WHEREAS, the Board of County Commissioners adopted the
Collier County Growth Management Plan on January 10, 1989; and
WHEREAS, Collier County has held public hearings to provide
for and encourage public participation throughout the 1994 plan
amendment process; and
WHEREAS, Collier County did submit the 1994 Growth Management
Plan Amendments to the State Land Planning Agency for preliminary
review on October 24, 1994; and
WHEREAS, the State Land Planning Agency did review and make
written objections to certain sections of the proposed Plan and
transmitted the same in writing to Collier County within the time
provided by law; and
WHEREAS, Collier County has sixty days from receipt of the
written objections from the State Land Planning Agency to adopt,
adopt with changes or not adopt the proposed amendments to the
Growth Management Plan; and
WHEREAS, the Collier County Planning Commission in a manner
prescribed by law did hold public hearings concerning the
adoption of the amendments to the Growth Management Plan on March
2, 1995 and recommended their adoption by the Board of County
commissioners; and
W]{EREAS, the Board of County Commissioners of Collier County
did take action in the manner prescribed by law and did hold
public hearings concerning the adoption of the amendments to the
Growth Management Plan on March 14, 1995; and

WHEREAS, all applicable substantive and proccdurul
requirements of law have been met; and
NOW, THEREFORE, BE IT ORDAINED BY ~{E BOARD OF CO~TY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
~: ADOPTION OF 1994 GROWTH MANAGEMENT PlAN AMENDMENTS.
This Ordinance as described herein, shall be known as the
1994 Grc,~th Management Plan Amendment for Collier County,
Florida. The Collier County Growth Management Plan Amendment,
attached hereto and incorporated herein by reference as Exhibit
A, consisting of amendments to the following: Policies, Update
for Costs and Revenues and Schedule of Capital Improvements of
the Capital Improvement Element; Policy 4.4 of the Future land
Use Element~ the Future land Use Map Series7 Text, Tables,
Policies and Existing and Future Condition Maps of the Traffic
CIrculation Element; Text of land Use Designation Description
Section of the Golden Gate Area Master Plan~ and Map 2 of the
Golden Gate Area Master Plan is hereby amended in conformity with
Exhibit A.
~u~: SEVERABILITY.
If any phrase or portion of this Ordinance is held invalid or
unconstitutional by any court of competent Jurisdiction, such
portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the validity of the
remaining portion.
~: EFFECTIVE DATE.
The effective date of this plan amendment shall be the date a
final order is issued by the Department of Community Affairs or
Administration Codmission finding the amendment in compliance in
accordance with Section 163.3184, Florida Statutes, whichever
occurs earlier. No developmoat orders, development permits, or
land uses dependent on this amendment may be issued or commence
before it has become effective. If a final order of
noncompliance is issued by the Administration Commission, this
amendment may nevertheless be made effective by adoption of a
Resolution affirming its effective status, a copy of which

A. Collier County Planning Commission (CCPC):
On September 15, 1994 the CCPC recommended that the BCC
transmit the Sixth Annual Update and Amendment to the
Capital Improvement Element to DCA for review. Further,
that the following two (2) road projects construction be
included in the five-year Schedule of Capital Improve-
~ents:
1. CIE Project No. 42 - Vanderbilt Beach Road from US
41 to Gulf Shore Drive;
2. CIE Project No. 66 - Lake Trafford Road West of
SR-29.
Moving CIE Project No. 66 tnt~ the five-year plan would
add $3,580,000 in costs during the planning period.
PUBLIC NOTICE RE PROPOSED CIE PROJECT t42
On October 5, 1994, a Display Advertisement (attached)
was published in the Naples Daily News to inform
interested members of the public that Staff has
recommended, and the BCC has approved in the Annual
Update & Inventory Report (AUIR), the inclusion of the
four laning of Vanderbilt Beach Road from US 41 to
Gulfshore Drive in the Sixth Capital Improvement Element
(CIE).
D. Collier County Board of County Commissioners (BCC):
On October 11, 1994, tile BCC approved transmittel of the
Sixth Annual CIE Update and Amendment to DCA. Also,
they adopted the CIE Update Ordinance No. 94-54.

the time the Capital Improvement Element was transmitted
to OCA in October, 1994.
The Florida Department of Transportation subsequently
updated their FY1994/95 to 199S/99 Adopted Work Program
which rendered so~e dates obsolete.

