Section 1. Recitals. it is hereby found, ascertained, determined

issue and sell ~ts cbligations for lawful purposes under the Act.
A public huaring was held by the Issuer q,n December 1, 1999
(the "Public Hearing") which public hearing was duly conducted by the
issuer ~'.pon rearenable public notice, a copy of said netice being
were afforded the: opportunity to express their views, both orally and in
proposed project ,lnd tie the issuance of the Bonds.

interest or. the .:tends will be exempt. from federal income taxation under
applicable provi.~;io.us o£ Section l.lY(a', of the Internal Revenue Code of
1986, as amended.
E. The Eel;ds shall not constitute a debt, liability or obligation
of Celllet County, its Board of County Commissioners, officers, agents
or empioye~s, or the State of Florida or any political subdivision
thereof, but shall be payable solel}' from the revenues provided
therefore, and neither the faith and credit nor any taxing power of
Collier County, or the State of Florida or any political subdivision
thereof is pledged to the payment of the principal of, premium, if any,
and interest on the Bonds. No memJuer of the Board of County
Commissioners of Collier County or an}, officer, agent, or employee

Section 2. Approval of Issuance o£ the Bonds. The issuance of the
Bonds is hereby approved, however this approval shall in no way be deemed
to abrogate any regulations of the County and the project contemplated
by this resolution shall be subject to all such regulations, including,
but not limited to, the County's Growth Management Plan, all concurrency
requirements contained therein, and the Collier County Land Development
Code.
Section 3. Repealing Clause. All resolutions or orders and parts
thereof in £cnf!i. ct herewith, to the extent of such conflict, are hereby
superseded and repealed.
Section 4. Effective Date.

duly prop{~sed, considered and adopted in conlbrmity with applicable requirements; and all other
requirements and procedures incident to the proper adoption orsaid motion have been duly fulfilled, carried
out and otherwise observed;

"There being no further discussion, Chainnan Conroy called for a motion approving
bond issues for those projects the Authority felt should be induced. Member Tom Palmer
moved, and Member T.M. l-£ayes seconded the following motion: That the Authority
approve and induce both the Wild Pines and Sierra Meadows projects for the issuance of
tax-exempt bonds not exceeding $4 million for Wild Pines and $13 million for Sierra
Meadows and submit both projects to the County Commission for approval. There being
no further discussion on the motion, (:hairman Conroy called for a vote, and the motion
carried unanimously."
