OF COUNTY COMMISSIONERS I~ HEARING PUBLIC
PETITIONS AT REGULARLY SCHEDULED COMMISSION
MEETINGS.
WHEREAS, the Board of County Commissioners has traditionally
permitted members of the public to address the Board of County
Commissioners, on public petitions, on any subject, and
WHEREAS, many topics discussed on public petitions involve
items that have been approved by the Board of County Commis-
sioners; and
WHEREAS, in order for the members of the Board of County
Commissioners to be prepared to address many items discussed on
public petitions, "it is necessary for backup material to be
provided by the County Manager: and
WHEREAS, it is the desire of the Board of County Commis-
sioners to adopt a policy to more effectively control the flow of
public petitions and to more efficiently utilize the time set
Aside for public petitions.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMl1IS-
SIONERS OF COLLIER COUNTY, FLORIDA, that:
Sect ion 1.
It is the desire and intent of the Board of
County Conmissioners to ~ontinuc to permit members of the public
to address tt.e Board of County Commissioners dur1.ng the public
petitions section of the advertised agenda, but to provide
policies and guidelines to control this section of the agenda.
In order to more efficiently and effectively utilize the time of
the Board of County Commissioners in dealing with public peti-
tions, following policies and guidelines shall be effective from
May 15, 1994, until changed by Resolution of the Board of County
Commissioners.
Section 2. Any individuals desiring to address the Board
of County Commissioners, on public petition, shall notify the
County Manager in writing and shall provide detailed information

to the County Manager as to the nature of their petition. The
County Manager may prescribe forms to be completed by members of
the public in order to insure that adequate information is pro-
vided to the County Manager concerning the nature of the peti-
tion. The County Manager shall place the petition on the Agenda
of the Board of County Co~~issioners and shall provide any backup
material deemed necessary to fully inform the members of the
Board of County Commissioners as to the nature of the petition.
In the event that the public petition concerns an item
previously approved or denied hy the Board of. County Commis-
sioners, the Board of County Commissioners shall determine
whether the public petition shall be heard. In the event that a
majority of the entire membership of the Board of County Commis-
sioners desires to hear the public petition, then the Board of
County Commissioners shall !'let a date for 'hearing the public
petition. Granting of the petition shall in no way be considered
a ra-hearing by the Bo~rd of County Commissioners. Upon comple-
tion of the public petition, the BO<lrd of County Commissioners
may take whatever" ,lction de~med appropr"iate by the Board of
County Commi8sioner~.
In the event that the pUblic petition concerns an item not
previously Iloted on by the DO<lr"d of County Commissioners, then
the public petition shall be heard by the Board of County
Commissioner!'; at the me('tinq at which the item is scheduled.
Upon completion of the pub~.ic petition, the Doard of County
Commissioners m~y take whatever action deemed appropriate by the
Board of County Commissioners.
Section 3. This Resolution shall take effect on May 15,
1984, and shall apply to all public petitions filed subsequent to
that date or pending as of that date.
