Program
A. The ~cal Housing Assistance Program is hereby created
and established.

which are annexed to this Ordinance, are adopted by reference and
made a part of this Ordinance.
C. The Local Housing Assistance Program shall use One
Hundred (100) percent of the funds held in trust as follows:
1. The funds may be used to provide the local matching
funds in order to obtain federal housing grants for
federal programs.
~. The funds may be used to implement the following
locally-designed strategies:
(a) Purchase assistance; ownership opportunities may be
created for Eligible ~ersons through mortgage
reductions, and/or low or no interest loans for
down payments and/or closing costs.
(b) Acquisition/rehabilitation; Very Low-income Persons
and Low-income Persons may be awarded funds to
acquire existing housing units for renovation.
(c) impact fee assistance; Eligible Persons may be
awarded funds for the payment. Of waivers or
deferrals of impact fees for Eligible Housing for
Very Low-inco~e Persons and Low-income Persons.
(d) Land Acquisition; the County may through purchase
or donation acquire land independent of a specific
project for the express purpose of providing
Eligible Housing at a future time. Construction
must be implemented within 12 months of acauisition
of any parcel.
(e) Construction/rehabilitation;

strategies that create or preserve Affordable
housing through the construction or repair of
homes for Very Low-income Persons and
Low-income Persons.
(2) The County may seek local developers and
contractors and other organizations willing to
construct Affordable housing which offer such
incentives as the County adopts in its Local
Housing Incentives Plan. These incentives may
include, but are not limited to, assistance in
the construction of the infrastructure for
eligible neighborhoods, impact fee credits or
payments and/or the purchase of the land by
the County upon which construction will occur.
(f) The cost of administering this Local Housing
Assistance Program shall not exceed five (5%) of
the State Housing Initiatives Partnership [SHIP]
Program funding, guaranteed from the State of
Florida, unless such costs are increased to a
maximum of ten (10%) by County Resolution pursuant
to Section 420.9075 (5), Florida Statutes and any
amendments thereto.
D. The County shall coordinate its efforts with
financial institutions as follows:
1. The County shall work with banks and savings
institutions to meet their obligations under the
community Re~nvestment Act [CRA] to affirmatively
address the credit needs of the entire community.
In 'meeting their obligation, banks and savings
institutions shall be encouraged to engage in
activities that include, but not are limited to the
following: Increase efforts to make loans for home
mortgages and home improvements in conjunction with
government insured lending programs such as FHA and
VA; make loans with high loan to value ratios when

there is private mortgage insurance; provide
assistance to existing or emerging Community-based
Organizations; extend lines of credit and other
financing to Community-based Organizations; and
provide a secondary market for Community-based
Organization development loans.
2. The County shall seek lending institutions to work
with Eligible Persons or Eligible Sponsors in
providing low-cost loans, interest point buy-down
programs and other cost-saving mechanisms in order
to facilitate home ownership for Very Low-income
Persons and Low-income Persons and Persons Who Have
Special Housing Heeds.
E. The County shall provide incentives for the preservation
and production of Affordable housing for Eligible
Persons including, but not limited to, the donation of
land or availability of low-cost land or land-lease
arrangements, assistance in the construction of
infrastructure, availability of impact fee credits or
deferrals and/or security deposit credits or payments.
F. The Local Housing Assistance Program shall include all
other lawful objectives not previously listed if said
objectives have been adopted into the Housing Assistance
Plan in the manner provided by statute.
G. In implementing its Housing Assistance Plan, the County
shall:
1.~ At ~ least thirty (30) days prior to the
beginning of any application period,
advertise the availability of the Local
Housing Assistance Program in newspapers
of general circulation and periodicals
serving ethnic and diverse neighborhoods.
2. The County shall, in its Housing Assistance Plan,
adopt a maximum Awards schedule or system of Awards
that comply with the following criteria:

(a) At least sixty-five (65%) percent of all the funds
made available in the County shall be reserved for
home ownership for Eligible Persons.
(b) At least seventy-five (75%) percent of the total
funds shall assist with construction,
rehabilitation or emergency repair of Affordable
housing.
(c) The sales price of new or existing Eligible Housing
shall not exceed ninety (90%) percent of the median
area purchase price in the area where the Eligible
Housing is located as established by the United
States Department of Treasury in accordance with
Section 3(b)2 of the United States Housing Act of
1937.
(d) All housing constructed, rehabilitated or otherwise
assisted with the funds provided from the Housing
Assistance Plan must be occupied by Very Low-income
Persons, Low-income Persons and Moderate-income
Persons. At least thirty (30%) percent must be
occupied by Very Low-income Persons, and at least
an additional thirty (30%) percent by Low-income
Persons.
(e) Loans shall be provided for periods not exceeding
thirty (30) years, except for deferred project
loans or loans that extend beyond thirty (30) years
which continue to serve Eligible Persons.
(f): Eligible rental housing constructed, rehabilitated

for purchase at the current market value for
continued occupancy by eligible recipients.
(g) Eligible owner-occupied housing constructed,
rehabilitated or otherwise assisted from proceeds
provided from the Local Housing Assistance Program
shall be subject to the recapture provision of the
mortgage revenue bond program contained in Section
143(m) of the Internal Revenue Code of 1986 or
other applicable recapture rea~irements.
(h) The total amount of monthly mortgage payments or
the amount of monthly rent charged by the Eligible
Sponsor or his designee must be made Affordable.
(i) The cost per unit and the maximum cost per unit for
Eligible Housing benefiting from Awards made
pursuant to this Local Housing Assistance Program
will be established by County resolution.
(J) A qualification system for applications for Awards
will be established through the Housing Assistance
Plan.
(k) The staff or entity that has administrative
authority for this Local Housing Assistance Program
shall annually monitor and determine tenant
eligibility and the amount of the subsidy pursuant
to the provisions of this Ordinance and State and
Federal law. The County, the Local Housing
Partnership, 'and all Eligible Sponsors shall not
discriminate on the provision of Affordable housing
to Very Low-income Persons, Low-income Persons or
Moderate-income Persons on the basis of race,
creed, religion, color, age, sex, marital status,
familial status, national origin, or handicap in
the loan application process for Eligible Housing.
3. The County shall comply'with all rules and regulations
of the Florida Housing Finance Agency in connection with

