REPEALING SECTION THREE OF ORDINANCE NO. 92-70, AS
AMENDED; PROVIDING FOR CONFLICT AND SEVERABILITY;
PROVIDING FOR INCLUSION INTO THE COUNTY CODE; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Chapter 125, of the Florida Statutes, authorizes the
Board of County Commissioners to adopt a building code, and
WHERF,~S, Section 553.73 (1)(a), Florida Statutes, requires
local governments with building construction regulation
responsibility to adopt a building code covering all ~ypes cf
construction, and
WHEREAS, the State of Florida has adopted the 1991 Edition of
the Standard Plumbing Code as the minimum State Plumbing Code.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
CO~4ISSIONERS OF COLLIER COD'NTY FLORIDA that:
SECTION ONE~ ADOPTION OF STANDARD PLUMBING CODE, 1994 EDITION.
The "Standard Plumbing Code, 1994 Edition" including
Appendixes A, B, C, D, F, and K, as published by the Southern
Building Code Congress International, Inc., as amended hereln, is
hereby adopted by reference as the "Collier County Plumbing Code"
to protect the health, welfare, safety, common interest and
convenience of the citizens, visitors, and residents of Collier
County Florida.
The following text is hereby deleted from Section One of Collier
County Ordinance No. 92-70, as amended: "'The Standard Plumbing
Code 1991 Edition including Appendices B, C, D, G, i, J and K...".
An.! other text in Ordinance No. 92-70, as amended, related ~o the
former Plumbing Code is also deleted.

8ECTION TWO: AMENDMENTS TO STANDARD PLUMBING CODE.
The "Standard Plumbing Code, 1994 Edition" including
Appendixes A, B, C, D, F, and K is hereby amended as follows:
CHAPTER I ADMINISTRATION
Chapter I of the Plumbing Code is deleted in its entirety.
Refer to the Collier County Building Construction
Administrative Code.
All references to Chapter I of the Plumbing Code shall be
interpreted to mean the Collier County Building Construction
Administrative Code Ordinance.
CHAFZ~R 3 GENERAL REGULATIONS
311.4 BUILDING SEWlFRS
311.4.1 Add exception to read as follows:
Exception: In lieu of the water test, a visual inspection
may be acceptable in the opinion of the plumbing official or
his duly authorized agent, provided all Joints of plastic
pipe and fittings are installed with the application of a
proper colored cleaner prior to the application of the
solvent cement.
CEAPTER 6 WATER SUPPLY AND DISTRIBUTION
Delay of effective date of 613.1. The effective date of
613.1, which text is not being amended and which reads as
follows, is delayed until June 1, 1995.
613 SAFETY DEVICES
613.1 Shower Temperature Control Device
The temperature of mixed water to multiple (gang) showers
shall be controlled by a master mixing valve or such showers
· hall be individually controlled by a scald preventative
valve of the pressure balancing thermostatic or combination
mixing valve type conforming to the standards listed in Table
613. The temperature of mixed water to individual showers
and shower/bath combinations in all buildings shall be
controlled by a scald preventative valve of the pressure
balancing or thermostatic or combination mixing valve type.
Handle pcsition stops shall be adjusted in accordance with
manufacturer's instructions at time of installation to a
maximum mixed water outlet temperature of 120oF (93oC}.
CHAPTER 7 BANITARY DRAINAGE
710.2 LOCATION
710.2.1 Add exception Number 8 to read as follows:
A full size cleanout may be installed in a kitchen sink
cabinet, in lieu of the cleanout serving the underground
horizontal drainage pipe for that kitchen sink.
CHAPTER 13 SPECIAL PIPING AND STORAGE SYSTEMS
Delete Chapter 13 in its entirety.
APPENDIX E: PRIVATE SEWAGE DISPOSAL
Delete Appendix E in its entirety. Re,or to Department
Health and Rehabilitative Service~, Florida Statute, ChaptoY
381, and Florida Administrative Code, Section lOD-6.
APPENDIX G: ~OSPITAL PLUMBING SYSTEMS
Delete all of Appendix G and add note to read as follows:
All basic drainage, waste and venting systems shall comply
with the applicable Chapters of the Collier County Plumbing
Code. For hospital plumbing systems, refer to the State of
Florida Health and Rehabilitative Services.
APPENDIX H: PERMIT FEES
Delete Appendix H in its entirety and refer to Collier County
Fee Schedule Resolution No. 93-366, as may be amended from
time to time.
APPENDIX Is INSTALLATION OF BUILDING SEWERS
Delete AR3endix I in its entirety.
APPENDIX JI WATER CONSERVATION
Delete Appendix J in its entirety.
SECTION THREEs REPEAL OF SECTION iuxErE OF COUNTY ORDINANCE NO.
92-70.
Section T~REE of Collier County Ordinance No. 92-70, as
amended, is hereby repealed in its entirety.
SECTION FOUR: CONFLICT AND SEVERABiLITY
In the event this Ordinance conflicts with any other
ordinance of Collier County or other applicable law, the more
restrictive shall apply. If any phrase or portion of this
ordinance is held invalid or unconstitutional by any court of
competent Jurisdiction, such portion shall be deemed a separate,
distinct, and independent provision and such holding shall not
affect the validity of the remaining portion.
SECTION FIVE: INCLUSION IN THE CODE OF THE ;.AWS AND ORDINANCES
The provisions of this Ordinance shall become and be made a
part of the Code of Laws and Ordinances of Collier County,
Florida. The sections of the Ordinance may be renumbered or
relettered to accomplish such, and the word "ordinance" may be
changed to "section", "article", or any other appropriate word.
SECTION SXXs ZFFECTXVE DATE - DELAYED.
This ordinance shall be forwarded to the Secretary of
State without delay, but this Ordinance shall not become
effective until 6:00 A.M on July 1, 1995.
