AN OR/3INANCE CREATING THE COLLIER COUNTY COUNCIL OF
ECONOMIC ADVISORS; FROVIDING FOR APPOINTMENT AND
COMPOSITION; SETTING FORTH TERMS OF OFFICE;
PROVIDING FOR REMOVAL FROM OFFICE, FAILURE TO
ATTEND MEETINGS; PROVIDING FOR OFFICERS, QUORUM,
RULES OF PROCEDURE; PROVIDING FOR REIMBURSEMENT OF
EXPENSES; SETTING FORTH THE FUNCTIONS, POWERS AND
DUTIES OF THE BOARD; PROVIDING FOR REVIEW PROCESS;
PROVIDING FOR CONFLICT AND SEVERABILITY; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Board or County Commissioners has determined
that it would be in the best interests of the citizens of Collier
County to establish an advisory board to assist in the
establishment, review and enhancement of policies, programs,
and plans to increase and promote economic vitality and economic
opportunities that are compatible with the quality of life in
Collier County; and
WHEREAS, Collier County Ordinance No. 86-41, as amended, sets
forth the requirements for creating County advisory boards.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
~ Creation of the Collier County Council of Economic
Advisors.
The Collier County Council of Economic Advisors is hereby
created to provide assistance, advice, reports and recommendations
to the Board of County Commissioners regarding efficient and
effective methods that the Board can use to increase economic
opportunities and increase and diversify the economic base in
Collier County. The Council of Economic Advisors shall make
recommendations regarding policies and programs to increase and
promote economic vitality and economic opportunities that are
compatible with the quality of lira in Collier County, adviee the
Board on ways to take advantage of the economic opportunities
presented by the establishment of Florida's Tenth University,
assist the Staff and the Board in the development of an Economic
Element to be included in the County's Growth Management Plan, if
directed by the Board of County Commissioners, and exercise such

other functions, powers and duties as provided in this Ordinance.
~ Appointment and Composition.
A. The Council shall be composed of nine (9) regular members
and a maximum of three (3) non-voting alternate members.
B. Members of the Council shall serve at the pleasure of the
Board of County Commissioners, be penanent residents and electors
of Collier County and shall have substantial experience in
economics and business develol~ment.
C. Appointment of members to the Council shall be by
resolution of the Board of County Commissioners and such
Resolution shall set forth the date of appointment and the ten of
office of each member.
~ Terms of Office.
The initial tens of office of the Council members shall be
as follows:
A. Three (3) members to serve for two (2) years.
B. Three (3) members to serve for three (3) years.
D. Three (3) members to ser~e for four (4) years.
E. Three (3) alternate members shall serve for two (2)
years.
Thereafter, each appointment or re-appointment of regular
members shall be for a ten of four (4) years. Appointment or
reappointment of alternate members shall be for a ten of two (2)
years. Tens of office for regular members shall be limited to
two (2) consecutive tens of service. Appointments to fill any
vacancies on the Council shall be for'the remainder of the
unexpired ten of office.

A. Any member of the Council may be removed from office,
with or without cause, by a majority vote of the Board of County
Commissioners.
B. In the event that any Council member is absent from two
(2) consecutive Council meetings without a satisfactory excuse
acceptable to the Council Chairman, the Council Chairman shall
state such fact at the next regularly scheduled Council meeting
and shall thereafter notify, in ~riting, the County Administrator
or his Designee of the Council member's failure to attend without
satisfactor~ excuse. The Board of County Commissioners shall
review the Council Chairman's notification at a County Commission
meeting and shall declare the Council member's position to be
vacant if the Commission concurs that the Council member was
absent from two (2) consecutive Council meetings without a
satisfactor~ excuse and shall promptly fill the vacant position.
The Council member shall not serve at any meetings after his or
her position is declared vacant.
C. If any member of the Council is absent for more than
one-half of the Counoil's meetings in a given fiscal year, it
shall be deemed that the member has tendered his resignation from
such Council. The Board of County Commissioners shall as soon as
practicable after such resignation, declare the position to be
vacant and shall promptly act to fill the vacancy. The Council
member shall not serve at any meetings after his position has been
declared vacant by the Board of County Commissioners.
D. A member of the Council shall be deemed absent from a
meeting when he/she is not present during at least 75% of the
meeting.
~ Officers~ Ouorum: Rules of Procedure,
A. Annually the membership of the Council shall elect a
chairman and vice chairman from among the regular members.
Officers' terms shall be for one (1) year with eligibility for
re-election.
B. The presence of five (5) or more regular members shall
constitute a quorum. A majority vote of those regular members
present is necessary to take action and transact business.
C. The Council shall,.by majority vote of the entire voting
membership, adopt rules of procedure for the transaction of
business and shall keep a written record of meetings, resolutions,

findings and determinations. Copies of all Council minutes,
resolutions, reports, and exhibits shall be submitted to the Board
of County Commissioners.
D. Clerical and reasonable staff support shall be provided
b~ the County Administrator's Office. The County Administrator
shall also designate, from the County Administrator's Staff, one
or more staff member(s) to act as liaison to the Collier County
Council of Economic Advisors.
~ Reimbursedent of Ex~enses.
Members of the Council shall serve without compensation, but
shall be entitled to receive reimbursement for expenses reasonably
incurred in the performance of their duties upon prior approval of
the Board of County Commissioners.
~ _Functions. Powers and Duties of the CQuncil,
The functions, powers and duties of the Council shall be as
follows:
A. To advise and assist t~e Board in the establishment,
review and enhancement of policies and programs to increase
and promote economic vitality and economic opportunities that
are compatible with the quality of life in Collier County.
B. To advise the Board of County Commissioners on ways
that the Board can promote business and take advantage of the
economic opportunities presented by the establishment of
Florida's Tenth University.
C. To assist in the development of an Economic Element
to the County's Growth Management Plan, if so directed by the
Board of County Commissioners.
D. To advise the Board of County Commissioners on all
issues associated with economic planning and incentives,
including the economic.aspects of regulatory reform.
E. To perform or assist with any other function or duty
as it relates to economic development as requested by the
Board of County Commissioners.
F. The Council may adopt and amend sGuideliness to
govern their meetings and operations, subject to th~ approval
of the Board of County Commissioners.
G. The Council meetings shall be open to the public.
This Council shall be reviewed once every four (4) years
commencing in 1998, in accordance with the procedures contained in
Collier County Ordinance No. 86-41, as amended.

In the event this Ordinance conflicts with any other
ordinance of Collier County or other applicable law, the more
restrictive shall apply. If any phrase or portion of this
Ordinance is held invalid or unconstitutional by any court of
competent Jurisdiction, such portion shall be deemed a separate,
distinct and independent provision and such holding shall not
affect the validity of the remaining portion.
This Ordinance shall become effective upon receipt of notice
from the Secretary of State that this Ordinance has been filed
with the Secretary of State.
