FL 34104 March 6, 2008 Collier County Board of County Commissioners 3301 East Tamiami Trail Naples, Florida 34112 Re: Resoiution #06-200 Floodplain Management Committee Dear Commissioners: The Development Services Advisory Committee (DSAC) that I serve on has been reviewing and discussing the draft Collier County Floodplain Management Plan as part of our regular meetings for the past several months. Recently, it came to our attention that although there are a number of people on the Floodplain Management Planning Committee (FMPC), we don't believe there are any currently practicing civil engineers from the area on the FMPC besides County or State employees. Since these currently practicing civil engineers work with the various regulatory agencies, developers and the public on a daily basis in regards to Stormwater Management and Floodplain issues, it is our recommendation that at least two (2) currently practicing civil engineers be added to the FMPC as that committee produces the future Floodplain Management Plans of Collier County. Resolution #06-200 that established the FMPC says "To avoid any appearance of impropriety or conflict of interest, public members should not be involved in any way in the local building and development industry." It would seem to us that this statement disqualifies many local members of the public that have the practical "on the ground" expertise and experience in working with Stormwater Management systems and plans that could greatly benefit the Floodplain Management Planning Committee. Upon your concurrence with our recommendation, Resolution #06-200 will need to be revised to allow currently practicing civil engineers that may be involved in the local building and/or development industry.
