WHEREAS, Community Development and Environmental services
Diviaion etaft received a requ..t tor comment. on a proposed
boundary moditication to the Coastal Barrier Resources System
(CBRS) maps trom the Department ot the Interior-U.S. Fish and
wi1d1ite service; and
WHEREAS, the Department ot the Interior-U.S. Fish and
Wildlite Service did tormally request comments on the proposed
CBRS map amendment as required in Section 4 (c) ot the Coastal
Barrier Improvement Act ot 1990; and
WHEREAS, Collier County supports the Coastal Barrier
Resources Act and its stated purpose ot minimizing loss ot human
life, damage to wildlife or natural resources or the wasteful
expenditure ot Federal moneys by prohibiting tedera1.or tedera11y
subsidized expenditurss within areas designated as part ot the
Coastal Barrier Resources System, and
WHEREAS, Community Development and Environmental services

Division statt have reviewed the proposed CBRS map amendment and
supporting documentation provided by the U.S. Fish and Wildlite
service and have determined there to be deticiencies in the
msthodo1ogy utilized in the proposal; and
WHEREAS, Community Development and Environmental Services
Division staff believe that inclusion ot additional coastal areas
in the CBRS map series may interfere in any future beach
renourishment efforts.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. Collier County has reviewed the proposed amendment to the
Keewaydin Island (PIG) unit of the Coastal Barrier Resourcee
System maps as authorized under Section 4(c) ot the Coasts1
Barrier Improvement ACh~^ 1990.

2. Collier County has determined that the methodology
utilized by the Department of Interior-U. S. Fish and wildlife
Service in proposinq the amendment may not be reflective ot
current area conditions. Further, the area to be included in the
new boundary does not meet the definition of an "undeveloped
coastal barrier" in that it directly abuts developed beach front
property.
3. Collier County cannot accurately as~ess all potential
impacts of the proposed amendment due to the failure ot the
Department of the Interior-U.S. Fish and Wildlife service to
provide Collier County with a formal legal boundary description of
the proposed boundary modification.
4. Collier County may ba restricted in any tuture beach
renourishment efforts by inclusion ot additional areas in the
Coastal Barrier Resources System.
5. Collier County objects to the proposed addition to tho
Keewaydin Island unit and requests that the Department ot the
Interior-U. S. Fish and Wildlife Service remove the proposed sand
shoal area from further consideration for inclusion in the
Keewaydin Island (P16) unit ot the coastal Barrier Resources
System.
6. Collier County directs the Chairman ot the Board of
County commissioners to forward the County'. 8tated objections to
the U.S. Department of the Interior and to request that the
Florida Department of Environmental Protection formally recommend
an objection to the U.S. Department of the Interior concerning the
proposed amendment.
