Executive Summary
Recommendation to approve the use of $10,000 from the Confiscated Trust Funds to support the Law Enforcement
Against Drugs & Violence (L.E.A.D.) Program.
OBJECTIVE: To request that the Board approve the use of $10,000 to support the LEAD Program.
CONSIDERATIONS: The LEAD Program, by virtue of Section 932.7055 (5)(c) 1, Florida Statutes, is seeking Board
authorization for the appropriation of funds to support its 10-week curriculum program for the fifth grade.
This program was originally taught in 6 pilot schools in 2018, and after a successful pilot, Too Good For Drugs has been
taught in all Collier County Public Schools (CCPS) schools from 2019 to the present. The Too Good For Drugs program
is an evidence-based and research-supported curriculum. The program has proven to be a positive correlation between
students having attended the program and having a decrease in the use of smoking, alcohol consumption, and marijuana,
particularly in students who are considered at higher risk for those behaviors. Additionally, the program positively
impacts the Risk and Protective Factors (conditions which build resilience to substance abuse or violent behavior) and
can serve to buffer the negative effects of risks. L.E.A.D. utilizes social and emotional learning to work through fun and
interactive lessons, building the self-confidence young people need to make healthy choices and achieve success.
L.E.A.D. also promotes positive, pro-social attitudes and behaviors, while fostering healthy relationships, resistance to
substance abuse and conflict, and resistance to negative peer pressure and influence. L.E.A.D. mitigates risk factors and
promotes resiliency through the development of these skills and traits: Goal Setting, Decision Making, Effective
Communication, Anger Management, Media Literacy, Conflict Resolution, Social and Emotional Competency, and Pro
Social Bonding.
The LEAD Program has applied to the Sheriff for appropriation. The Collier County Sheriff's Office (CCSO) requests
Board approval to appropriate $10,000 to support the LEAD Program.
FISCAL IMPACT: A Budget Amendment is needed for $10,000 from the Confiscated Trust Fund (1068) reserves to
support the LEAD Program. The source of funding is proceeds from confiscated property.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been approved by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK
RECOMMENDATION(S): To authorize the Budget Amendment to appropriate $10,000 Confiscated Trust Funds to
support the LEAD Program.

I am writing on behalf of L.E.A.D. (Law Enforcement Against Drugs and Violence) to respectfully request—/
your support in the amount of $10,000 to advance prevention education efforts in Collier County
through our On the Street and In the Classroom initiatives.
L.E.A.D. is a national nonprofit organization dedicated to equipping youth with the skills they need to
make healthy, responsible decisions and avoid high -risk behaviors, including drug and alcohol use,
violence, and bullying. Through our unique model, law enforcement officers are trained as educators
and mentors, strengthening trust between law enforcement and the communities they serve while
delivering evidence -based prevention programming.
Our In the Classroom initiative provides structured, evidence -based curriculum —most notably Botvin
LifeSkills Training —to students in grades 3 through 12. This programming has been extensively
researched and proven to reduce substance use, violence, and other risky behaviors by building critical
life skills such as decision -making, resistance skills, and emotional regulation.
Complementing this, our On the Street initiative extends prevention beyond the classroom,
empowering trained officers to engage directly with youth, families, and community partners. This
approach reinforces prevention messaging in real -world settings and strengthens community
relationships, creating a comprehensive and sustainable prevention framework.
A $10,000 investment will directly support the training of law enforcement officers and the
implementation of these programs throughout Collier County. This includes training materials and the
resources necessary to ensure high -quality program delivery and long-term impact.
Your leadership in Collier County has consistently demonstrated a commitment to public safety and
community well-being. Partnering with L.E.A.D. presents an opportunity to further strengthen
prevention efforts by addressing challenges proactively —before they become crises.
