Opening Comments Chairman, Tom Henning opened the Workshop at 9:00 A.M. II. Organization Self-introductions were made by the Collier County Commissioners and Airport Authority Staff. Theresa Cook, Executive Director, Collier County Airport Authority, introduced Mike Thompson from USR to present Airport Master Plans. III. Airport Master Plans A. Marco Island Executive Airport Mike Thompson, USR Aviation Planner gave a slide presentation on the Master Plan Update stating it was a multi-phase program spread over a 20-year period and he commented on the existing airport as follows: . 5,000 foot single runway now being occupied by corporate jets . Airport frequented by many large corporate jets . Now has one-way taxiway and needs the expansion of Apron to have a parallel taxiway system for entering and exiting the runway. · Initial developers never anticipated the growth and success of the airport . FDa and Terminal seem to be adequate but in the wrong place. . Apron in wrong place. ALP technical drawings provided depicts a snapshot of what the Airport Authority will assume will happen at the airport. The plan addressed the short falls of the airport and the opportunity to develop the airport and make it even better and made the following recommendations for the airport that fully meet the FAA and FOOT design requirements: Near Term Development Plan (0-5 Years) . 2008-2009 Parallel Taxiway Construction · 2008 - Acquire land South of Property to Collier County Airport Authority over the next couple of years · 2008 - Rehabilitation and improvements on Runway · 2008 - Construct temporary auto parking lot and convert existing auto parking lot to Apron · 2008 - 2009 Design and construct General Aviation Apron Expansion to the South of General Aviation Tiedowns . 2010 - Design New Multi Level Terminal Facility, Auto Parking and Access Road · 20] I - 2012 Construct New Terminal Facility, Auto Parking and Access Road Lon!! Term Development Plan (6-10 Years) · 2013 - Remove Old Terminal Structure and Construct Transient Apron for business jet aircraft . 2014 - Construction 8-Unit T-Hangars . 2015 - Construction 2 Executive Hangars 2 April ], 2008 . 2016 - Construct 8-Unit T-Hangars Ultimate Conceptual Development Plan (11- 20 Years) . 2017 - Construct 8-Unit T-Hangars . 2018 - Construct 2 Executive Hangars . 2020 - Construct 6 Unit T-Hangars . 2022 - Construct 2 Executive Hangars T -Hangars can be added on as per needed basis. GPS Navigation System is reflected in drawings but not required at the airport. There has been some discussion about a 2-story terminal and the possibility of adding a control tower on top the building due to lack of land. No recommendations have been made. Commissioner Halas expressed interest in finding out what the projected economic spin-off would on the $20,000,000 cash outlay shown in proposed budget for both Marco and Collier County. Mike Thompson responded that he did not have the information available but the economic spin-off on the airport. He thought that due to the size of the airport the economic spin-off would be much higher than the average airport. Commissioner Halas inquired on parking spaces when the airport is built out according to design. Mike Thompson responded the parking area would quadruple the parking space now available. The sizes of the aircraft and how the airport will accommodate the aircraft will be determined by how the airport authority optimizes the space. Commissioner Halas asked when the last time the runway had been resurfaced and the life expectancy. Theresa Cook noted the airport runway was built in ] 976 and has not been resurfaced. Mike Thompson stated that the normal life on the resurfacing is from 10 to 20 years depending on age of the runway, the weather and the upkeep. Commissioner Halas inquired on the addressing priority of constructing a future control tower. Mike Thompson responded there are several different types of control towers. FAA Funding of this type of tower goes according to the level of operations of the airport. Local sponsors and owners can work with the FAA and come up with a program for funding. Not having a tower doesn't mean the airport is unsafe. Commissioner Henning asked if they could demonstrate the growth and use of the airport. Theresa Cook shared that her presentation would answer some of their questions and added the FAA, FOOT and County commissioned the Master Plans. The plans will be going before the Board of County Commissioners for approval within the next 6 weeks. 3 April I, 2008 B. Immokalee Regional Airport Mike Thompson, USR Airport Planner gave a slide presentation on the Master Plan Update stating it was a 20-year multi-phase program. Immokalee Airport has 3-5,000 ft. runways. The Airport has property available on 3 sides with the opportunity to expand the airport. The Friends of Florida in cooperation with the University of Florida made a projection on how Florida population grows daily. It forecasts a high population growth in Collier County. Population will be moving inward from the coast and will require more county services. For many years the hnmokalee Regional Airport has been underutilized and will change with Ave Maria University and growth in the County adding future demands. There is only one access road to the airport at this time. The following recommendations were made: · 2008 - Rehabilitate Runway 9/27 and Lighting . 2008 - Construct Apron Expansion . 2008 - Runway Extension · 2008 - Construct T-Hangars with 30 units · 2008 - Environmental Permitting for Phase II and IIA Development . 2009 - Expand CR846 to 4 lanes . 2009 - Airpark Boulevard Extension . 20] 0 - Land Acquisition for Runway Extension · 2011 - Construct Runway Extension and Improvements . 