C. Hey facilities that provide the adopted levels of service for
new gro%~ch during the next five fiscal years, as updated by
the annual review of the Capital Improvement Element. In the
event that the planned capacity of public facilities is
insufficient to serve all applicants for development orders,
the capital improvements will be scheduled in the following
priority order to serve:
1. previously appr~ved orders permitting redevelopment,
2. previously approved orders permitting new development,
3. ne~ orders permitting redevelopment, and
4. new orders permitting new developments.

A. Collier County Planning Commission (CCPC):
i! On September 15, 1994 the CCPC recommended approval of
all of the proposed amendments except for the following:
] . 1. The CCPC did not recommend transmittal of Amendment
+ No. II.B.1 - Amend Policy 1.3 of the Traffic
.,Circulation Element - which applies the
"Constrained" Level of Service classification .to
Vanderbilt Beach Road West of US 41.
2. The CCPC did not recommend transmittal of Amend-
ment No. II.C.1 - Amend Policy 1.1.5 of the Capital
Improvement Element - which applies the
"Constrained" Level of Service classification to
Wanderhilt Beach Road West of US 41.
NOTE= In a companion action, the CCPC recommended that
Vanderbilt Beach Road West of US 41 (CIE f42)
remain funded in the Schedule of Capital Improve-
ments as sho~n in the Capital Improvement Element.
In addition, the CCPC recommended that additional
language clarifying which segments are designated as
"Backlogged" be added to the Element. Appropriate
language has been drafted by Staff and is included in
the attached amendment.

amendments for transmittel as presented, with the
exception of modifying the amendment to designate
Wanderhilt Be~ch Road from US 41 to Gulfshore Drive as

of the "Constrained" LOS designation that was originally
proposed. The attaohed back-up material and amendment
text have been modified from that which was originally
presented to the Board, to reflect the Board's action.
DEPARTMENT OF COMMUNITY AFFAIRS (DCA) OBJECTIONS,
RECOMMENDATIONS & COMMENTS REGARDING
A. 1. BACKGROUND
~ Amendment ~P-94-04 included definitions of "Backlogged"
and "Constrained" roads. The amendment also designates
~' the segment of US 41 from Airport-Pulling Road to
Rattlesnake Hammock, and the segment of SR-951 from New
York Drive to the Marco Bridge as "backlogged roadways".
2. OBJECTZON~
The definitions of "Backlogged" and "Constrained" roads
in Amendment SP-94-04, as applied to State roads, are
not consistent with FOOT Level of Service Standard
guidelines, because a minimum length of 0.2 miles is not
required for roads designated as such. In addition, the
proposed definitions state that for County-maintained
roads "...the determination of a backlogged [or
constrained] facility will be made by the Board of
County Commissioners", which allows the plan to be
· potentially self-amending. The proposed amendment is
not consistent with Traffic Circulation Element
Objective 6 and Policy 6.4, and Intergovernmental

C.2.g. Backlogged - A backlogged roadway is a State or
County roadway that is operating below the State or
County adopted minimum operating Level of Service
Standard and not programmed for construction in the
first three years of the FDOT's adopted Work Program or
within the first three years of the five year Schedule
" of Improvements in the County's adopted Capital Improve-
ment Element.
A backlogged roadway is a roadway for which a capacity
improvement is programmed within the five year State or
County Work Program, but outside the three-year
concurrency window for which local government may
consider projects concurrent for the purpose of issuing
development orders. For a roadway to be designated as a
backlogged roadway it must be demonstrated that, due to
production constraints, the programmed capacity improve-
ment cannot be advanced. A roadway may not be
classified as a backlogged facility if the only reason
for not advancing the improvement is limited financial
resources.
State roads to be designated as backlogged must h~ve a

