Executive Summary
Recommendation to appoint Jeffrey Mitchell to the Emergency Medical Authority.
OBJECTIVE: To appoint Jeffrey Mitchell to the Emergency Medical Authority, to a four year term expiring on
December 31, 2030.
CONSIDERATIONS: The Collier County Emergency Medical Authority was created by Ordinance No. 2016-44 on
December 13, 2016, to assist the Board of County Commissioners (BCC) and other agencies with issues affecting pre-
hospital emergency medical services, to work to improve pre-hospital medical care, to evaluate current and future EMS
needs, to serve as a catalyst to effect cooperation among agencies, to evaluate requests for all Certificates of Public
Convenience and Necessity (COPCN) in Collier County and make recommendations to the BCC. This is a five (5)
member citizens committee, with members having no affiliation with any hospital, fire district, EMS, municipality, or the
Collier County Sheriff's Office. Terms are four years. A list of the current membership is included in the backup.

COMMITTEE RECOMMENDATION: The committee reviewed the above applications on March 11, 2026, and
unanimously recommended that Jeffrey Mitchell be appointed to the committee, to a four-year term expiring on
December 31, 2030. A recommendation email is included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.

Appointment of Members to Emergency Medical Authority
The Emergency Medical Authority met on March I lrl', 2026, at their regularly scheduled meeting.
A quorum was established and the present members reviewed three application and interviewed
trvo applicants, applicant Brenda Barton was absent. Jeflrey Mitchell and Natalie Tyler were
interviewed for one ofthe two vacancies established in January of2026, by thc dcparture ofDaniel
Johnson and Barry Contee.
The present members voted, and a motion was made to recommend the appointment of jeffrey
Mitchell to the Emergency Medical Authoritv. Motion passed unanimously.

times, and coordination of foltow-up care are criticat. I have worked in the Naptes and
lmmokatee area as an outpatient nurse and provider since 2020, buitding tongstanding
retationships with patients, famities, and healthcare professionals throughout Cotlier
County. In addition to my lmmokatee and Ave Maria partnerships, I maintain numerous
professionatand community partnerships throughout Naptes, a[[owing me to understand
system tevel chatLenges across both urban and rural settings within the county. I am
currently compteting SANE certification in coltaboration with Project HELP, strengthening
my abitity to support survivors of vio[ence and cottaborate with f irst responders, advocacy
organizations, and emergency departments to ensure appropriate medicaI and forensic
care continuity. My community pannerships within lmmokatee and Naptes inctude
cottaboration with PACE Center for Girts, LlP[\,1AN Famity Farms, iTECH, The lmmokatee
Foundation, the lmmokatee Heatth Department, Heatthcare Network of Southwest Ftorida,
the lmmokalee Women's Shetter, RCI'4A, St. Matthew's House, Careersource Southwest

Through these partnerships, I participate in heatth education, in.iury prevention initiatives,
workforce development efforts, and discussions related to heatthcare access and

cottaboration, evatuation of heatthcare access gaps, and strengthening continuity between
community-based care and emergency medical systems. My focus atigns with improving

rurat and urban regions of Cottier County, and supporting cooperative sotutions that
enhance pubtic safety and patient outcomes.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING JEFFREY MITCHELL
TO THE COLLIER COUNTY EMERGENCY MEDICAL AUTHORITY.
WHEREAS, on December 13, 2016, the Board of County Commissioners adopted Ordinance No.
2016-44, establishing the Collier County Emergency Medical Authority (“Authority”) from the formerly
named Public Safety Authority, to address issues affecting pre-hospital emergency medical services in
Collier County; and
WHEREAS, Ordinance No. 2016-44 establishes the membership of the Authority as a five-
member citizens committee, with members having no affiliation with any hospital, fire district, EMS,
municipality, or the Collier County Sheriff’s Office; and
WHEREAS, there is one vacant seat on the Authority; and
WHEREAS, the Board of County Commissioners has provided public notice soliciting
applications from interested parties; and
WHEREAS, the Authority has provided the Board of County Commissioners with its
recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that JEFFREY MITCHELL is hereby appointed to the Collier
County Emergency Medical Authority, to a four-year term expiring on December 31, 2030.
