table B.3, the utilities cost
is approxim el $455.000 per mile and", shown in Table B-4. the mitigation cost is
approximat $99,000 per lane e for county roads.
Interchange co estimates rc developed based on two (2) planned interchange/grade
separation projects 111 .0 lier County that are expected to be completed by 2030. These
projects consist of improvements at the intersection of 1-75, CR 95] and Davis Boulevard
and where the US 41 (Tamiami Trail) meets CR 951. The total interchange cost provided
by the Collier County Transportation Planning Department is $213.36 million. This figure
was then divided by the total lane miles being built in the 2030 LRTP Financially Feasible
Constrained Plan (424.7 lane miles). As shown in Table 4, the mterchange cost per lane
mile is approximately $502,000.
The lane mile cost includes an update (0 the carrying cost that tends to occur while a
roadway is being built (approximaIely a 6-year process for County projects) As presented
in Table 4, the carrying cost per Jane mile is estimated at $279,OUO based on the time table

This section examines the ROWand construction costs associated with state roads related
to transportation capacity improvements in Collier County. For this purpose, the District I
FOOT Work Programs provided local ROW acquisition and cost cstimates. In addition,
reccnt construction bid and ROW acquisition data from state roadway projects clsewhere in
Flonda were used to identify and provide supporting cosI data for roadway improvements.
Similar to the cmmty cost analysis. the cost for each state roadway capacity project was
separated into seven phases: design, ROW. construction, eEl, mitigation, intcrchange, and
carrying costs.
Based on a review of the design and CEI costs for state roads. il was determined that the

Riehl-ol:Wav (ROW)
FOOT has not recently acquired ROW for any lane widening projects in Collier County.
Based on discussions with FOOT and Collier County, it has been determined that the ROW
acquisition cost for state roads is equivalent to that of county road,. Therefore, a ROW
acquisition cost of $ 1.2 million is used to calculaIe the unit cost per lane mile of an urban
design slate road.
Based on diSCUSSIOns with FOOT, it is anticipated that al1 of the lane miles that the Stale
will build in the future in Collier County wil1 have urban design characteristics. A review
of the lane widening projects along SR R4 in the 5-year plan confinned that only urban
design projects are being considered.
Construction

A review of construction cost data for state roads in Collier County shows two future
estimates for urhan design lane widenlllg pm]ect,. However, at approximatcly $4.9
million per lane mile, these projects do nol reflect the current downward trend in costs.
Because there were not any recent local bids to reflect more accurate cost estimates, a
review of recent bid projects in other Flonda counties was conducted. Based on this
review, a total of nine recently bid urban design roadway projects were identified, with an
average cost of$3.2 million per lane mile. Appendix B, Table B.5 provides a deImled
description of the projects analyzed.
Based on discussions with FOOT. it is anticipated that all of the lane miles that the State
will build in the future will have urban desib'l1 characteristics.
Other Cost ComlJonenls
The Wlit cost per lane mile for state roads in Collier County also includes updaIed utilities,
mitigation, inIerchange, and carrying eosts associated with capacity expansion projecIs.
Since no data was available for mitigation costs of slate roads, the mitiganon cost for
county roads was used (Appendix 13, Table B-4). Also, the slate road construction cost
estimate presented in Table 5 does not include utility cost due to the fact that the Collier
County Watcr~Scwcr District pays for utility relocation costs associated with state facilities.

Summary of Costs (Blended Cost Analvsis)
The weightcd average cost per lane mile for county and state roads is calculated and
presented in Table 6. The resultmg weighted average cost of approximately $6.0 million
per lane mile will be utilized in the calculation of thc impact fee schedule. This weighted
average cost per lane mile includes county and state projects and is based un weighting
the lane miles of programmed future roadway improvements included in the 2030 LRTP
Financially Feasiblc Constrained Plan. As noted previously, the project information and

Gasoline Tax Equivalent Credit
The present value of the portion of gasoline taxes generated by a new development over a
25-year period that is expended on capacity expansion projects is credited against the cost
of the system consumed by travel associated with new development

