I ask that you also include Valinda Subic, Bureau Chief of Florida Park Service District 4, and Sally Braem, Coastal Biologist for District 4 in future notices of public Coastal Advisory Committee and and Wiggins Pass subcomittee meetings. Due to the short notice and state travel restrictions, I will be unable to attend tommorrow's meeting. I have a prior appointment until about 10:30; however, I would like to call innif I can get free soon enough. Is teleconference available for this meeting? I understand that CP&E's 1990 inlet management plan study for Wiggin's pass never lead to an "adopted" plan, From your agenda, I see this will be required. Do you have a draft Inlet Management Plan started, or electronic version of the 1990 study available for our review? Based on the inital modeling results that have been shared wIth us, It appears this can be a very successful project for Collier County. We are hopeful for the project's sucess, though we remain concerned about potential impacts of dredging through the flood shoal and the throat of the pass. [would like to make sure that "preservation of beaches and natural systems of Delnor- Wiggins Pass State Park" joins the other project objectives of the previous modeling committee. I want to be very up front and clear on key elements of protection we request for the proposed Wiggins Pass project: . The project's envlronrnental and physical monitoring plans will be geared to very timely surveys and documentation of adverse erosion or habitat loss trends. Increased frequency of surveys is not as important as surveys or studies that can be ordered quickly If species data or visual inspections indicate an adverse trend. . Permit conditions will clearly spell out timely and speCific response if erosion or habItat loss cross threshold levels. . Commitment will be in place to circumvent adverse trends and/or to mitiagate for losses as may occur--in a reasonable time frame, such as: o channel meandering toward park lands, threatening loss of land and mangroves, o exacerbated erosion of park beaches resulting from the pass dredging, or o other unforeseen project impacts to protected wildlife and vegetation.