required reporting of compliance of its Housing
Assistance Plan.
4. Prior to receiving an Award, all Eligible Sponsors or
Eligible Persons shall enter into an agreement with the
County, agreeing to comply with the affordable housing
criteria provided under sections 420.907 through
420.9079, Florida Statutes, and this Ordinance. In the
event of a transfer of ownership of property .to an
Eligible Person or Eligible Sponsor pursuant to the
Housing Assistance Plan, the County shall require a
covenant in the deed or mortgage stating the grantee or
the mortgagor agrees to comply with the terms of the
affordable housing criteria provided under sections
420.907 through 420.9079, Florida Statutes, and this
Ordinance, which covenant will run with the land in the
case of a deed. Failure to comply with the covenant in
the mortgage shall result in a default of the mortgage
with all remedies and right~ for enforcement of the
agreement insuring to the benefit of the County.
SECTION II. Conflict and Severability.
In the event this Ordinance conflicts with any other
ordinance of Collier County, the more restrictive shall apply.
If any phrase or portion of this Ordinance, or the particular
application thereof, shall be held invalid or unconstitutional by
any court, administrative agency or other body with appropriate
Jurisdiction, th~ remain~ng section, subsection, sentences,
clauses, or phrases and their application shall not be affected
thereby.
SECTION III. Declaration of Emergency.
The Board of County Commissioners does hereby declare that an
emergency exists and that immediate enactment of this Ordinance
is necessary, and by no less than four-fifths (4/5tbs) vote of
the membership of the Board of County Commissioners of Collier
county, Florida, does hereby waive notice of intent to consider

,~.. SECTION IV. Effective Date.
· '' A certified copy of this Ordinance, as enacted, shall be
filed by the Clerk of the Board of County Commissioners of
Collier County, Florida, with the Department of State of the
State of Florida, as soon after enactment as is practicable by
depositing the same with the postal authorities of the government
of the United States for special delivery by registered mail,
postage prepaid, to the Florida Department of State.
This Ordinance shall become effective as provided in section
125.66(3), Florida Statutes.

