Collier County adopted an amendment to its Growth Management Plan to include Policy 3.5, which
requires the county to adopt a Thoroughfare Corridor Protection Plan (TCPP) Ordinance and sup-
porting amendments to the Land Development Code (LDC). As a result, Collier County has initi-
ated a process for developing a Corridor Management Plan, the TCPP Ordinance and maps identifying
the corridors to be managed for future roadway widening.
A Corridor Management Plan is a planning tool used to provide guidance for making right-of-way avail-
able to accommodate future transportation corridors. A TCPP Ordinance provides the legal guidance
necessary for implementation of the Corridor Management Plan.
Purpose of a Corridor Management Plan:
· Give advanced public notification of planned road improvements and to establish regulations and
procedures to preserve and acquire needed right of way and protect future roadways.
· Reduce property damage and displacement of homes and businesses
· Minimize environmental, social and economic impacts of the corridor
· Prevent acquisition of improved properties and minimize eminent domain takings where future
roads are needed
· Promote orderly development of transportation facilities with fewer impacts to adjacent properties
and structures
· Reduce the cost of developing and maintaining an efficient and interconnected multi-modal
transportation system.
· Take advantage of greater flexibility in the placement of future right-of-way
Project Overview:
The county's consultant, Tindale-Oliver & Associates has examined existing right-of-way widths, adjacent
lot vacancies, distance to existing structures, lot depths, lot widths, and the presence of canals. From
this information potential corridor widths will be developed for roadways and intersections to be included
in the Corridor Management Plan, the TCPP Ordinance, and the TCPP Map. The LDC will also be
amended to include language consistent with the TCPP Ordinance. The plan will be consistent with the
2030 Long Range Transportation Plan and the GMP.

Using the information collected and the input re-
ceived during this public workshop, the Corridor
Management Plan's analysis and recommendations
will be developed. The corridor and intersection
management recommendations will be included in
the Draft Corridor Management Plan, the TCPP Ordi-
nance, and the TCPP Map. In January 2009, a sec-
ond public workshop will be held to present the Draft
Corridor Management Plan and maps to provide the
public with an opportunity for additional comments
and questions. Subsequently, adoption hearings will
be held with the CCPC and BCC.

GMP AMENDMENT -TRANSPORTATION ELEMENT
OBJECTIVE 3:
The County shall provide for the protection and acquisition of existing and future rights-of-way based upon improvement
projects identified within the Five Year Work Program and/or the Collier County Metropolitan Planning Organization's
(MPO's) adopted Long-Range Transportation Plan.
POlicy 3,5
A. Within one year of the effective date of this amendment, the County shall prepare and adopt a Thoroughfare
Corridor Protection Plan (TCPP) ordinance and land development regulations that:
1. identify, in detail, corridors necessary to develop the County roadway network shown on the County's
Long Range Transportation Plan; and
2. adopt Corridor Preservation Maps, Corridor Preservation Tables, Critical Intersection Maps and Critical
Intersection Tables; and
3. limit the uses of land within the required corridor, appropriately plan for the location of land uses, and
direct incompatible land uses away from environmentally sensitive resources; and
4. provide for an annual update of all necessary maps and tables; and
5. provide for an approval process by the Board of County Commissioners for new or expanded corridors
and intersections; and
6. provide a process for advanced reservation, donation, dedication or any other means of conveyance by
an affected property owner to the County for land included within protected areas.
B. For the purposes of this Policy, protected thoroughfares shall include:
1. the required corridors on either side of the center line of an existing or planned roadway; or
2. required corridors for roadway or alternative transportation networks for which no centerline has been
established; or
3. corridors for future roadways or alternative transportation networks which have been identified through
corridor studies; or
4. protected areas at critical intersections including but not limited to proposed grade separated intersec-
tions.
