Y .:;; :,"tJ ;,4, .~ ;'1; ;~ ,f low, and very 'low income houfeholds in the County and the need for creative .:md innovative t: .:ograms to assist . n the provision of such housilg by including several provisions in the Collier County Growth Management Plan, inclUding: objec"ive 1.4, policy 1.4.1; objective 1.5, policy 1.5.2, policy 1.5.:., policy 1.5.4, policy 1.5.5, policy 1.5.6; objective 1.6, policy 1.6.3; objective 2.1, policy 2.1.1, policy 2.1.2, poli.JY 2.1.3, policy 2.1.5, and policy 2.1.6 of thr Housing Element; ~nd WHEREAS, Collier County is received fundin~; pursuant to the State Housing Initiatives lrtnership Program set forth in Section 420.907 et. sea., Florida Statutes and Chapter 91-37, Florida Administrative Code; and WHEREAS, in accordance with Collier Count.' Ordinance No. 93-19, the County is authori ~ed to use funding from the State Housing Initia-;;ives Partners ip [SHIP] Program for waivers of Collier County impact fees; a' i WHEREAS, Immokalee Habitat for Humanity, Inc. is seeking a waiver of impar.t fees; and WHEREAS, -mrnokalee Habitat for Humanity, Inc. will construct one (1) three-bedroom unit I:the "Dwelling unit") on Lot 10, Highlands Habitat Subdi visioro, Immokalee which is proposed to sell for Forty-Six Thousand .L"ive Hundred Dolla:.'s ($46,500.00); and WHEREAS, ":he Dwelling Un J.t will be purchased by a very low income househctd which is r~1uired to invest a minimum of five M:.'< neo PAGt 419 '~~ .~y. hundred (500) hours of "Sweat Equity" before it obtains title to the house; and mIEREAS, Mr. Charles C. "1" " ~ 't: ~' ~ ~ and Urban Improvement an Affordable Housing Application dated August 23, 1995 for a waiver of impact fees for the construction of a house on ~ot 10, Highlands Habitat Subdivision, Immokalee, a copy of said application is on file in the HO'lsing and Urban Improvement De'?artment; and WHEREAS, in accordance .,lith Section 3.04 of the Library System Impact Fee Ordinance, Ordinance No. 88- 17, as amended; Section 4.05 (If the Parks and Recreational Facil ties Impact Fee Ordinance, Orclinance No. 88-9" as amended; Sect ion 3.04 of the Road Impact Fee Ordinance, Ordinance No. 92-22, as amended; Section 3.05 of the Emergency Medical Services S'Tstem Impact Fee Ordinance, Ordinance No. 91-71, as amended; and Section 3.05 of the Educational Facilities Sys :em Impact Fee Ordinance, Ordinance No. 92-33, as amended; an appJ'.cant may obtain a ./aiver of impact fees by qualif:rtng for a waive '; and WHEREAS, Immokalee Habitat for Humanity, Inc. has qualified for an impact fee waiver based upon the following representations made by Imrnokalee Habitat for Humanity, Inc.: A. The Dwelling Unit ~ ,all be sold to a first-time home buyer. B. The Dwelling unit s; ~ll be sold to a household with a very low income level as that term is defined in the Appe~lices to the respective Impact Fee Ordinances and the ~'1l )nthly payment to purchase the unit must be within the affordable hous...ng guidelines established in the Appendices to the rer;pecti ve Impact Fee Ordinances. C. The Dwelling Unit shall be the Homestea~ of the owner. D.
