WHEREAS, the Boar~ of County Commissioners adopted Collier
County Ordinance No. 94-2_, creating the Collier County Council
of Economic Advisors on May 10, 1994 to assist in the estab-
lishment, review and enhancement of policies, programs and
plans to increase and promote economic vitality and economic
opportunities that are compatible with the quality of life in
Collier County; and
WHEREAS, Ordinance No. ~4-26, as amended, provides for a
Council composition of twelve (12) members; and
WHEREAS, the appointed members of the Council and the
Board of County Commissioners have determined that it is
preferable and in the public interest that the number of
appointed members to the Council be increased to eighteen (18).
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
8ECTION ONE: AMENDMENT TO SECTION TWO OF COLLIER COUNTY
ORDIN~NCE NO. 94-2~.
Section Two of Collier County Ordinance No. 94-26 is
hereby amended to read as follows:
SECTION TWO. APPOINTMENT AND COMPOSITION.
A. The Council shall be composed of twclvc '~) eiqhteen
f~8) members.
B. Members of the Council shall serve at the pleasure of
the Board of County Commissioners, be permanent residents and
electors of Collier County and shall have substantial experi-
ence in economics~ ~nd business development, healthcare,
aqriculture, education, hospitality, manufacturinq add
international trade.

C. Appointment of members to the Council shall be by
resolution of the Board of County Commissioners and such
Resolution shall set forth the date of appointment and the term
of office of each member.
SECTION TWO: AMENDMENT TO SECTION THREE OF COLLIER COUNTY
ORDINAMCE NO. 94-26.
Section Three of Collier County Ordinance to read as
follows:
SECTION THREE. TERMS OF OFFICE.
The initial terms of office of the Council members shall
be as follows:
A. ~ .... '~)SiX (6] members to serve for two (2) years
B. ~Six (6] members to serve for three (3) years.
D. ~Si~ {6) members to serve for four (4) years.
Thereafter, each appointment or re-appointment of members
shall be for a term of four (4) years. Terms of office for
members shall be limited to two (2) consecutive terms of
service. Appointments to fill any vacancies on the Council
shall be for the remainder of the unexpired terms of office.
SECTION T~REE: AMENDMENT TO SECTION FIVE OF COLLIER COUNTY
ORDINANCE NO. 94-26.
Section Five of Collier County Ordinance No. 94-26 is
hereby amended to read as follows:
SECTION FIVE. OFFICERS; QUORUM; RULES OF PROCEDURE.
A. Annually the membership of the Council shall elect a
chairman and vice chairman from among the members. Officers'
terms shall be for one (1) year with eligibility for
re-election.
B. The presence of scvcn (7) ten ~10) or more members
shall constitute a quorum. A majority vote of those members
present is necessary to take action and transact business.
C. The Council shall, by majority vote of the entire
membership, adopt rules of procedure for the transaction of
business and shall keep a written record of meetings,
resolutions, findings and determinations. Copies of all
Council minutes, resolutions, reports, and exhibits shall be
submitted to the Board of County Commissioners.

Clerical and staff support
provided by the County Administrator's Office. The County
Administrator shall also designate, from the County
Administrator's Staff, one or more staff member(s) to act as
liaison to the Collier County Council of Economic Advisors.
SECTION FOUR: CONFLICT AND SEVERABILITY.
In the event this Ordinance conflicts with any other
ordinance of Collier County or other applicable law, the more
restrictive shall apply. If any phrase or portion of this
Ordinance is held invalid or unconstitutional by any court of
competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such holding
shall not affect the validity of the remaining portion.
SECTION FIVE: INCLUSION IN THE CODE OF LAW8 AND ORDINANCES.
The provisions of this Ordinance shall become and be made
a part of the Code of Laws and Ordinances of Collier County,
Florida. The sections of the Ordinance may be renumbered or
reletter~ to accomplish such, and the word "ordinance" may be
changed to "section", "article", or any other appropriate word.
SECTION SIX: EFFECTIVE DATE.
This Ordinance shall become effective upon filing with the
Secretary of State.