C.2.h. Constrained - A constrained roadway is one in
which adding two or more through lanes, to meet current
-or future need, is not possible because of physical or
policy barriers.
Physical barriers or constraints primarily occur when
intensive land use development is immediately adjacent
to highways ~aking roadway expansion cost prohibitive,
or a State road facility has reached the maximum through
lane standards acceptable to the FDOT.
Policy barriers or constraints are artificial barriers
to roadway expansions based on environmental or policy
realities within a ccmmunity. Unlike physical
constraints, however, these barriers to roadway expans-
ion can change over time, as needs and community goals
change. As a consequence a given roadway expansion
project deemed unacceptable and which construction is
opposed by the community today may, in later years, be
endorsed and championed in later years due to priority
changes.
In order for a roadway to be designated as a constrained
facility, the County (or the State) must be able to
demonstrate that physical constraints exist in the
corridor that preclude the addition of through lanes, or
that certain policy constraints exist within and
supported by the cOREunity that override the need to
improve the operating level of service within the five
year planning period. An annual assessment and
determination must be made as part of the Annual Update
and Inventory Report procedure (Adequate Public
Facilities Ordinance (Ordinance 93-82 and 94-1), to
reaffirm that the policy based constraints still exist.

T~le purpose of the Traffic Circ-ulation Element is to plan for future
needs of both the motorized and non'motorized traveling public. '=11e
major highway network in Collier County is the principle circ~/lation
system that permits the delivery of goods and services as well as
providing access to places of eng91oy~ent, schools, and recreation for
the residents and visitors of Collier County. Since Collier County
d~s not have any ports, rail lines or high speed rail facilities, no
discussions of these modes appear in this element.
The traffic circulation system is tr~aly the "supply" side of the
"demand versus supply" equation (with land uses being the demand
side). As land uses continue to increase, they place a heavier demand
on the existing supply of roadway miles. The roadway system's effect-
iveness is therefore linked to the F~ture Land Use Element.
In Collier County, one of the fastest growing metropolitan areas in
the Country, both elements must be developed simultaneously. Growth
cannot be projected without knowing where the future road system will
be, and the future road system must be planned with the potential
growth in mind. To that end, land use modeling is an integral part of
the future traffic projection process.
The following steps were taken by Collier County in the development of
the Traffic Circulation Element:
(X) First, the existing system conditions were documented and the
future needs were examined. Later in this Element, the land use
forecasting methodology will be discussed. Secondly, a level of
service (LOS) standard was needed to "measure" the volume versus
capacity of the existing and future systems. Having such a methcd of
measuring the service standard permits the identification of
deficiencies. Lastly, the future highway needs were examined for
four horizon periods:
five (5) years - ~9~ 1999,
ten (10) years - 2003 2004,. and
for the years 2010 and 2015.
The first period is to maintain consistency with the Capital Improve-
Eent Element (CIE). The second period is to provide a ten year plan
"window" in which the last five yearn show the advancement of needed
projects towards the end of the 5 year CIE "window".
(X) The year 2010 and 2015 horizons are included to permit consist-
ency with the local Metropolitan Planning Organization efforts.
Unlike the first two periods, which cover the entire county, the 2010
and 2015 periods have a much more limited study area, generally
rtcognized as the Naples [}rbanized Area.
The remaining portion of the Traffic Circulation Element will take up
a discussion of non-notorized travel demands, the various perspectives
surrounding the Future Traffic Circulation System, and a presentation
of the Element's Goals, Objectives, and Policies.

Collier County is the largest County in the State and spans an area of
over 1,994 square miles (1,276;160 acres). The major central city
area is the City of Naples which covers 11.5 square miles and has a

SS1), Ai~-~lling Road (~-31)', Interstate-75, and ~-951 and
SR-951.

PAne Ridge Road (~-896), Golden Gate Parkway (~-886}, Paris
Boulevard (SR-84), Rattlesnake-Ha~k Road (CR-S64}, and East Tamiami
Trail (US 41).
In addition to these major roads, other roads such as Radio Road
(~-856}, Santa Barbara B~levard, and Wanderhilt Beach Road
interconnect to provide the level of continuity needed to ensure an
adenate network conflOtation.
Linking the Naples Urban Area and the I~okale~ urban center is the
I~okalee Road (~-846}. Wi~ln Imokalee, SR-29 passes through =o
the south on its ~ay to intersect with Interstate-75, then to US 41,

