RESOLUTION NO. 94-401
A RESOLUTION NOMINATING THE IMMOKALEE
COMMUNITY IN COLLIER COUNTY, FLORIDA, WHICH
INCLUDES THE AREA IDENTIFIED HEREIN FOR A
FEDERAL GRANT KNOWN AS THE EMPOWERMENT ZONE/
ENTERPRISE COMMUNITY DESIGNATION.
WHEREAS, the Federal Government has enacted a program to
assist distressed rural areas to create economic
opportunities and sustainable economic development; and
WHEREAS, the Immokalee Community including the area
identified on Exhibit I attached hereto and made a part
hereof, is such an area; and
WHEREAS, the broad base of citizen participation has
been provided for throughout the process and has included
governmental leaders, community groups, the private and
nonprofit sectors, education groups, environmental groups,
religious organizations, health and social service
organizations and other community institutions; and
WHEREAS, the citizens of the Immokalee Community have
formulated a Strategic Vision for Change in Immokalee which
describes what the Community wants to become; and
WHEREAS, the Strategic Vision for Immokalee will be
implemented through the Immokalee Foundation, Inc. as a
participating entity, which is a non-profit corporation
dedicated to raising the awareness of, involvement in and
funding for the vital needs of the people of Immokalee on a
local, regional and national level; and
WHEREAS, the Board of County Commissioners of Collier
County supports the Immokalee Community's efforts in building
a ten year Strategic Plan for Immokalee and will be a
participating entity in the implementation of the goals
identified in the Strategic Plan; and
WHEREAS, two waivers have been requested by the Secretary of
the U. S. Department of Agriculture (USDA) including: a
waiver from filing as an Urban Empowerment Zone/Enterprise
Community and qualification instead as a Rural Empower~ent
.Zone/Enterprise Community and a waiver to e^clude Seminole
Indian Reservation Lands from the Census Tract 112.03
component of the applicant area.
WHEREAS, based on the approval of the waivers, the
eligibility criteria for nomination have been met for the
Rural Empowerment Zone/Enterprise Community designation as
described in Exhibit II attached hereto and made a part
hereof; and

NOH, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
The Irnmokalee Community shall be recommended and
nominated to the U. S. Department of Agriculture to be
designated as a Rural Empowerment Zone and that all of the
eligibility criteria identified in Exhibit II have been met
to qualify for this designation. Should the Empowerment Zone
not be granted, the Immokalee Community shall then be
considered for designation as a Rural Enterprise Community.
This Resolution adopted after motion, second and
majority vote.
