RESOLUTION NO. 95- 204
A RESOLUTION RATIFYING AND APPROVING THE EXPENDITURE
OF COUNTY FUNDS FOR PREVIOUS AND FUTURE COURT SYSTEM
VOLUNTEER TRAINING, APPRECIATION, AWARDS AND
RECOGNITION EXPENDITURES AND DECLARING THAT SAID
EXPENDITURES ARE AUTHORIZED AS SERVING A VALID
PUBLIC PURPOSE.
WHEREAS, the Collier County Court System and related
agencies engage the time and services of more than one hundred
volunteers in programs including,
but not limited to,
Mediation, Guardian ad Litem, citizens Foster Care Review
Panel, witness Management and Security; and
WHEREAS, these volunteers attend training, receive no
financial compensation and contribute more than 25,000 hours
each year to the Courts and to the people of Collier County;
and
WHEREAS, The Board of Collier County Commissioners desires
to assist with Volunteer Training, Appreciation, Awards and
Recognition; and
WHEREAS, the following categories of expenditures are
annually incurred for Volunteer Training, Appreciation, Awards
and Recognition:
food and snacks, refreshments, paper goods,
award items and certificates of appreciation; and
WHEREAS, Collier County Ordinance No. 87-5 allows for
expenditures of County funds to enhance County employee
productivity, and to promote and engender good will toward
County government wi thin the community, encourage increased
employee responsiveness to the needs and requests of the
citizens and residents of the County, and to provide incentives
for the attainment of these goals provided that the Board of
County Commissioners adopts or has adopted an implementing
resolution setting forth the specific purposes of the
expenditures; and
WHEREAS, since 10/1/94 expenditures in the approximate
amount of $250.00 have been incurred by the Collier County
Court System for volunteer training, appreciation, awards and
recognition; and

WHEREAS, the Collier County Court System shall in the
future continue to incur expenditures for Volunteer Training,
Appreciation, Awards and Recognition; and
WHEREAS, the Collier County Clerk of Courts has conferred
with the County Attorney's office regarding the need for
clarification about the specific categories of expenditures for
previous and future volunteer training, appreciation, awards
and recognition and whether such expenditures are a valid
public purpose, even if the expenditures are not covered by the
exact expenditure categories set forth in Ordinance No. 87-5.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:
1. The expenditures incurred by the Collier County Court
System for volunteer training, appreciation, awards and
recognition from 10/1/94 through the effective date of this
Resolution, in the approximate amount of $250.00, are hereby
declared by the Board as serving a valid public purpose and are
hereby ratified and approved. The Board hereby authorizes the
disbursement of $250.00 to pay for said expenditures.
2. The Board hereby further resolves that future
volunteer training, appreciation, awards and recognition
expenditures serve the public purposes of enhancing County
employee and volunteer productivity, promoting good will
towards County Government and the Community, encouraging
increased employee and volunteer responsiveness to the needs
and requests of the citizens and residents of the County, and
provide incentives for the attainment of these goals and for
those reasons said expenditures are approved for future
volunteer training, appreciation, recognition and awards. The
Board hereby authorizes the disbursement of monies in an amount
not to exceed Fifteen Hundred Dollars ($1500.00) for each
County fiscal year to pay for said expenditures.
3. Collier County Resolution No. 93-562 is hereby
repealed and superseded in its entirety.