C. EXISTING SYSTEM
1. Roadway Inventor~
The existing highway-network inventory (Table ~) describes the major
l~nks throughout the County, including those within the City of
Naples. This inventory includes all major roads regardless of the
Jurisdiction having operational responsibility.
The inventory data ~as provided by the City of Naples Engineering
Department,' Collier County Transportation Department, and the Florida
Department of Transportation.
The existing Traffic Circulation Maps (Map TR-1AW through TR-1CE)
reflect operational characteristics as of
1994o The arterials and collectors have been classified according to
the State's Functional Classification System.
2. Levels of Service
AS a qualitative measure of operational characteristics, the Level of
Service descriptions used for transportation planning are as follo~s:
a. LOS A:
The highest quality of service a particular class of highway can
prcvide. It is a condition of free flow in which there is little or
no restriction on speed or maneuverability caused by the presence of
other vehicles in the traffic stream. Stopped delay at Intersections
is minimal.
b. LOS B:
A zone of stable flo~ and representing reasonably unimpeded traffic
operations at average travel speeds. The ability to maneuver within
the traffic stream is only slightly restricted and stopped delays are
not bothersome. Operating speed is beginning to be restricted by
other traffic. Drivers are not generally subjected to appreciable
tensions.
c. LOS Cz
Still represents stable traffic flc~4 operatiqns, however, the ability
to select speeds, maneuver and change lanes may be more restricted
than in LOS B. LoWer queues (traffic lines) and/or adverse ,lgnal
coordination may contribute to lower average travel speeds. Motorists
will experience an appreciable tension while driving.
d. LOS D:
Approaching unstable flow. Tolerable operating speeds are maintained
but are subject to considerable and sudden variations. Freedom to
maneuver and driving comfort are low because of increased lane
density. The probability of accidents has increased and most drivers
consider this level of service undesirable.
e. LOS E:
The upper limit of LOS "E" is the capacity of the facility. Operation
at this level of service is unstable, and speeds will fluctuate widely
from point to point. There is little independence of speed selection
and maneuverability. Driving comfort is low and accident potential is
high.

f. LOS F:
Describes forced-flow operations and represents traffic flow
characterized by'extremely lov speeds. Speed and rate of flow are
,below levels attained in LOS E, and may, for short time periods,
drop to zero. Intersection congestion is likely at critical
signalized locations, with high approach delays resulting with the
queue continuing to gro~ upstream as long as the arrival rate
continues to exceed the discharge rate.
To determine Level of Service on Collier County roads, several tables
have been developed which identify maximum traffic volumes for each
T~)S ranking for each specific roadway segment. These volumes identify
the maximum number of vehicles permitted-0n the roadway in order to
operate at or above the identified LOS ranking. These volumes are
tBen compared to the existing traffic volumes on the roadway.
If a LOS D,has been adopted for a specific roadway segment, the tables
will identify the maximum number of vehicles permitted in order to
maintain a LOS O for that roadway. If the existing traffic volumes
exceed the maximum permitted volumes under LOS D, the roadway is
determined to be deficient and operating under unacceptable
conditions.
In order to quantify, and thus measure the level of service standards,
this element utilizes the Collier County Generalized Service Volumes
for urban two-way arterials, (Tables 1A and 1B) as prepared by David
Pl~m~er and Associates and adopted by FDOT and the County. These
tables have been prepared for Collier County arterials within the
urbanized area only.
For determining the level of service on state roadways, highways and
the Interstate, Florida Department of Transportation has developed
Collier County Specific LOS tables for State Roads (Table lC).
To determine Level of Service on Collier County rural and urbanized
local roadways, this element utilizes the Florida Department of
Transportation's Generalized Annual Average Daily Volumes for
non-state roadways, multi-lane and two lane uninterrupted arterials
(Table 1D).
The FDOT Generalized Daily Level of Service Maximum Volumes tables are
derived from peak hour, peak direction conditions. More specifically,
all the volumes are based upon the highest 15 minute period of the
100th highest volume hour of the year for the higher directional flo~
of traffic. The daily volumes in the table include directlone1, sub-
hourly, hourly, daily, monthly, and seasonal peeking characteristics
uf traffic.
A detailed description of the preparation and use of these tables is
provided in the Florida Highway System Plan LOS Manual.

3o Traffio count and ~ccident Frequency Data
As part of a system-~ida approach to monitoring level of service
deficiencies, the County maintains two programs that assist in
.determining where improvements are warranted.
The State and County Traffic Count programs regularly monitor vehicle
movement activities at more than 100 locations throughout the County.
Historical data from as far back as 1973 provide the basis for assist-
in</with the projecting of future demands upon the system. The annual
average traffic volumes are provided in the Traffic Circulation Element
Support Document.
In addition to traffic volumes, accident frequency data is the next
most important factor considered by the County when determining the
need for improvement in the system. Traffic accident statistics, by
intersections, are compiled annually by the County and are reported in
the Support Document.
4o Unaoceptable Conditions - County Roads
A capacity analysis of the existing major highway network was performed
using the methodologies identified above with the results sho~n in
Table ~ and on Map TR-2 (W & E).