WHEREAS, Collier County adopted the Collier county Growth
Management Plan as its Comprehensive Plan on January 10, 1989
pursuant to the requirements of Section 163.3161 et se=., Florida
Statutes, and Rule 9J-5, Florida Administrative Cods; and
WHEREAS, Collier County has attempted to address the problem
of lack of adequate and affordable housing for very low, low and
moderate-.income households in the County and the need for
innovative programs to assist in the provision of such affordable
housing by including provisions in the Growth Management Pla~
including objective 1.4, policy 1.4.1, objective 1.5, policy
1.5.3, policy 1.5.4, objective 1.6, policy 1.6.3, objective 2.1,
policy 2.1.2, policy 2.1.5 and policy 2.1.6 of the Housing
!~. Element ~ and
/ WHEREAS, the Florida State Legislature enacted the William E.
Sadowski Affordable Housing Act, outlined in Section 420.907 et.
sea., Florida Statutes, and Chapter 91-37, Florida Administrative
~ Code, as a comprehensive funding package for State and local
'- housing programs to better enable local governments to meet their
" responsibilities for affordable housing in accordance with their
comprehensive plans.
WHEREAS, Collier County has prepared a Housing Assistance
Plan which is consistent with Section 420.907 et. seq,, Florida
Statutes, Chapter 91-37, Florida Administrative Code and the
Housing Element of the Growth Hanagement Plan of Collier County.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COHHISSIONERS OF COLLIER COUNTY, FLORIDA THAT:
SECTION I. Intent and Puruose
A. The intent of this Ordinance is:
1. To make affordable residential housing available for Very
Low-income Persons, Low-income Persons or Moderate-income Persons
and t-hoSe Persons Who Have Special Housing Needs.
2. To combine local resources and cost saving measures into a
partnership by using private and public funds in order to reduce
the cost of housing.
3. To assist in building the organization and technical capacity
of Community-based Organizations to optimize the role cf
Co~munity-hased Organizations in the production of affordable
housing.
4. To promote innovative financing techniques designed to meet
the special needs of Eligible Persons or Eligible Sponsors~
encourage developers to construct low-cost housing~ and encourage
innovative design of Eligible Housing that provides cost savings.
B. The purpose of the Ordinance is to accomplish the stated
intent by implementing an affordable housing program which will be
monitored by the Collier County Affordable Housing Director and
the Local Housing Advisory Committee. The purpose of the Local
Housing Assistance Program is to better meet the objectives and
policies of the Housing Element of the Collier County Growth
Management Plan by increasing housing opportunities for Persons
Who Have Special Needs and for Very Low-income persons, Low-income
· Persons and Moderate-income Persons while providing for the
protection of natural resources, and planning for community
development and economic growth.
SECTION II. Title end Citation
This Ordinance shall be known and cited as the "Collier County
Housing Initiatives Partnership (SHIP) Program',.
SECTION III. ~efinitions
As used in this Ordinance, the terms:
A. Ad4usted For Family Si~ - means adjusted in a manner
which results in an income eligibility level that is lower for
households having fewer than four people, or higher for households
having more than four people, than the base income eligibility
determined as provided in Subsection (M), Subsection (O) and
Subsection (Q) below, based upon a formula established by the
United States Department of Housing and Urban Development.
B. Ad4usted Gross Income - means wages, income from assets,
regular cash or non-cash contributions, and any other resources
and benefits determined to be income by the United States
Department of Housing and Urban Development, Adjusted For Family
Size, minus the deductions under Section 61 of the Internal
Revenue Code of 1986, as amended.
C. ~ - means that monthly rents or monthly
mortgage payments including taxes and insurance do not exceed
thirty (30%) percent of that amount which represents the
percentage of the median adjusted gross annual income for the
households qualifying under the definitions of Very Low-income
Persons, Low-income Persons or Moderate-income Persons.
D. Award - means a loan, grant or subsidy funded wholly or
partially by the Local Housing Distribution.
E. Community-based Oraanization - means a non-profit
organization that has among its purposes the provision of
affordable housing to Persons Who Have Special Needs or Very
Low-income Persons, Low-income Persons, or Moderate-income Persons
within a designated area, which may include a municipality, a
county, or more than one ~unicipality or county, and maintains,
through a minimum of one-third representation on the
· organization's go~erning board and otherwise, accountability to
housing program benefic~aries and residents of the designated
area. A community housing development organization established
pursuant to 24 CFR, Part 92.2 and a community development
corporation created pursuant to Chapter 290, Florida Statutes, are
examples of Community-based Organizations.
F. Eliaible Housina - means any real and personal property
located within the County which is designed and intended for the
primary purpose of providing decent, safe and sanitary residential
units that are designed to meet the standards of Chapter 553,
Florida Statutes, for home ownership or rental for Eligible
Persons as designated by each county or eligible municipality
participating in the Local Housing Assistance Program.
G. £1iaible Perso~ - means one or more natural persons or a
family determined by the County to be Persons Who Have Special
Housing Needs, or Very Low-income Persons, Low-income Persons or
Moderate-income Persons according to the Adjusted Gross Income of
~hs resident as Adjusted For Family Size.
H. Eliaible SPonsor - means a person or a private or public
for-profit or not-for-profit entity that applies for an Award
under the Local Housing Assistance Program for the purpose of
providing Eligible Housing for Eligible Persons.
I. Grant - means a distribution of a portion of a Local
Housing Distribution to an Eligible Sponsor or Eligible Person to
provide assistance under the Local Housing Assistance Program.
J.' Housin~ Assistance Plan - means a concise description of
the Local Housing Assistance Program adopted by this Ordinance
with an explanation of the way in which the program meets the
requirements of this Ordinance and Sections 420.907 through
420.90?9, Florida Statutes.
K. --'Loan - means a pledge of Local Housing Distribution
moneys to an Eligible Sponsor or Eligible Person to par~ially
finance the acquisition, construction or rehabilitation of
Eligible Housing.
L. Local Housin~ Distributio~ - means the proceeds of the
taxes collected under Chapter 201, Florida Statutes' deposited
· into the local Government Trust Fund and distributed to counties
and eligible municipalities participating in the State Housing
Initiatives Partnership Program pursuant 9o Section 420.9073,
Florida Statutes.
H. Low-income Person - means one or more natural persons or
a family, not including students, that has a total annual adjusted
gross household income that does not exceed eighty (80%) percent
of the median annual Adjusted Gross Income for households within
the State or 80% of the median Adjusted Gross Income for
households within the Metropolitan Statistical Area or, if not
Within a Metropolitan Statistical Area, within the County,
whichever amount is greater. With respect to rental units, the
low-£ncome person's annual income at the time of initial occupancy
may not exceed eighty (80%) percent of the State's median income
AdjUsted For Family Size. While occupying the rental unit, a low
income person's annual income may increase to an amount not to
exceed one hundred and forty (140%) percent of eighty (80%)
percent of the State's median income Adjusted For Family Size.
N. MetroPolitan S~atistical Area - means, as defined by the
U.S. Census, one or more entire counties economically and socially
integrated that have a large population center which meets the
following criteria= (1) one central city with 50,000 inhabitants
or mors~ or (2) a central city with at least 25,000 inhabitants
provided= (a) that the city's population taken together with that
of contiguous places totals at least 50,000 inhabitants and
constitutes, for general economic and social purposes, a single
community, and (b) the county or counties in which these places
are located have at least 75,000 inhabitants.
O. Moderate-income Person - means one or more natural
persons or a family, not including students, that has a total
annual adjusted gross household income that is less than one
hundred and twenty (120%) percent of the median annual Adjusted
Gross Income for households within the State or one hundred and
twenty (120%) percent of the median annual A~Justed Gross Income
for householdswithin the Metropolitan Statistical Area or, if not
within the Metropolitan Statistical Area, within the County,
whichever is greater. With respect to rental units, the
moderate-income person's annual income at the time of initial
occupancy may not exceed one hundred and twenty (120%) percent of
the State's median income Adjusted For Family Size. While
occupying the rental unit, a moderate-income person's annual
Adjusted Gross Income may increase tO an amount not to exceed one
hundred and forty (140%) percent of one hundred and twenty (120%)
percent of the State's median income Adjusted For Family Size.
P. persons Who Have Special Needs - means individuals who
have incomes not exceeding those of Moderate-income Persons and,
because of particular social, economic or health-related
circumstances, may have greater difficulty acquiring or
maintaining Affordable housing. Such persons may have, for
example, encountered resistance to their residing in particular
communiti~s, and may have suffered increased housing costs
resulting from their unique needs and high risk of
institutionalization. Such persons may include, but not be
limited to, persons with developmental disabilities; persons with
mental illnesses or chemical dependency~ persons with acquired
i~mune deficiency syndrome (AIDS) and human immunodeficiency virus
(HIV) disease; runaway or abandoned youth; public assistance
recipients; migrant and seasonal farmworkers~ refugees and
entrants~ the elderly; and disabled adults.
Q. Very Low-income Person - means one or more natural
persons or a family, not including students, that has a total
annual adjusted gross household income that does not exceed fifty
(50%) percent of the median annual Adjusted Gross Income for
households within the State or fifty (50%) percent of the median
annual Adjusted Gross Income for households within the
Metropolitan Statistical Area or, if not within a Metropolitan
Statistical Area, within the County, whichever is greater. With
respect to rental units, the Very Low-income Person's annual
income at the time of initial occupancy may not exceed fifty (50%)
percent of the- State's median income Adjusted For Family Size.
While occupying the rental Unit, a Very Low-income Person's ar~nual
income may increase to an amount not to exceed one hundred and
forty (140%) percent of fifty (50%) percent of the State's
median income Adjusted For Family Size.
SECTION IV. Creation of the Local Housina Assistance Trust Fu~4
A. The Local Housing Assistance Trust Fund is hereby
created and established.
B. All moneys received from the State pursuant to the State
Housing Initiative Partnership [SHIP] Program and any other funds
received or budgeted to provide funding for the Local Housing
Assistance Program shall be deposited into the Local Housing
Assistance Trust. Fund. Administration of the Local Housing
Assistamce Trust Fund shall comply with Rule 91-37.008, Florida
Administrative Code.
C. Expenditures other than for the administration and
implementation of the Local Housing Assistance Program shall not
be made from the Local Housing Assistance Trust Fund.
D. Amounts on deposit in the Local Housing Assistance Trust
~'und shall be invested according to Collier County investment
policies and procedures. All investment earnings shall be
retained in the ~cal Housing Assistance Trust Fund and used for
the purposes thereof.
E. Until utilized for the purposes thereof, moneys in the
L~cal Housing Assistance ~ust Fund shall be held in trust by the
County solely for use pursuant to the Local Housing Assistance
Program. All ~cal Housing Assistance Program income, including
lnvest~ent earnings, shall be retained in the I~cal Housing
Assistance Trust Fund and used for the purposes thereof.
F. Ge County agrees that the I~cal Housing Assistance
~st l~nd shall be separately stated as a special revenue fund in
the County audited financial statements. Copies of such audited
financial statements shall be foL-warded to the Florida Housing
Finance Agency as soon as such statements are available.
.SECTION V. Local Housina Partnership
A. The ~cal Housing Partnership is hereby created and "
established.
B. The Local Housing Partnership shall include, but is not
limited to, the .County, Co,unity-based Organizations, for-profit
housing developers, lending institutions, providers of
professional se~-~lces relating to Affordable housing, and service
organizations working on behalf of Persons Who Have Special Needs.
C. The Local Housing Partnership shall assist in the
implementation of the ~cal Housing Assistance Program in
accordance with this Ordinance, Sections 420.907 through 420.9079,
FloFida Statutes~ and Chapter 91-37, Florida Administrative Code.
SECTION VI. Establishment of the Local Housi~q Assistanc~
Proaram
A. The Local Housing Assistance Program is hereby created
and established.

