Executive Summary
Recommendation that the Board, pursuant to Section 274.06, Florida Statutes, approve the sale and disposal of surplus
assets via public auction on May 7 through 9, 2026.
OBJECTIVE: To sell County surplus property that is obsolete, uneconomical, or inefficient, and serves no useful
purpose to County operating divisions and obtain revenue for the County.
CONSIDERATIONS: The Procurement Services Division has scheduled a County surplus property auction for May 7
through 9, 2026, and plans on holding multiple auctions throughout the fiscal year. The May FY26 Auction List (the
“List”) contains a list of Collier County surplus sale items that no longer have a useful business purpose and are
scheduled for auction. (see Attached List)
All vehicles and fleet-maintained equipment on the List have been closely inspected by the Fleet Management Division
and are determined to be at the end of their economic service lives, with disposal being in the best interests of the
County. Age, miles, hours, maintenance/repair history, current condition, and residual value all play parts in the decision-
making process.
In addition to the surplus items listed on the attachment for sale, staff is requesting approval to:
• Accommodate requests for donations received from other government entities or legitimate Florida Non-Profit
501 (C) (3) organizations prior to the auction.
• Add additional surplus items received after the approval of this agenda item for sale on May 7 through 9, 2026,
public auction, and subsequently be reported to the Board.
The County is currently under contract with a full-service auctioneer, Royal Auction Inc., to provide services to include
preparation for the event, sale and disposal of all Collier County owned property, and the transfer and disposition of all
property titles. Under that contract, there is no auctioneer’s commission; rather, a buyer’s premium is implemented. This
sale will be conducted pursuant to Section 274.06, Florida Statutes.
This item is consistent with the Collier County strategic plan objective to safeguard taxpayer money by promoting fiscal
stewardship and sound budget oversight.
FISCAL IMPACT: Net revenue from items other than vehicles will be deposited according to the General or Enterprise
fund that originally purchased the equipment, and future agenda items will be brought to the Board to be recognized and
to approve the revenue. Net revenue from the sale of vehicles will be deposited into the appropriate Motor Pool Capital
Replacement fund. Proceeds from any grant funded assets will be recorded in accordance with the Office of
Management and Budget Grant Compliance guidelines.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