The County has established LOS "E" as the minimum acceptable level of
service on these roads.

In all cases, two additional lanes are required to return the existing
system to an acceptable level of service. Since the County is
responsible for maintaining the adopted level of service in a manner
consistent with adopted policies, the additional lanes necessary to
return the County roads identified above to an acceptable LOS are
programmed in the Capital Improvement Element.

different alternatives, e.g., adding two new lanes to a specific
sec/ment or by adding a new road, future traffic circulation patterns
can be developed.
(I) The 1995 Naples Area Transportation Study (NATS) was adopted by
the Naples (Collier County) Metropolitan Planning Organization (MPO)
in March of 1985. This document and its supporting information are
the basil for the I~ 1999 and ~ 2004 Future Traffic Circulation
Maps. Because the study horizon year did not match the Future Traffic
Circulation Map horizon years, further analysis was performed in order
to interpolate (or extend) the study results to the horizon years.
This was done manually utilizing the staff resources of the Planning
and Transportation Departments.
(X) The 2015 Future Traffic-ways Map is intended to approximate the
Traffic-ways Plan adopted by the MPO. ~e 2010 Naples Area Transport-
ation Study (NATS) provides the technical support for the 2010 Future
Traffic-ways Map and is included in the Traffic Circulation Element
Support Document.
(I) The I~ 1999 Future Traffic Circulation Map is based upon the
Capital Improvement Element and supporting data and analysis is
included in the supporting data for that element.
3. Traffic Circulation Constraints
In many parts of the Naples Urban Area, traffic circulation movements
are constrained by the natural features of the landscape such as the
Gordon River. Still other parts offer constraints of the man-made
variety, such as golf courses and the Naples Airport. In many
instances approved developments (some existing, others not yet buil~)
block the way of logical extension5 of urban collector and arterial
roads.
Map TR-3 depicts many of the traffic circulation constraints
identified during the alternatives development phase of this plan.
The single most noticeable constraint is the Gordon River as it
extends from the Naples Bay northward under.the East Tamlame Trail
(US 41) to its connection with the Golden Gate canal system.
The characteristics of the highway network at this location resembles
an ehour-glass". On the yestern extreme, US 41 and Ooodlette Road
converge on the narrow ."straits" of the Gordon River bridge, while to
the east, US 41 and Davis 8oulevard do likewise. The result is the
~ypical "bottleneck" effect when too much volume is forced through a
constructed area.
The other contributing factor to current and future congestion
problems is associated with the northwest/southeast configuration of
the East Trail (US 41). Because this roadway converges with the
east/west and north/south roadways at an angle it has the impact of
forcing or "squeezing" the travel demand into the confined area of the
Gordon River corridor. This one roadway serves both the north/south
and the east/west travel demand in the East Naples area.