Hundred (100) percent of the funds held in trust as follows=
1. The funds may be used to provide the local matching
funds in order to obtain federal housing grants for
federal programs.
2. The funds may be used to provide for the following
capacity building strategies for Community-based
Organization.
a. Operating and administrative expenses.
b. Training for real estate development.
c. Training for construction project
management.
3. The funds may be used to implement the following.
locally-designed strategies:
(a) Purchase assistance; ownership opportunities
may be created for Eligible Perso~s through
.i mortgage reductions, and/o= iow or no interest
~ii loans'for down payments and/or closing costs.
(b} Acq%lisition/rehabilitation; Very Low-income
· i! Persons and Low-income Persons may be awarded
:!! funds to acquire existing housing units for
'~ renovation.
(c) Impact fee assis~ance; Eligible Persons may be
· awarded funds for the payment of waivers or
deferrals of impact fees for Eligible Housing
for Very Low-income Persons and Low-income
Persons.
(d) Land Acquisition; the County may through
purchase or donation acquire land independent
of a specific project for the express purpose
of providing Eligible Housing at a future
time.
(e) Construction/rehabilitation;
(1) the County may provide locally-designed
strategies that create or preserve
Affordable housing through the
construction or repair of homes for Very
Low-income Persons and Low-income
Persons.
(2) The County may seek local developers and
contractors and other organizations
willing to construct Affordable housing
which offer such incentives as the County
adopts in its Local Housing Incentives
Plan. These incentives may include, but
are not limited to, assistance in the
construction of the infrastructure for
eligible neighborhoods, impact fee
credits or payments and/or the purchase
of the land by the County upon which
construction will occur.
(f) The cost of administering this Local Housing
... Assistance Program shall not exceed five (5%)
"i of the State Housing Initiatives Partnership
~"~ [SHIP] Program funding, guaranteed from the
.,. State of Florida, unless such costs are
increased to a maximum of ten (10%) by County
Resolution pursuant to Section 420.9075 (5),
Florida Statutes and any amendments thereto.
D. The County shall coordinate its efforts with financial
institutions as follows:
1. The County shall work with banks and savings
institutions to meet their obligations under the
Community Reinvestment Act .[CRA] to affirmatively
address the credit needs of the entire community.
'~, In meeting their obligation, banks and savings
institutions shall be encouraged to engage in
activities that include, but not are limited to the
following: Increase efforts to make loans for home
mortgages and home improvements in conjunction with
· government insured lending programs such as FHA and
VA; make loans with high loan to value ratios when
there is private mortgage insurance; provide
assistance to existing or emerging Community-based
Organizations; extend lines of credit and other
financing to Community-based Organizations; and
provide a secondary market for Community-based
Organization development loans.
2. The County shall seek lending institutions to work
with Eligible Persons or Eligible Sponsors in
providing low-cost loans, interest point buy-down
programs and other cost-saving mechanisms in order
to facilitate home ownership for Very'Low-income
Persons and Low-income Persons and Persons Who Have
Special Housing Needs.
E. The County shall provide incentives for the preservation
and .production of Affordable housing for Eligible
Persons including, but not limited to, the donation of
land or availability of low-cost land or land-lease
arrangements, assistance in the construction of
infrastructure, availability of impact fee credits or
deferrals and/or security deposit credits or payments.
F. The Loca~ Housing Assistance Program shall include all
other law~ul objectives not previously listed if said
objectives have been adopted into the Housing Assistance
Plan in the manner provided by statute.
G. In implementing its Housing Assistance Plan, the County
shall:
1. At least thirty (50) days prior to the beginning of
any application period, advertise the availability
of the Local Housing Assistance Program in
newspapers of general circulation and periodicals
serving ethnic and diverse neighborhoods.
2. The County shall, in its Housing Assistance Plan,
adopt a maximum Awards schedule or system of Awards
that comply with the following criteria:
(a) At least sixty-five (65%) percent of all the funds
made available in the County shall be reserved for
home ownership for Eligible Persons.
(b) At least seventy-five (75%) percent of the to=al
funds shall assist with construction,
rehabilitation or emergency repair of Affordable
housing.
(c) The sales price of new or existing Eligible Housing
shall not exceed ninety (90%) percent of the median
area purchase price in the area where the Eligible
Housing is located as established by the United
States Department of Treasury in accordance with
Section 3(b)2 of the United States Housing Act of
1937.
(d) All housing constr~oted, rehabilitated or otherwise
assisted with the funds provided from the Housing
Assistance Plan must be occupied by Very Low-income
Persons, Low-income Persons and Moderate-income
Persons. At least thirty (30.%) percent must be
occupied by Very Low-income Persons, and at least
an additional thirty (30%) percent by Low-income
Persons.
(e) Loans shall be provided for periods not exceeding
thirty (30) years, except for deferred project
loans or loans that extend beyond thirty (30)' years
which continue to serve Eligible Persons.
.,
(f) Eligible rental housing constructed, rehabilitated
or otherwise assisted from the Local Housing
Assistance Program is reserved for Eligible Persons
for fifteen (15) years or the term of assistance,
whichever is longer. Eligible Sponsors who offer
rental housing for sale before fifteen (15) years
from the date of issuance of the certifica=e of
occupancy or that have unsatisfied mortgages funded
under this program must give a first right of
refusal to eligible not-for-profit organizations
for purchase at the current market value for
continued occupancy by eligible recipients.
(g) Eligible owner-occupied housing construc=ed,
rehabilitated or otherwise assisted from proceeds
provided from the Local Housing Assistance Program
shall be subject to the recapture provision of the
m6rtgaga revenue bond program contained in Section
143(m) of the Internal Revenue Code of 1986.
(h) The total amount of monthly mortgage payments or
the amount of monthly rent charged by the Eligible
Sponsor or his designee must be made Affordable.
(i) The cost per unit and the maximum cost per unit for
Eligible Housing benefiting from Awards made
pursuant to this Local Housing Assistance Program
will be established by County resolution.
(J) A qualification system for applications for Awards
will be established through the Housing Assistance
Plan.
(k) The staff or entity that .has administrative
authority for this Local Housing Assistance Program
shall annually monitor and determine tenant
" eligibility and the amount of the subsidy pursuant
to the provisions of this Ordinance and State and
Federal law. The County, the Local Housing
Partnership, and all Eligible Sponsors shall not
discriminate on the provision of Affordable housing
to Very Low-income Persons, Low-income Persons or
Moderate-income 'Persons on the basis of race,
creed, religion, color, age, sex, marital status,
familial status, national origin, or handicap in
the loan application process for Eligible Housing.
3. The County shall comply with all rules and regulations
of the Florida Housing Finance Agen=y in connection with
required reporting of compliance of its Housing
Assistance Plan.
4. Prior to receiving an Award, all Eligible Sponsors or
Eligible Persons shall enter into an agreement with the
County, agreeing to comply with the affordable housing
criteria provided under sections 420.907 through
420.9079, Florida Statutes, and this Ordinance. In the
event of a transfer of ownership of property to an
Eligible Person or Eligible Sponsor pursuant to the
Housing Assistance Plan, the County shall require a
covenant in the deed or mortgage stating the grantee or
the mortgagor agrees to comply with the terms of the
affordable housing criteria provided under sections
'420.907 through 420.9079, Florida Statutes, and this
Ordinance, which covenant will run with the land in the
case of a deed. Failure to comply with the covenant in
the mortgage shall result in a default of the mortgage
with all remedies and rights for enforcement of the
agreement insuring to the benefit of the County.
SECTION VII. Desianation of Responsibility For I~Dlementation Of
The Local Housina Assistance Program.
The Affordable Housing Director is designated as the person
responsible for the development and implementation of the Housing
Assistance Plan. Such person shall be responsible for
coordinating with the Florida Housing Finance Agency and
facilitating the funding of the State Apartment Incentive Loans
[SAIL] and setting up adve~tisements and workshops to advise
potential home buyers of the existence and terms of the Housing
Assistance Plan. Such person will work with the Local Housing
Advisory Committee and other Affordable housing groups to monitor
the success of the Housing Assistance Plan and provide advice and
suggestions as to methods for improving the effectiveness of the
Housing Assistance Plan from year to year. The total amount paid
for administrative expenses in connection:with the development and
implementation of the Housing AsSiStance Plan, including any costs

