RESOLUTION NO. 96--LUL
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIBR COUNTY, FLORIDA, REQUESTING THE 1996
FLORIDA LBGISLATURE TO PROVIDB ADBQUATE FUNDING FOR
THE PRESERVATION AND RBPAIR OF THE STATE'S BEACHES,
TO RECOGNIZB THE NEED FOR FUNDING NON-FEDBRAL
PROJllCTS, AND TO IDENTIFY A LONG-TlmH DEDICATED
FUNDING SOtlRCB.
WBXRBAS, Florida's beaches are an important part of the quality of
life of this community, providing aesthetic, environmental, hurricane
mitigation and recreational benefits for our residents and tourists;

and,
MHERXAS, beaches continue to be Florida's number one tourist
attraction and thus vital to our economic well-being, generating over
$9 billion in beach-related sales annually and contributing to a ripple
effect to the Florida economy of over $16 billion; and,
WHEREAS, the Board of County Commissioners of Collier County,
Florida, recognizes that severe beach erosion continues to be a major
problem in Florida, with coastal development threatening this important
natural resourcei and,
WHKREAS, federal funding for beach and inlet projects is
declining, resulting in delays in implementing needed erosion projects
and putting more pressure on state and local sources; and,
WBXRBAS, since navigation inlets cause some 80\ of beach erosion
in Florida, the most cost-effective way to reduce erosion is to
recapture sand from inlets and place it on the eroded downdrift
beaches; and,
KHBREAS, as a matter of long-standing policy, the Legislature has
given priority to funding those beach and inlet projects which have
substantial federal matching money; and,

WHEREAS, the state legislature has historically demonstrated
commitment to the preservation of Florida's beaches, and
recognize the critical environmental and economic need to maintain or
repair our beaches, with or without the financial assistance of the
federal government.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COKKISSIONBRS OF COLLIER COUNTY, FLORIDA, AS FOLLOWS.
SECTION 1. THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY,
FLORIDA, REQUESTS THAT THE STATE LEGISLATURE PROVIDE ADEQUATE ANNUAL
rtlNDING TO CARRY OUT A STATPIDE COMPRBBBNSlVE BEACH MANAGBMBNT PROGF.AH
TO PROTECT FLORIDA'S REMAINING PRISTINE BEACHES AND REPAIR THOSE THAT
ARE SBVB:RXLY-DAMAGED, AND CONSIDER THB DEPARTMENT OF BNVIRONMBNTAL
PROTECTION 1996-97 BUDGET REQUEST OF $36.8 MILLION.
SECTION ~. THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY,
FLORIDA, FURTHER REQlTI!STS THAT SINCE NAVIGATION INLETS ARE THE PRIMARY
CAUSE or BEACH EROSION IN FLORIDA THAT THE LEGISLATtlRE, IN ITS BEACH
KANAGBMBNT FUNDING STRATEGY, GIVE EQUAL PRIORITY TO INLET SAlin
BYPASSING AS IT DOES TO TRADITIONAL BEACH NOtlRISIIMENT PROJllCTS.
SECTION 3. THE BOARD OF COUNTY COMKISSIONERS OF COLLIER COUNTY,
FLORIDA, FURTHER REQUESTS THAT IN CASES KHBRB THE FEDERAL GOVE1UOIKNT
HAS NOT YET APPROPRIATED MATCHING FUNDS FOR PROJllCTS, AND KHBRB, TO THB
BXTIlNT PBllHITTBD BY LAW, LOCAL GOVERNMENTS ARE WILLING TO "LOAN" THE
FEDERAL SRARB IN ORDER TO DEAL QUI=Y WITH AN tlRGENT EROSION PROBLEM,
THE LEGISLATURE, AS A MATTER OF POLICY, WILL CONSIDER SUCH "LOANS" BY
LOCAL GOVERNMBN"l'S TO BE THE EQUIVALENT OF THE FEDERAL MATCHT.NG SlIAIUI
FOR THB PROJECT.
SECTION 4: THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY,
FLORIDA, FINALLY REQUESTS THAT THB STATE LEGISLATllRB GIVE SERIOUS
CONSIDERATION TO IDENTIFICATION OF AND DEDICATION OF A FAIR AND STABLE
SOtlRCE OF LONG-TlmH FUNDING TO FULLY D1PLBMBNT A STATEWIDE BEACH
KANAGBMBNT PROGRAM FOR PRESERVING AND RESTORING FLORIDA'S TlIlUIATBNBD
tANDY BEACHES.