Travelers at the southeastern corner of the Urban Area have only one
route into the central City of Naples, i.e., the East Trail, whereas
travelers in the northeast reaches of the Urban Area have a multitude
of choices along the roadway grid for a route to downtown Naples.
In developing plans for new and expanded roadways that make up the
long range network, the County has kept in view these natural and man-
made traffic circulation constraints. Even though environmental
concerns are usually addressed through the permitting process, it is
important to consider various highway alternatives in light of the
sometimes fragile ecological features.
4. Future Traffio. Circulation Map - Year =~7 ~999
One of the adopted portions of this Element is the Future Traffic
Circulation Map for the year 1997 (5 year planning horizon). This
map, more accurately a map serial, identifies those projects included
in the 5 year Capital Improvement Element. The roadways included in
Table 5 are funded in the proposed ~ 1995-~rgrJ~ 1999 Capital
Improvement Element.
Map TR-4 (W & E) identifies the projects included in the CIE and
details the level of effort (e.g., design, right-of-way acquisition,
or construction) that is funded in the CIE Map Series TR-5 is similar
to the Existing Traffic Circulation Map Series TR-4 as it depicts the
lane requirements in the year 1997 1999 based upon completion of the
projects contained in the CIE.
5. Future Traffic Circulation Map - Year ~ 2004
The second of three planning horizons found in this Element is the
year 20O3 2~004 (10 years). The Future Traffic Circulation Map Year -
2Oe2 2004 differs from the 1997 1999 version because the County has
chosen this map to depict the "needs" of the County by the year 3COO
2004. The ~x>9~199~map represents a cost feasible plan.
8oth Future Traffic Circulation Maps (IT0~ 1999 and 2OO~ 2004) depict
the number of lanes for each facility but do not identify the facility
type (i.e. collector, arterial, etc.). Since the Staro's Functional
Classification System is based upon a serie~ of actual data tests, it
is inappropriate to speculate as to how a facility may be functionally
classified in five or ten years. Therefore, this Element presumes
that the roadways shown on the Future Traffic Circulatioh Maps (~OO3
2004) are of the same facility type as exist currently (Map 1A). Any
new facilities added during these time frames are to be construed as
collectors unless otherwise noted in this element.
Map TR-6 {W and E) depicts the roadway needs in the year 043~)e 2004
based upon the travel demand generated by the residential densities
and the commercial intensities permitted by the Future l~nd Use Map.
It is the purpose of this map to provide the basis for adding projects
to the 5 Year Capital Improvement Element (ClE) during the annual
update process. Each year, as time advances, projects will move
closer to the annual element (first year) of the 5 year CIE. Projects
will shift from the 10 year Future Traffic Circulation Map to the 5
year Future Traffic Circulation Map. In the same process, new roads

Validation Hap - Year 2010
Map TR-VA - HATS Financially Feasible Plan iljustrates an affordable
method of meeting Collier County's future roadway needs, given future
travel demand, available financial resources and existing Level of
Service Standards. The plan was developed and adopted by the ~ in
December 1992.
7. Future Traffic-ways Map - Year 2015
%4hereas the 19~? 199~ (5 year} Future Traffic Circulation Map reflects
the programming of a cost feasible plan, and the 2002 (10 year) Future
Traffic Circulation Hap depicts an overall 10 year need, the Future
Traffic-gays Circulation Map - Year 2015 (Map TR-TB) reflects system-
vide thoroughfare demands.
It is the purpose of the map to help identify existing future corridor
deficiencies and also where future thoroughfares might be located.
~here Map TR-7A depicts the most recent recommendations of the Naples
Hetropolitan Planning Organization (HPO) as part of the 2010 Naples
Area Transpor~ation Study (HATS) Update supplemented by improvements
proposed in the Future Traffic Circulation Maps, Map TR-TB goes beyond
the year 2010 to iljustrate future travel demands. This plan is not
ffnancially feasible. The lane requirements shown are based upon
corridor demand volumes and are meant to depict a financially feasible
alternative to providing enough capacity with the corridors.
It is expected that the MPO will periodically update the HATS and that
changes may occur, with such changes being considered by the County
for inclusion in this Element.

that would have been contained in the Access Management
Plans to the land development regulations, does not
describe how the County's land development regulations
will be modified or continued to implement the
comprehensive plan in a consistent manner, and allows
the Gro%rth Management Plan to be potentially self-
amending. The proposed amendment is not consistent with
Objective 4 of the Future Land Use Element and
Objectives 4 and 7 of the Traffic Circulation Element.

If the Access Management Plans are not going to be
incorporated into the Growth Management Plan, then
Policy 4.4 should include, at a minimum, general guide-

4.4 to state that: (1) the number of ingress and egress
points shall be minimized and shall be combined and
signalized to the maximum extent possible; (2) spacing
of access points shall meet FDOT standards to the
maximum extent possible; (3) access points and turning
movements shall be located and designed to minimize
interference with the operation of interchanges and
intersections; and (4) lots, parcels, and subdivisions
which are created shall be required to dedicate cross-
access easements, rights-of-way, and limited access
easements, as necessary, in order to ensure that the
above-mentioned standards are complied with.

OBJECTIVE 4:
In order to improve coordination of land uses with natural and
historic resources, public facilities, economic development, housing
and urban design, the Future Land Use Element shall be continually
refined through detailed planning. Future studies might address
specific geographic or issue areas. All future studies must be
consistent with the Growth Management Plan and further its intent.