of employee salaries and benefits, shall not ~xceed five (5%)
percent of the total SHIP funding amount in any given year, unless
such costs and expenses are increased to a maximum of ten (10%)
percent by County Resolution pursuant to Section 420.9075 (§},
Florida Statutes and any amendments thereto.
SECTION VIII. Creation of the Local Housing Advisor~
A. There is hereby created the Local Housing Advisory
Committee (the "Committee"), whose members shall be appointed by
'. re~olution of the Board of county Commissioners with
recommendations from the Naples City Council.
B. The Committee eh'all consist of nine members. Five
members shall constitute a quorum. The Committee may not take
formal actions unless a quorum is present but may meet to hear
presentations if duly noticed. The Committee shall include t-he
following:
1. One (1) citizen who is actively engaged in the
residential home building industry;
2. One (1) citizen who is actively engaged in ~he
banking or mortgage banking industry;
3. One (1) citizen who is a representative of those
areas of labor engaged in home building;
4. One (1) citizen who is designated as an advocate
for Low-income Persons;
5. One (1) c~tizen who is a provider of Affordable
housing;
6. One (1) citizen who is a real estate professional.
C. Members shall serve for two-year terms and may be
re-appointed for subsequent terms.
D. Meetings shall be held monthly for the first year of
Com~ttee's existence and quarterly, or more frequently as
necessary thereafter.
E. The committee shall comply with the Government in the
Sunshine Law, the public records law and the special provisions
regarding notice of Local Housing Incentive Plan considerations
found in Section 420.9076, Florida Statutes. ~4inu=es of ~he
meeting will be kept by the Collier county Affordable Housing
Director and shall be submitted to the Board of County
Commissioners and Naples City Council.
F. The Committee shall annually elect a Chairman,
Vice-chairman and such other offices as it deems necessary. The
Chairman is charged with the duty of conducting the meetings in a
manner consistent with law.
G. Staff, administrative and facility support for the
Conittee shall be provided by the Board of County Commissioners
and City of Naples.
H. The Committee shall have the following duties:
1. The Committee shall review established policies and
procedures, ordinances, land development
reg~lations and the Housing Element of the Growth
Management Plan of the Board of County
Commissioners and CompFehensive Plan of the City of
Naples and shall recommend specific initiatives to
encourage or facilitate Affordable housing while
protecting the ability of the property to
appreciate in value. The recommendations may
include the modification or repeal of existing
'policies, procedures, ordinances, regulations or
land provisions$ the creation of exceptions
applicable to Affordable housing; or the adoption
of new policies, procedures, regulations,
ordinances or plan provisions. At a minimum, the
committee shall make recommendations on affordable
housing incentives in the following areas:
(a) Affordable housing definition in the
appointing resolution.
(b) The expedited processing of permits for
affordable housing projects.
(c) The modification of impact fee requirements,
including reduction or waiver of fees and
alternative methods of lea payment.
(d) The allowance of increased density levels.
.,..~ (e) The reservation of infrastructure capacity for
housing of Very Low-income Persons and
Low-income Persons.
(f) The transfer of development rights as a
financing mechanism for housing of Very
Low-income Persons and Low-income Persons.
(g) The reduction of parking and setback
requirements.
(h) The allowance of zero-lot-line configurations.
(i) The modification of sidewalk and street
requirements.
(J) The establishment of a process by which the
local government considers before adoption,
policies, procedures, ordinances, regulations,
' or land provisions that have a significant
impact on the cost.of housing.
2. Within nine (9) months from the adoption of the
Ordinance, the Committee shall make recommendations
approved by a majority of its members at a public
hearing concerning the adoption of the Local
Housing Incentive Plan. Notice of the time, date
and place of the public hearing of the Committee to
adopt final affordable housing incentive plan
recommendations shall be advertised in a newspaper
of general' circulation in the County before the
scheduled hearing. The notice of the public
meeting must contain a short, concise summary of
the affordable housing incentive recommendations to
be considered by the Committee. The notice shall
· also state the public place where a copy of the
Committee recommendations can be obtained by
interested persons.
SECTION IX. Local Housin~ Incentive Plan AdoPtion.
Within ninety (90) days after the date of the receipt of the
affordable housing incentive recommendations from the Committee
and the applicable public hearing, the Board of County
Commissioners shall' adopt by ordinance, the Local Housing
Incentive Plan. The Plan shall at a minimum consist of specific
initiatives to encourage and facilitate Affordable housing, and a
schedule for implementation which includes (1) a schedule for
implementation of expedited permit processing for Affordable
housing projects and (2) a process for review of local policies,
ordinances, regulations and planned provisions that significantly
impact the cost of housing. The Board of County Commissioners
shall, upon adoption of the Local Housing Incentive Plan, send a
copy of the Plan to the Florida Housing Finance Agency by
certified mail.
SECTION X. Conflict and Se¥prability.
In the event this Ordinance conflicts with any other
ordinance of Collier County, the more restrictive shall apply. If
any phrase or portion of this Ordinance, or the particular
application thereof, shall be held invalid or unconstitutional by
any court, administrative agency or other body with appropriate
Jurisdiction, the remaining section, subsection, sentences,
clauses, or phrases and their application shall not be affected
thereby.
SECTION XI.
This Ordinance shall become effective thirty (30) days after
formal adoption.

