RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS, COLLIER; COUNTY, FLORIDA,
AUTHORIZING PAYMEN'l'OP,REGIONAL WATER SYSTEM
IMPACT FEES, REGIONAL SEWER SYSTEM IMPACT
FEES, LIBRARY SYSTEM IMPACT FEES, PARKS AND
RECREATIONAL FACILITIES IMPACT FEES, ROAD

IMPACT FEES FOR ONE HOUSE TO BE CONSTRUCTED BY
IHMOKALEE HABITAT FOR HUMANITY, INC. ON LOT 5,

WHEREAS, Collier County has recognized and attempted to
address th(, lack of adequate and affordable housing for moderate,
low, and vt,Jry-Iow income households in the County and the need
for creati':e and innovativ~1 programs to assit.t in the provision
ot such hOolsing by includ 1 ng several provisi :ms in the Collier
County GroTlth Management I tan, including: ob ective 1.4, policy
1.4.1; objl'lctive 1.5, poli,~y 1.5.2, policy 1 5.3, policy 1.5.4,
pOlicy 1.5.5, policy 1.S.6; objective 1.6, policy 1.6.3;
objective 2.1, policy 2.1.1, pOlicy 2.1.2, policy 2.1.3, policy
2.1.5, and policy 2.1.6 ot the Housing Element: and
WHEREAS, Collier Count., has received funcmg pursuant to the
State Housing Initiativer Partnership progt-am set torth in
Section 420..907 et. seQ., Florida Statutes and Chapter 91-37,
Florida ~dministrative Code;. and
WHEREAS, in accordance with Collier Cc '.nty Ordinance No.
93-19, the County is authorized to use tund~ng trom the State
Housing Initiatives Partnr .ship [SHIP) proqr 1m tor waivers of
Collier Coun~y impact fees; and
WHEREAS, Immokalee Ha ttat tor Humanity, Inc. is seeking a
waiver ot impact fees; and
WHEREAS, Immokalee Habitat for Humanity, :nc. will construct

WHEREAS, the Dwelling' Unit will be owned by a very low
income household, and
WHEREAS, Mr. Charles C. Smith, Executive Vice President of
Immokalee Habitat for Humanity, Inc., submitted to the County
Manager's Otfice an Aftordable Housing Application dated May 26,
1995 for a waiver of impact fees for the construction of a house
on Lot 5, Block 5, Naples Manor Extension, Naples, Florida, a
copy of s2dd application is on file in the Housing and Urban
Improvement. Department; and
WHEREJ S, in accordance with Section 3.04 ot the Regional
Water System Impact Fee Ordinance, Ordinance No. 90-86, as
amended; S Jction 3.04 ot the Regional Sewer System Impact Fee
Ordinance, Ordinance No. 5')-87, as amended; lection 3.04 of the
Library S~ Item Impact Pef Ordinance, Ordini nee No. 88-97, as
amended; &Action 4.05 of ~he Parks and Recr '~ational Facilities
Impact Fee Ordinance, Ord.Lnance No. 88-96, .: s amended; Section
3.04 ot the Road Impact Fee Ordinance, Ordinance No. 92-22, as
amended; Section 3.05 ot the Emergency Medi !al Services System
Impact Pee Ordinance, Orrl1nance No. 91-71, as amended; and
Section 3.05 of the Educ"tional Facilities System Impact Fee
Ordinance, Ordinance No. -)2-33, as amendedi an applicant may
obtain a wa.;,yer of impact 1 aas by qualifying for a waiver; and, ~f
WHEREAS, Immokalee Habitat for Humanity, Inc. has qualified
tor an impact tee waiver based upon the follo\llng representations
made by Immokalee Habitat for Humanity, Inc.:

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONF.RS OF COLLIER COUNTY, FLORIDA, that:
1. The Board of County Commissioners hereby authorizes the
County Manager to issue an Authorization for waiver of
jmpact fees to Immokalee Habitat for Humanity, Inc. for
c.ne (1) house which shall be constructed on Lot 5,
J:lock 5, Naples Manor Extension, Naples, Collier
County, Florida.