2011 - Implement Land Mitigation Program · 2012 - Construct Airport Traffic Control Tower Long-Term Capital Improvement Items in the plan over the period of 11 to 20 years take in the following: . Airside Development . Landside Development . Non-Aviation Development . Storm water Drainage Infrastructure Many questions and answers were given concerning the developing of the South end of the airport and the need to attract industry for success without distracting from aviation. Discussions went into the great opportunities to expand; with the free trade zone and airfreight, possible passenger aircraft. Commerce or Industry Park, creating additional employment in a depressed area, along with the land uses in the surrounding area. Commissioner Halas was concerned that the land to the east might environmentally prohibit us from buying the land in the future. Theresa Cook stated that they have been in discussions with Collier Enterprise, who currently owns that property to purchase or lease for easement purposes. 4 April ], 2008 Mike Thompson stated that over the long term, $] ] 8,000,000 is spread over 20 years. The funding may be 30% from FAA, 35% from State and 34% would be the local share. Depending on the Funding Program and the demonstration growing demand, the FAA could possibly go to 70%. Commissioner Coletta was concerned about funds and asked about Bonding or other possible sources. Theresa Cook stated that currently they have an application into USDA for small business growth for approximately $450,000. Stephen Price expressed that the funding will change over time depending on what the projects are. Some funding will come from FAA because of being safety related, airport produced income, USDA Funds, Grants and other alternate sources. IV. FY 2008 Projects Theresa Cook, Executive Director, Collier County Airport Authority, gave a slide presentation on what has been accomplished and what projects they are still working on. A. Everglades Airpark · A Security Fence Construction was built around the airport after damage from Hurricane Wilma, some for repair and some for security reasons. · They are midway on the T-Hangar Building Reconstruction due to Hurricane Wilma damage. · Some damage was done to the Security Building Reconstruction and they are in discussions on whether thcy will tear down, re-locate or rebuild. · South Taxiway Mitigation is underway on less than one acre with DEP and Corp of Army Engineers. B. Marco Island Executive Airport · The required Vegetation Management FAR Part 77 is to keep the landing area cleared, was sub-contracted out at $250,000 per year. They have purchased equipment to do the clearing. It will save approximately $50,000 per year. . Master Plan Update Draft completed. · Design of Ramp Extension on Relocation of Parking Lot to allow maximum operation on traffic in and out to operate in a safe level. · Taxiway Mitigation at Rookery Bay is a high safety factor . Airport/Fuel Farm Security Enhancements Fuel sold at this airport supports the airport and helps subsidize others. · $7.5 million Grant Pre-application to FAA for Taxiway Construction. C. Immokalee Regional Airport/Florida Tradeport . Master Plan Update to FAA · The Plarmed Unit Development to the County anticipated this will take until the end of2008. . Finished Taxiway early this year. 5 April 1, 2008 · Almost complete on the SFWMD Lake to be II acres and will handle all the water for Phase] construction which was funded by USDA, Grant and local funds. . The Florida Army National Guard is looking for the airport property currently leasing non-airport property. They have been offered some property on the North End of the airport to Florida Army National Guard. They are working on a redrafting of an annual lease. Federal Air Reserves is also interested in the Immokalee Regional Airport. . They have application in for a USDA $495,000 toward a small business for the airport. Discussions were made on how the Florida Army National Guard will bring business and more revenue to the community. The National Guard would be a large asset to Collier County in case of a disaster. V. FY 2009 Budget Proposal Airport Authority Proposed Budget for year 2009 was provided and is projected to be less than the 2008 budget request. VI. Capital Improvement Projects Theresa Cook, Executive Director, Collier County Airport Authority, gave a slide presentation on the following: A. Everglades Airpark proposed 5-year Capital Improvement Projects Included: South Taxiway Mitigation, South Taxiway Construction, Environmental Assessment, Rehabilitate Runway, Relocate Terminal Building and Apron. B. Marco Island Executive Airport proposed 5-year Capital hnprovement Projects included; Taxiway Mitigation, Master Plan Update, Security Enhancements, Construct Ramp & Relocate Parking Lot, Taxiway and Ramp Design, Land Acquisition, Taxiway and Ramp Construction, Terminal Design and New Terminal. C. Immokalee Regional Airport/Florida Tradeport proposed 5-year Capital Improvement Projects included; Master Plan, Airport PUD, SFWMD Lake, Taxiway Charlie, Construct Apron, Phase II ERP, Land Acquisition for Runway, Tower Site, Tower Plan and Permit, Tower Construction, Roads and Utilities Infrastructure, Hangar Construction, Phase II Mitigation, Runway Extension EIS, Mitigate & Rehab Runway and Runway Extension Construction. VII. Closing Remarks Commissioner Henning expressed an interest in researching how Collier County compares with other Counties as far as fuel pricing and marketing and ifthere was a way to check sales in LaBelle, Sebring and Page Field Airports. Debi Mueller stated there is a web site that they can do some comparisons called AirNab, but it is only as current as when the web site updates it. 6 April I, 2008 Theresa Cook noted that they continuously watch fuel prices and fuel delivery prices in Florida and out of state to keep prices competitive. Commissioner Henning commented on the good working relationship between the BCC and the Airport Authority. Stephen Price commented on the impact of development and expressed gratitude for the Commission's support. There being no further business for the good of the County, the Workshop was concluded by order ofthe Chair at 10:50 AM.