Section VI Housing Par~nership
Collier County has always had a local housing partnership of
interested groups throughout the County whose input has been
sought on affordable hous£ng issues and in the prepara=£on of
the SHIP Program documents.
Representatives of these groups have been invited to attend
public meetings concerning the development of the Housing
Assistance Plan. Their input will continue to be sought on
the implementation and administration of the Housing
Assistance Plan. A few of the existing groups who have been
consulted are,
1. Affordable Housing Commission;
2. Banking Partnership of Collier County;
3. Housing Partnership of Collier County;
4. Collier CounCy Extension Service of the University of FL;
5. Affordable Housing Task Force of Chamber of Commerce;
6. Immokalee Habitat for Humanity;.
7. Saint Matthews House;
8. Alliance for the Mentally Ill;
9. Collier United for Rights and Equality;
10. Affordable Housing of Southwest Florida;
11. League of Women Voters; and
12. Collier County Housing Authority.
Many other non-profit organizations and individuals involved
in affordable housing have provided their advice and
suggestions.
Ssctiom VII Public Input and Dissemination of Information
Letters were sent to various non-profit: organizations
regarding public input in the development of the SHIP
ordinance and Housing Assistance Plan. The City/County
Affordable Housing Commission solicited public input on the
SHIP Program at their:February 18, 1993 meeting.
: The Board of County Commissioners and Naples City Council have
: discussed the SHIP Program during public meetings in December
1992, January 1993 and March, 1993.
Upon receipt of SHIP funds, there will be a 30-day
advertisement period announcing fund availability and an
application process.
Section VIII Persons with Special Sousing Needs
All atrateg£es of the Housing Assistance Plan are available to
those with special needs. It ia anticipated ~hat many
individuals with f~pecial housing needs may part£c£pa=e in the
rehab£11tation and emergency repair strategies which will
provide for housing modifications such aa handicap ramps, 'grab
bare or other necessary repairs or changes. O~ber individuals
with special housing needs may participate in impart fee
relief programs or any other available strategies.
It is an=lcipa~ed that ten (10) units each year will be
assisted for those with special housing needs.
Section IX Support SeL~rices
Participants in the Local Housing Assistance Program may be
referred to a far, ge of exiat£n9 community support services.
These support services may include homeowner ma£n~enance,
money management assistance, transportation or Job training
through the Collier County Cooperative Ex~enalon Service.
I brief list of some support services available to SHIP
recipients include:
1. Job Training Partnership Act;
2. Meals on Wheels;
3. Help on Wheels;
4. Community Transportation;
5. Collier county Division of Social Services;
6. Better Living for Seniors;
7. Collier County Council on Aging;
8. Tri-Co. Nutritional Program;
9. Tri-Co. Senior Services;
10. Senior Friendship Center-Health Services; and
11. Senior Community Service Employment Program.
Section X Outreach and Selection
Applications for SHIP e~rvlces will be received on an ongoing
basis six weeks after a 30-day advertising period and public
awareness campaign including letters to social service
agenoles~ public service announcements, newspaper
advertisements and fkiors.
Seleotion will be made among qualified applicants on a
first-come, first-serve basis.

pursuant to the SHIP Program; and
WHEREAS, it is in the best interest of Collier County to
qualify for the SHIP Funds; and all action taken by the County in
furtherance of such qualification is for a valid county purpose.
NOW, THEREFORE, be it resolved by the Board of County
Commissioners of Collier County, Florida, that:
1. The maximum award schedule for SHIP Funds under the
Local Housing Assistance Program shall be $7,500 per eligible
housing uuit.

2. The maximum cost'per unit for eligible housing
benefiting from awards made pursuant to the SHIP program shall
not exceed $83,160 for existing eligible housing units and
$95,400 for newly constructed eligible housing units.
3. The Chairman of 'the Board of County Commissioners is
authorized to submit the Local Housing Assistance Plan, a copy of
which is attached hereto and made part hereof, to the State of
Florida Housing Finance Agency for its review and approval.

Section I General Information=
This Housing Assistance Plan sets forth the plans of Collier
County to increase the supply of affordable housing in Collier
County. This Plan meets the provisions of Chapter 91-37 of the
Florida Administrative Code, State Housing Initiatives Partnership
[SHIP] Program.
This Plan is limited to the City of Naples and Collier County. The
City of Naples and Collier County have entered into an Interlocal
Agreement for the local administration of the SHIP program. This
plan covers a three (3) year period beginning with fiscal year
1992 and ending on June 30, 1995.
Section II Implementation
This plan is designed to increase the availability of affordable
housing by utilizing various strategies. Very low and low-income
families will be able to participate in the following strategies:
1 Impact Fee Relief - Home Ownership
2A Homeowner Rehabilitation and Emergency Repair
2B Rental Rehabilitation and Emergency Repair
3. Down Payment Assistance with Rehabilitation and Emergency
Repair
4. Land Acquisition
All units assisted will be contractually subject to the recapture
provision of the Mortgage Revenue Bond Program contained in
$143(M) of the In=ernal Revenue Code 1986 or other applicable
recapture requirements.

participation in this program. The figures are estimated and
based on the projected revenue for the three years. The
percentages reflect staff's recommendations on the disposition of
funds, which is in c~nformance with the rules governing the SHIP

Strategy #2Az Homeowner Rehabilitation and Emergency Repair Program
A rehabilitation and emergency repair program will be developed utilizing a
combination of volunteers and skilled labor. The rehabilitation and
emergency repair program will target Very Low and Low-income homeowners
throughout the county.
Loans will be provided to correct Housing Code violations or deferred
maintenance.
Funds for homeowners will be available in the form of a deferred payment
loan at 0% interest, with repayment upon sale of property.

Descriptions A rental rehabilitation amd emergency repair program will be
developed and implemented during ~he 1993-94 fiscal year. Other funding
sources such as Community Development Block Grants may be sought to
supplement this program.
Florida Fix funds will be available to property owners to correct code
violations, provide handicap modifications and rehabilitate the property.
Funds will be available in the form of amortized loans for up to 20 years,
with an annual interest rate of (5%). Property owners will be required to
provide Two Dollars ($2.00) of private funds for every One Dollar ($1.00)
of SHIP funds.
Landlords must rent their units to Very Low and Low-income persons for. a
minimum of 15 years or the duration of the loan, whichever is longer.
Compliance will be monitored on an annual basis by the County.

