Resolution 2009-086 RESOLUTION NO. 2009-86 A RESOLUTION SUPPORTING THE CREATION OF A SPECIALTY LICENSE PLATE THAT WOULD RECOGNIZE THE CONTRIBUTIONS OF WEST POINT GRADUATES AND ENLIGHTEN OTHERS WITH AN AWARENESS OF THE EDUCATIONAL AND CAREER OPPORTUNITES THAT WEST POINT OFFERS. WHEREAS, West Point is a national military academy serving residents of Florida and the nation; and WHEREAS, for over two hundred years the United States Military Academy at West Point has produced leaders of quality necessary for the administration of the Army and throughout the public sector; and WHEREAS, West Point graduates go on to serve their country proudly for at least five years with an overwhelming majority choosing to make the military their career as did General David Petraeus (a Florida resident), Commander of United States Central Command (CENTCOM) Tampa; and WHEREAS, over 2,500 West Point graduates currently reside in the State of Florida and almost 200 active cadets are residents of the State of Florida; and WHEREAS, since the terror attacks on September 11, 2001, over 70 West Point graduates gave their lives for their country in the ensuing War Against Terror; and WHEREAS, the creation of a specialty license plate would recognize the contributions of West Point graduates and enlighten others with an awareness of the educational and career opportunities that West Point offers; and WHEREAS, eleven other states including California, Illinois, Maryland, Mississippi, New Jersey, New York, Pennsylvania, South Carolina, South Dakota, Texas and Virginia have active Division of Motor Vehicle programs honoring West Point through specialty vehicular license plates, NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that The Collier County Board of County Commissioners supports the efforts of the West Point Societies of Florida in obtaining a legislative waiver or exemption from the stringent requirements of Florida Statute 320.08053, which calls for a scientific study demonstrating that at least 30,000 people would purchase West Point license plates at subsection (l )(b), a $60,000 application fee at subsection (l)( c), and a marketing strategy and financial analysis at subsection (l)(d), to allow for the creation of a specialty license plate honoring the West Point National Academy.
