A RESOLUTION OF THE COLLIER COUNTY PLANNING
COMMISSION RELATING TO PETITION NUMBER BD-2009-
AR-I4192 FOR A TEN FOOT BOAT DOCK EXTENSION OVER
THE MAXIMUM TWENTY FOOT LIMIT PROVIDED IN
SECTION 5.03.06.E.I OF THE COLLIER COUNTY LAND

FACILITY TO ACCOMMODATE TWENTY ADDITIONAL
BOAT SLIPS ON PROPERTY HEREINAFTER DESCRIBED IN
COLLIER COUNTY, FLORIDA.
WHEREAS, the Legislature of the State of Florida in Chapter 125, Florida Statutes, has
conferred on all counties in Florida the power to establish, coordinate and enforce zoning and such
business regulations as are necessary for the protection ofthe public; and
WHEREAS, the County pursuant thereto has adopted a Land Development Code (LDC)
(Ordinance 2004-041, as amended) which establishes regulations for the zoning of particular
geographic divisions of the County, among which are provisions for granting extensions for boat
docks; and
WHEREAS, the Collier County Planning Commission (CCPC), being duly appointed, has
held a properly noticed public hearing and considered the advisability of a 10-foot boat dock
extension from the 20-foot length otherwise allowed by Section 5.03.06.E.I of the Collier County
Land Development Code to allow a 30-foot boat dock facility that will accommodate 20 additional
boat slips in a RMF-16 Zoning District for the property hereinafter described; and
WHEREAS, the CCPC has found that this petitioner has met the criteria required by LDC
Section 5.03.06 of the Collier County Land Development Code; and
WHEREAS, the CCPC has given all interested parties the opportunity to be heard, and
considered all matters presented.
NOW, THEREFORE, BE IT RESOLVED BY THE COLLIER COUNTY PLANNING
COMMISSION OF COLLIER COUNTY, FLORIDA, that:

Conditions of Approval:
I. Corresponding permits, or letters of exemption, from the U.S. Army Corps of Engineers
and the Florida Department of Environmental Protection shall be provided to Collier
County prior to the issuance of a building permit;
2. Reflectors and dock numbers of no less than four (4) inches in height must be installed at
the outermost end on both sides of all docks or mooring pilings; whichever protrudes the
furthest into the waterway, in accordance with the provisions of Ordinance 07-62 prior to
the issuance of a Certificate of Completion;
3. At least one (I) "Manatee Area" sign must be posted in a conspicuous manner as close as
possible to the furthest protrusion of the dock into the waterway, prior to the issuance of a
Certificate of Completion;
4. A Site Development Plan Insubstantial Change shall be submitted and approved prior to
the issuance of the building permits for the proposed docks;
5. Any boat moored at this dock shall be limited to a draft of 3 feet or less.

Dear Sir,
With reference to the development of Taormina, we express our concern to the building of 3 story units
by the following comments.
I) The building of three story units, approximately 45 foot high, on the eastern boundary of the
proposed development would impact greatly on the value of the property of the single family dwellings
of Naples Heritage Golf and Country Club.
2) The privacy, presently experienced, on the properties overlooking the lake would be severely
compromised by such high buildings.
3) The view across the lake would be negated by high buildings.
4) At the outset of any building a buffer zone should be established, with preferably trees, to avoid a
"wasteland" as presently experienced with the development of Firano.
We apologize for our late submission but have just returned home after traveling.

This Verification Report is provided to explain the recommendations of
Insurance Services Office, Inc. (ISO) to the Federal Insurance Administrator
concerning credits under the Community Rating System (CRS) for the above
named community.
A total of 1538 credit points are verified which results in a recommendation that
the community be classified as a CRS Class 7. The community has met the
Class 7 prerequisite with a Building Code Effectiveness Grading Schedule
(BCEGS) classification of 4/4. The following is a summary of our findings with
the total credit points for each activity noted in parenthesis:
Activi~ 310 - Elevation Certificates: Credit provided for maintaining Elevation
Certificates and making these certificates available to requesting parties.
(56 points).
Activity 320 - Map Information: Credit provided for making flood zone
information available to requesting parties. (140 points).
Activity 330 Outreach Projects: Credit provided the phone book pages
including flood topics. The Flood Protection Newsletter sent to all floodplain
residents scored 8 of 10 topics and the "All Hazards Guide" in the newspaper
scored 5 of the 10 topics. (127 points).
Activity 350 libraI"'{; Credit provided for maintaining flood related documents
and maps in the local library. (18 points).
Activity 360 Flood Protection Assistance: Credit provided for the
community's assistance to the public in making site visit~_ to determine the

Activity 420 - Open SJ;!.a'<., Preservation: Credit provided for regulations
preserving approximately 27% of the regulatory floodplain from development. A
portion of the OS, 21 %, was preserved in its natural state. There is a deed
restriction for 6% of the OS. (302 points).
~ctivity 430 - Hig,her Regulatory Standards: Credit provided for the
community's BCEGS classification, foundation protection, low density zoning
regulations and a regulation protecting the floodplain within the special flood
hazard area. (81 points).
Activity 440 - Flood Data Maintenance: Credit provided for maintaining a
digitized mapping system and an overlay map, used in the development and
permit process. (65 points).
Activity 450 - Stormwater ManaQement: Credit provided for enforcing
stormwater management regulations. There is also a freeboard regulation in the
non-special flood hazard areas, erosion sedimentation and water quality
regulations are in place. (184 points).
Activity 510 _ Repetitive Loss: Based on the corrections made to the NFIP
Report of Repetitive Losses as of 11/97, Collier County has 11 repetitive loss
properties and is a Category C community for CRS purposes. All Requirements
for the 1998 cycle have been met. An adopted Floodplain Management Plan
is required to be submitted on or before October 1, 1999. (No credit points
are applicable for this activity).
Activity 540 _ Drainage System M~intenance: All parts of the community's
drainage system are inspected at least semi-annually and maintenance is
performed as needed. Records are also being maintained. There is also a
stream dumping ordinance. (330 points).
Activity 610 _ Flood Wami!l9i Flood Warning Program credit is awarded for
the city plans and operations in response to coastal storms, including
hurricanes. The city received credit for its flood threat recognition system,
emergency warning dissemination, critical facilities and other response efforts.
(133 points).
Activity 630 _ State Dam Safet'(;, The state regulations provide this credit to all
participating communities. (67 points).