Strategy # 3: First-Time Home buyers Down Payment Assistance in conjunction

Descriptions Down payment assistance will be available to first-time home
buyers in conjunction with rehabilitation or emergency repairs to any
existing dwelling unit. This strategy is available for single family homes,
duplexes and condominium units.
A deferred payment loan of $2,500 with 0% interest will be provided for
first-time home buyers for down payment assistance. In addition, a
deferred payment loan of $2,500 with 0% interest will be provided for
rehabilitation or emergency repairs.
The combined deferred loans of $5,000 will be secured by a mortgage to be
paid in full to the Affordable Housing Trust Fund when the dwelling unit is
sold, All 'recipients must declare the dwelling unit as their homestead.

Strategy # 6 Land Acquisition
Description= The City of Naples has previously acquired vacant property
for the development of affordable housing utilizing Community Development
Block Grant (CDSG) funds.
Beginning in fiscal year 1994-95, the housing assistance plan will cone£der
implementing a land acquisition program. The initial focus of the program
will be the acquisition of vacant land which can be developed for home
ownership opportunities. As the program expands in future years, some
aCquisit~on of existing single family homes may be pursued. Construction
or rehabilitation will be implemented within 12 months of closing on any
acquired parcel.

,'.. Section VI Housing Partnership
Collier County ha~ always had a local housing partnership of
interested groups throughout the County whose input has been
sought on affordable housing issues and in the preparation of
the SHIP Program documents.
Representatives of these groups have been invited to attend
public meetings concerning the development of the Housing
Assistance Plan. Their input will continue to be sought on
the implementation and administration of the Housing
Assistance Plan. A few of the existing groups who have been
consulted are:
1. Affordable Housing Commission;
2. Banking Partnership of Collier County;
~. 3. Housing Partnership of Collier County;
4. Collier County. Extension Service of the University of FL;
5. Affordable Housing Task Force of Chamber of Commerce;
6. Immokalee Habitat for Humanity;
7. Saint Matthews House;
8. Alliance for the Mentally Ill;
9. Collier United for Rights and Equality;
i0. Affordable Housing of Southwest Florida;
11. League of Women Voters; and
12. Collier County Housing Authority.
Many other non-profit organizations and individuals involved
in affordable housing have provided their advice and
suggestions.
Section VII Public Input and Dissemination of Information
Letters were sent to various non-profit organizations
regarding public input in the development of the SHIP
ordinance and Housing Assistance Plan. The City/County
Affordable Housing Commission solicited public .input on the
SHIP Program at their February 18, 1993 meeting.
The Board of County Commissioners and Naples City Council have
discussed the SHIP Program during public meetings in December
1992, January 1993 and March, 1993.
Upon receipt of SHIP funds, there will be a 30-day
advertisement period announcing fund availability and an
· application process.

Section VIII Persons with Special Housing Needs
All strategies of the Housing Assistance Plan are available to
those with special needs. It is anticipated that many
individuals with special housing needs may participate in the
rehabilitation and emergency repair strategies which will
provide for housing modifications such as handicap ramps, grab
bars or other necessary repairs or changes. Other individuals
with special housing needs may participate in impact fee
relief programs or any other available strategies.
It is anticipated that ten (10) units each year will be
assisted for those with special housing needs.
Section IX Support Services
Participants in the Local Housing Assistance Program may be
referred to a range of existing community support services.
These support services may include homeowner maintenance,
money management assistance, transportation or Job training
through the Collier County Cooperative Extension Service.
A brief list of some support services available to SHIP
recipients include:
1. Job Training Partnership Act;
i~' 2. Meals on Wheels;
3. Help on Wheels;
!~ 4. Community Transportation;
5. Collier County Division of Social Services;
6. Better Living for Seniors;
7. Collier County Council on Aging;
8. Tri-Co. Nutritional Program;
9. Tri-Co. Senior Services;
10. Senior Friendship Center-Health Services; and
11. Senior Community Service Employment Program.
Section · Outreach and Selection
Applications for SHiP services will be received on an ongoing
basis six weeks after a 30-day advertising period and public
awareness' campaign including letters to social service
agencies, public service announcements, newspaper
advertisements and fliers.
Selection will be made among qualified applicants on a
first-come, first-served basis.

1. The availability of SHIP funds was advertised pursuant to
420-9075(2)(a), Florida Statutes or the availability of SHIP
funds will be advertised pursuant to 91-37.005(6)(a)(1).
2. A maximum award schedule to govern fund distribution at
the local level has been adopted herein.
3. A process for selection of recipients for funds is
included herein.
4. All SHIP funds will be expended in a manner which will
insure that there will bt! no discrimination on the basis of
handicap, race, creed, color, age, sex, religion, familial
status, or national origin.
5. Recipients of funds will be required to contractually
commit to program guidelines.
6.1The Florida Housing Finance Agency will be notified

Section I Oeneral Information~
This Housing Assistance Plan sets forth the plans of collier
County to increase the supply of affordable housing in Collier
County. This Plan meets the provisions of Chapter 91-37 of the
Florida Administrative Code, State Housing Initiatives Partnership
[SHIP] Program.
This Plan is limited to the City of Naples and Collier County. The
City of Naples and Collier County have entered into an Interlocal
Agreement for the local administration of the SHIP program. This
plan covers a three (3) year period beginning with fiscal year
1992 and ending on June 30, 1995.
Section II Implementation
This plan is designed to increase the availability of affordable
housing by utilizing various strategies. Very low and low-income
families will be able to participate in the following strategies:
1 Impact Fee Relief - Home Ownership
2A Homeowner Rehabilitation and Emergency Repair
2B Rental Rehabilitation and Emergency Repair
3. Down Payment Assistance with Rehabilitation and Emergency
Repair
4. Land Acquisition
All un,ts assisted will be contractually subject to the recapture
provision of the Mortgage Revenue Bond Program contained in
$143(M) of the Internal Revenue Code 1986 or other applicable
recapture requirements.
Section III Budget
This budget covers Collier County's first three years of
participation in this program. The figures are estimated and
based on the projected revenue for the three years. The
percentages reflect staff's recommendations on the disposition of
funds, which ks in conformance with the rules governing the SHIP
Program.

