Agenda 04/28/2026 Item #16C 1 (Approve a statutory warranty deed transferring 22 acres of County owned property at Camp Keais to the Collier County Water-Sewer District)4/28/2026 Item # 16.C.1 ID# 2026-579 Executive Summary Recommendation that the Board of County Commissioners approve a statutory warranty deed transferring 22 acres of County owned property at Camp Keais to the Collier County Water-Sewer District (“District”) and authorize acceptance of the deed by the District to support current and future public utility infrastructure and operations needed to serve the property and the community. OBJECTIVE: To implement the Board-approved Camp Keais land allocation plan by authorizing the conveyance of 22 acres of County-owned property located at Camp Keais to the Collier County Water-Sewer District to support current and future public utility infrastructure and operations needed to serve the property and the community. CONSIDERATIONS: On January 13, 2026 (Item 11.B), the Board approved the Camp Keais land allocation plan, which identified future utility infrastructure needs, as well as public and community-serving uses and stakeholders. This item is presented as a follow-up action implementing the public utilities component of that allocation plan. The area was identified in the allocation plan as the proposed Public Utilities (CCWSD) site for future utility operations and infrastructure. Authorizing the conveyance will effectuate the Board’s prior direction by placing the property under the control of the Collier County Water Sewer District which is responsible for planning, constructing, operating, and maintaining water and wastewater facilities serving the community. The Property is conveyed for the development, construction, operation, maintenance, repair, replacement, and expansion of utility facilities and related infrastructure necessary to serve existing and future public water and wastewater needs of the property and the surrounding community, including associated access, support, and ancillary improvements. This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and facilities to effectively, efficiently, and sustainably meet the needs of our community. It further is in support of the Infrastructure and Asset Management Strategic Focus Area’s objectives to optimize the useful life of all public infrastructure resources through proper planning and preventative maintenance. This item is aligned with the Annual Update and Inventory Report (AUIR) and other planning tools that establish and implement plans for availability and adequacy of public facilities and remain in compliance with all regulatory requirements. FISCAL IMPACT: Aligned with the Board approved land allocation plan, Collier County WaterSewer District will reimburse the County $319,613.14 ($14,527.87 per acre). The source of funding is the County Water-Sewer Bond #2 Proceeds, Series 2021 Bond (Fund 4019, project number 70194). GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory requirements. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board approval. -SAA RECOMMENDATION(S): That the Board, in both its capacities as the governing board of Collier County and the governing board of the Collier County Water-Sewer District: 1. Approve and authorize the Chairman to execute the documents necessary for the conveyance of the utility facilities, including the attached Statutory Deed. 2. Direct the County Manager or designee to proceed to follow all appropriate closing procedures and to record the aforementioned documents in the Public Records of Collier County, Florida. 3. Accept the deed to support current and future public utility infrastructure and operations needed to serve the property and the community.