In the current impact fee calculation, the credit calculation estimated 13.3 penmes trom the
county managed gas tax revenues that were used for roadway capacity adding
improvements. For purposes of the Update Study, a review of the County's FY 2009-2013
Transportation Work Program indil:ates that a combination of gas tax revenues, impact
fees, grants, and ad valorem taxes arc used to fund roadway capacity expansion projecIs.
Collier County receives a credit of 4.9 pennies for the portion of gas tax revenues dedicated
to capacity expansion projects in the 5.year work program and 96 pennies for debt service
payments on the 2005 gas tax revenue bond. Based on discussion with County staff, all
bond proceeds were expended on roadway capacity expansion projects. tn addition to the
gas tax and debt service, approximately $20 million of grant funds (totaling 2.8 equivalent
pennies) are bcing used to ttind roadway expansion projecIs. Thus, a credit of 17.3
equivalent pennies will be gIven tor the allocation of nmds the county collects in gas tax
revenues and grants.

In addition, sIaIe expenditures on state roads were reviewed and a credit for the capacity
expansion portion attributable to state projects was provided. The equivalcnt number of
peJUlies allocated to fund state projects was determined using information for a 17 year
period of the Florida Department of Transportation (FOOT) Work Program (1997
through 20i3). ^ tlSt of capacity-adding roadway projects was developcd including lane
additions, new road construction, intersedion improvements, Interchanges, tranic signal
projects, and other capacity-addition projects. Major roadway expansion projects along
US 41, SR &4, SR 'is I. and CR 95 t were included in thlS list as well as thc major
interchange improvements at 1-75 and the Golden Gate Parkway. This review (which is
summarized 10 Appendix C, Table C-3) mdicates that FUUT spending generates an
equivalent gas lax credit of 13.5 pennies of gas tax revcnue annually. The use of a 17-
year period lor purposes of dcveloping a state credit for roadway capacity-adding projects

The roadway facility life used in the impact fee analysis is 25 years, which represents the
reasonable life of the roadway.
Interest Rate

This is the discount rate at which gasoline tax revcnues might be bonded. It is used to
compute the present value of the gasolinc taxcs generated by new development. The
discount rate of 5.0 percent was determined hased on recent bonds used to fund roadway
capacily expansion projects. Specifically. the Series 2003 & 2005 Gas Tax Revenue
Bonds confirmed that the County is currently borrowing at approximately five percent.
Fuel Efficiency
The fuel efficiency (i.e., the average milcs traveled per gallon of fuel consumed) of the neel
of motor vehicles was estimated using the quantIty of gasoline consumed by travel
associated with a particular land usc.
Appendix C, Table C-9. documents the calculation of fuel efficiency value, based on the
following equation, where "VMT" is vehicle miles oftravel and "MPG" is fucl efliciency
in terms of mIles per gallon.

gallons of fuel consumed to calculate, in ellcct, a "weighted" fuel efficiency value that

The VMT and average fuel efficiency daIa were obtained from the most recent Federal
Highway Administratioo's Highway Statistics 2006. Based on the calculation completed
in Appendix C, Table C-9, the fuel efficiency rate to be used m the updated impact fee
equation is 17.85 miles per gallon.
Effective Davs per Year
An effective 365 days per year of operation was a"umed for all land uses io the proposed
fee. However, this will not be the case for all land USl.:S since some uses operate only on
weekdays (e.g., omce buildings) and/or unly seasonally (e.g.. schools). The use of 365
days per year, therefore, provides a "conservative" element, ensuring that gasoline taxes are
adequately credited against the fee. As a result, no changes to the ellectlve days per year
are proposed in this update.

Calculated Transportation Impact Fee Schedule
The impact fce calculations for each land use (by impact fee district) are included in
Appendix F. This Appendix includes the major land use categories and the impact fees
for the individual land uses contained in each of the major categories. For each land use,
this Appendix illustrates the impact Ice demand component variables (trip rote, trip
length, and percent of new trips), the total impact fee cost, the annual gas tax credit and
present value of the gas tax credit, the net impact fec, the current Collier County impact
fee, and the percent difference between the calculated impact fee and the current impact
fee. It should be noted that the nct impact fee illustrated in Appendix F is not necessarily
a recommended fee, but instead represents the most reasonable and legally defensible
impact fee per unit ofland use that could be charged in Collier County. As dIscussed
throughout the report, the impact fee analysis has been completed using a conservative
approach to develop the impact fee per unit of land usc_