Strategy #2 Rehabilitation and Emergency Repair Program
Strategy $2AI Homeowner Rehabilitation and Emergency Repair Program
A rehabilitation and emergency repair program will be developed utilizing a
combination of volunteers and skilled labor. The rehabilitation and
emergency repair program will target Very Low and Low-Income homeowners
throughout the county.
Loans will be provided to correct Housing Code violations or deferred
maintenance.
Funds for homeowners will be available in the form of a deferred payment
loan at 0% interest, with repayment upon sale of property.

Strategy #2 B~ Rental Rehabllit&t£on and Emergency Repair Program
Descriptionz A rental rehabilitation and emergency repa£r program will be
developed and implemented during the 1993-94 fiscal year. Other funding
sources such as Community Development Block Grants may be sought to
supplement this program.
Florida Fix funds will be available to property owners to correct code
violations, provide.handicap modifications and rehabilitate the property.
Funds will be available in the form of amort£zed loans for up to 20 years,
with an annual interest rate of (5%). Property owners will be required to
provide Two Dollars ($2.00) of private funds for every One Dollar ($1.00)
of SHIP funds.
Landlords must rent their units to Very Low and Low-income persons for a
minimum of 15 years or the duration of the loan, whichever is longer.
Compliance will be monitored on an annual basis by the County.

Strategy # 3~ First-Time Home buyers Down Payment Assistance in conjunction
with .Rehabilitation and/or Emergency Repairs.
Deacription~ Down payment assistance will be available to first-time home
buyers in conjunction with rehabilitation or emergency repairs to any
existing dwelling unit. This strategy is available for single family homes,
duplexes and condominium units.
A deferred payment loan of $2,500 with 0% interest will be provided for
first-time home buyers for down payment assistance. In addition, a
deferred payment loan of $2,500 with 0% interest will be provided for
rehabilitation or emergency repairs.
The combined deferred loans of $5,000 will be secured by a mortgage to be
paid in full to the Affordable Housing Trust Fund when the dwelling unit is
sold. All recipients must declare the dwelling unit as their homestead.

Descriptionl The City of Naples has previously acquired vacaot property
for the development of affordable housing utilizing Community' Development
· ~i~ Block Grant (CDBG) funds.
Beginning in fiscal year 1994-95, the housing assistance plan will
~plementing a land ac~isl=lon ~rogram. The LnL=Lal focus of the program
will be the ac~lsition of vacan~ land which can be developed for home
~nership op~r~unities. As the program expands in future years, some
ac~lsition of existing single family homes may be pursued. Cons=ruction
or rehabilitation will be implemented within 12 mon~hs of closing on any
ac~lred parcel.

~[~ Section VI Housing Partnership
i~:' Collier County has always had a local housing partnership of
interested groups throughout the County whose input has been
sought on affordable housing issues and in ~he preparation of
the SHIP Program documents.
Representatives of these groups have been invited to attend
public meetings concerning the development of the Housing
Assistance Plan. Their input will continue to be sought on
the implementation and administration of the Housing
Assistance Plan. A few of the existing groups who have been
consulted ares
1. Affordable Housing Commission;
2 Banking Partnership of Collier County;
3 Housing Partnership of Collier County;
4 Collier County Extension Service of the University of FL;
5 Affordable Housing Task Force of Chamber of Commerce;
6 Immokalee Habitat for Humanity;
7 Saint Matthews House;
8. Alliance for the Mentally Ill;
9. Collier United for Rights and Equality;
10. Affordable Housing of Southwest Florida;
11. League of Women Voters; and
12. Collier County Housing Authority.
Many other non-profit organizations and individuals involved
in affordable housing have provided their advice and
suggestions.
Section VII Public Input and Dissemination of Information
Letters Were sent to various non-profit organizations
regarding ~ public input in the development of the SHIP
ordinance ~ and 'Housing Assistance Plan. The City/County
Affordable Housing commission solicited public input on the
SHIP Program at their February 18, 1993 meeting.
The Board of County Commissioners and Naples City Council have
· discussed the SHIP Program during public meetings in December
· 1992, January 1993 and March, 1993.
Upon receipt of SHIP funds, there will be a 30-day
advertisement period announcing fund availability and an
application process.
Section V1%I Persons with Spec£al Hous£ng Needs
All strategies of the Housing Assistance Plan are available to
those with special needs. It is anticipated that many
individuals with special housing needs may participate in the
rehabilitation and emergency repair strategies which will
provide for housing modifications such as handicap ramps, grab
bars or other necessary repairs or changes. Other individuals
with special housing needs may participate in impact fee
relief programs or any other available strategies.
It is anticipated that ten (10) units each year will be
assisted for those with special housing needs.
Section IX Support Services
Participants in the Local Housing Assistance Program may be
referred to a range of existing community support services.
These support services may include homeowner maintenance,
money management assistance, transportation or job training
through the Collier County Cooperative Extension Service.
A brief list of some support services available to SHIP
recipients include=

3. Help on Wheels;
· 4. Community Transportation;
5. Collier County Division of Social Serv£ces;
6. Better Living for Seniors;
7. Collier County Council on Aging;
8. Tri-Co. Nutritional Program;
9. Tri-Co. Senior Services;
10. Senior F~iendship Center-Health Services; and
11. Senior Co~munity Service Employment Program.
Section · Outreach and Selection
Applications for SHIP services will be received on an ongoing
basis six weeks after a 30-day advertising period and public
awareness campaign including letters to .social service
agencies, public service announcements, newspaper
advertisements and fliers.
Selection will be ~ade among qualified applicants on a
first-come, first-served basis.

Any funds generated from loan repayments and in=erest

Housing Assistance Trust Fund and utilized with the same
strategies as the Housing Assistance Plan.
Section ZV Administration
': Administration will represent 10% of the ~otal annual

Section ~V! Certificetion
Collier County certifies that:
1. The availability of SHIP funds was advertised pursuant to
420-9075(2)(a), Florida Statutes or the availability of SHIP
funds will be advertised pursuant to 91-37.005(6)(a){1).
2. A maximum award schedule to govern fund distribution at
the local level has been adopted herein.
3. A process for selection of recipients for funds is
included herein.
4. Ail SHIP funds will be expended in a manner which will
> ,. insure that there will be no discrimination on the basis of
handicap, race, creed, color, age, sex, religion, familial
status, or national origin.
5. Recipients of funds will be required to contractually
cos=alt to program guidelines.
.: 6. The Florida Housing Finance Agency will be notified
promptly if Collier County will be unable to comply with the
.' provisions of the Plan.
7. An amended Plan will be submitted if 50% of the
distributed funds have not been encumbered by the mid-point
of each fiscal year, except in State FY 1992-93.
8. The Plan conforms to the Housing Element of the Collier
County Comprehensive Plan.
9. The representations contained in the Plan are true and
accurate as of the date of submission.
