RESOLUTION NO. 93-93
RESOLUTION ENDORSING PURCHASE, BY THE STATE
OF FLORIDA, OF CERTAIN UNDEVELOPED LANDS AND
SUBMERGED BOTTOM LANDS ON AND ADJACENT TO KEY
ISLAND, PRESENTLY OWNED BY BARRET C. OTT AND
LUCILLE M. DRACKETT, SUCCESSOR CO-TRUSTEES
UNDER LAND TRUST AGREEMENT DATED JUNE 19,
1989, SO THAT SAID SUBMERGED BOTTOM LANDS
SHALL BE INCORPORATED INTO THE ROOKERY BAY
NATIONAL ESTUARINE RESEARCH RE~ERVE
WHEREAS, the present owners of the Keewaydin Club and the
adjacent undeveloped portion of Key Island, which includes
wetlands, uplands, and submerged lands, have been negotiating the
sale of their holdings, exclusive of the Keewaydin Club and
certain surrounding lands, to the state of Florida; and
WHEREAS, the State of Florida has agreed to incorporate the
purchased lands into the adjacent Rookery Bay National Estuarine
Research Reserve, to function as an integral component of that
preserve; and
WHEREAS, The Conservation and Coastal Management Element of
the Comprehensive Plan of the County contains numerous policies
addressing preservation of beaches, wetlands, and other natural
areas; and
WHEREAS, the acquisition of additional lands for the Rookery
Bay National Estuarine Research Reserve will ensure the continued
protection and preservation of critical native habitats essential
for the survival of the endangered West Indian manatee and a
diverse assemblage of shorebirds, wading birds, and commercially
and recreationally important estuarine species; and
WHEREAS, the County endorses the purchase by the state of
the undeveloped portion of Key Island, provided the pUblic's
right to use the lands remains intact; and
WHEREAS, on Tuesday, March 23, 1993, the Governor and
Cabinet will consider the purchase of a substantial portion of
key Island and adjacent bo~tom lands, to be incorporated into the
Rookery Bay National Est',larine Research Reserve.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS, COLLIER COUNTY, FLORIDA, that:
1. The Board of County Commissioners hereby endorses the

purchase, by the state of Florida, of certain undeveloped lands
and submerged bottom lands on and adjacent to Key Island,
presently owned by Barret C. Ott and Lucille M. Drackett,
successor co-trustees under Land Trust Agreement dated June 19,
1989, so that the lands and submerged bottom lands shall be
incorporated into the Rookery Bay Nati':mal Estuarine Research
Reserve; provided the pUblic's right to use the lands shall
remain intact.
2. The Chairman of the Board of County Commissioners is
directed to forward a copy of this Resolution to the Governor and
the members of the Cabinet.
'This Resolution adopted after motion, second and majority
vote favoring same.