A detailed Sector Plan for Golden Gate Estates shall be developed and
incorporated into this Growth Management Plan by August 1991. The
Sector Plan shall address Natural Resources, Future [.and Use, Water
Management, Fubltc Facilities and other considerations.
Policy 4.2:
Corridor Management Plans shall be developed by Collier County in
conjunction with the City of Naples and incorporated into this Growth
Management Plan by August, 1991. The Plans shall identify appropriate
urban design objectives and recommend Land Development Regulations and
Capital Improvements to accomplish those objectives. Plans shall be
completed for the following road corridors: Goodlette Road and Golden
Gate Parkway from US 41 to Santa Barbara Boulevard. A major purpose
of the corridor plans shall be elimination or reduction of uses
inconsistent with the community's character.

An Industrial Land Use Study shall be developed and incorporated into
the support document of this Growth Management Plan by the Community
Development Services Division by September 1993. The study shall
include a detailed inventory of industrial uses, projections of demand
for industrial land and recommendations for future land use
allocations and locational criteria. Any Objective or Policy
direction created as a part of the Industrial Land Use Study shall be
incorporated in the implementation section of the Growth Management
Plan during the 1993 amendment cycle. The study shall be coordinated
with the Economic Oevelopment Council of Collier County.

A. Collier County Planning Commission (CCPC): On September
15, 1994, the CCPC received public comment and discussed
if the previous Zoning District (C-4), prior to Zoning
Reevaluation, should be reinstated and the Comprehensive
Plan amended After much discussion on Map No. 9522NZ,
and the agreement of the petitioner that the uses and
square footage limitations could be resolved within the
confines of the existing C-1/T Zoning District, the CCPC
recommended to forward all of .the Zoning Reevaluation
and Commercial Under Criteria maps to the Board of
County Commissioners for transmittal to the Department
of Community Affairs.

On October 11, 1994, the Board of County Commissioners
voted 5-0 to transmit to the Department of Community
Affairs the proposed additions to the Future Land Use
Map Series.

with respect to the zoning which is allowed under the
"Zoning Reevaluatton Program and Commercial Under
Criteria Provision" of the Growth Management Plan, which

the adopted FLUM to continue, under certain conditions.

The data and analysis submitted with Amendment SP-94-02
does not adequately describe the effect of the amendment
in terms of the land uses that would be allowed on the
subject parcels currently, and the land uses that would
be allowed as a result of the amendment. [Rules 9J-5.

3. Recommendation
Include data and analysis with Amendment SP-94-02 which
describes the effect of the amendment in terms of the
land uses that would be allowed on the subject parcels
currently, and the land uses that would be allowed as a
result of the amendment.
B. STAFF RECORMENDATION8
Staff is recommending that the Collier County Board of County
Commissioners adopt the update of the Future Land Use Map
Series as proposed.
1. Map No. 0607ME - The Zoning Reevaluation Ordinance
contains three application provisions in which to retain
existing zoning: Exemptions (based upon a vesting
principle or compatibility); Compatibility Exception
(based upon compatibility); and, Vested Rights
Determination (based upon vesting). The C-3- zoning on
the 4-acre subject property was originally preserved via
an Exemption based upon an approved Site Development
Plan, a "vesting principle" Exemption that required
construction to commence by a date certain and to
continue through project completion. This Exemption
expired due to lack of construction. However, a
Compatibility Exception application was approved which
continues to preserve the existing C-3 zoning. The
Compatibility Exception also. includes the existing
adjacent private street. This map change is simply to
replace one application type with another - the zoning
remains C-3 and the development intensity is unchanged.
2. Map No. 9522NZ - Through implementation of the Zoning

repair shops; miscellaneous retail and repair shops; hotels/
motels; marinas; motion picture theaters. [All C-3 uses
permitted.]

A. Collier County Planning Commission: The Collier County
Planning Commission held their public hearing on March
2, 1995 and voted (7/0) to forward the map changes to
the Board of County Commissioners with a recommendation
of approval.
Map No. 051352, Lots 1-8, Pineland on The Trail Sub-
division is the subject of a proposed zoning change from
C-1/T to C-3. If this zoning action is approved by the
Board of County Commissioners scheduled for public hear-
ing on March 28, 1995, the map will need to be changed
again to reflect the Commercial Under Criteria Designat-
