GOALS, OBJECTIVES AND POLICIES GOAL 1: TO PLAN FOR, DEVELOP AND OPERATE A SAFE, EFFICIENT, AND COST EFFECTIVE TRANSPORTATION SYSTEM THAT PROVIDES FOR BOTH THE MOTORIZED AND NON-MOTORIZED MOVEMENT OF PEOPLE AND GOODS THROUGHOUT COLLIER COUNTY. ......................................................................... OBJECTIVE 3: The County shall provide for the protection and acquisition of existing and future right-of-ways. Policy 3.1 : The County has implemented an advanced Right-<lf-Way Preservation and Acquisition Program. (III) Policy 3.2: The County includes in its annual Capital Improvement Element funding specifically earmarked for use in an advanced Right-of-Way Acquisition Program. Studies shall be conducted periodically to identify the long range right-<lf way needs of the transportation system based on buildout.
