HAPB Minutes 04/17/2026 (Draft)March 20, 2026 Page 1 MINUTES OF THE COLLIER COUNTY HISTORICAL ARCHAEOLOGICAL PRESERVATION BOARD MEETING Naples, Florida – April 17, 2026 LET IT BE REMEMBERED that the Collier County Historical Archaeological Preservation Board met in REGULAR SESSION on Friday, April 17, 2026, commencing at 9:30 a.m., in Conference Room 609, Growth Management Community Development, 2800 N. Horseshoe Dr., Naples, Florida 34104. The following members were present: Chairman Zachary Burch, Cindy Carroll Barry O’Brien Janice O’Connell John Telischack ALSO PRESENT: Ray Bellis, Zoning Manager for Collier County 1. CALL TO ORDER - HISTORICAL ARCHAEOLOGICAL PRESERVATION BOARD MEETING PRESIDING March 20, 2026 Page 2 Chair Zachary Burch called the meeting to order at 9:30 a.m. 2. ADDENDA TO THE AGENDA The Chair called the roll. Present were: Cindy Carroll, John Telischack, Zachary Burch, Barry O’Brien, and Janice O’Connell. A quorum was present. 3. APPROVAL OF THE AGENDA There were no addenda to the agenda. 4. APPROVAL OF MINUTES: FEBRUARY 20, 2026 No minutes were available for approval. They will be considered at the next meeting. The Chair welcomed new board member John Telischack, who was unanimously approved by the Board at the prior meeting and appointed by the County Commission. John Telischack introduced himself as Director of Museums and Collections at the Naples Historical Society, with twenty years of experience in museums and history, and expressed his enthusiasm for serving on the Board and contributing to the preservation of Collier County’s historic and archaeological resources. 5. OLD BUSINESS A. Historical Guidebooks discussion Staff provided updates on efforts to coordinate with Tourist Development for funding to reorder the historic guidebooks. Correspondence from Michelle Pierre of Specialty Markets indicated that funding for 10,000 copies (as done previously) is no longer available, so a lesser quantity will be ordered. The Board will proceed through the bidding process to determine the lowest bidder. Discussion was held on updating the content of the guidebooks prior to reprinting, including any corrections, updates to existing facilities, and additions of new facilities. It was agreed to divide the county into areas and have local experts (such as the Everglades City Historical Society, Marco Island Historical Society, and others) review sections within their jurisdictions. Laura Burke has begun research in the Everglades City area, and Patty Huff (former HAPB member) is volunteering to assist and coordinate with her. John Telischack noted familiarity with the guidebooks from prior distribution at the college and confirmed the Naples Historical Society’s interest in continued distribution. Ray Bell noted the recommendation from Patty Huff to ensure all inaccuracies in the previous edition are corrected. The Board agreed this collaborative approach with local historical societies is appropriate. B. Site Visit discussion The Board discussed conducting a site visit as part of its periodic practice of meeting at historic locations (two to three times per year) to March 20, 2026 Page 3 highlight and educate about Collier County’s historic sites. Past visits included Roberts Ranch, Goodland, Marco Island, and the Doctor’s House. Following discussion, it was determined that the next meeting (regularly scheduled for the third Friday of the month) will include a site visit to the Naples Train Depot on May 15, 2026, at the standard time of 9:30 a.m. Staff will coordinate with museum staff regarding meeting facilities, minute-taking capabilities, and a guided tour/introduction to the recently renovated facility and recent work performed there. Interim Museum Director Tanya Williams and her assistant Danielle Sanchez may attend. The visit will be kept at the normal 9:30 a.m. start time given the proximity to the usual meeting location. Staff will confirm details and advise the Board of any needed adjustments closer to the date. Future site visits (post-May) were noted for discussion at the May meeting, with a preference for air-conditioned locations during summer months. 6. NEW BUSSINES A. Site Visit The Board discussed scheduling a site visit. It was decided to hold the May meeting at the Naples Depot Museum (railroad/train depot) on May 15, 2026, at 9:30 a.m. This will allow the Board to tour the completed facility, view progress on the Black History baggage car project (if still under construction), and utilize indoor space (tavern car or back gallery) for the meeting while the museum is open to the public. The April 17, 2026 meeting will remain in Conference Room 609. Ray Bellis will coordinate directly with Lisa Marciano, Museum Manager. 7. REVIEW OF PROJECT AND ACTIVITY LOG There was no new business. 8. PUBLIC COMMENTS There were no updates to the Project and Activity Log, including no updates regarding Rosemary Cemetery. 9. HAPB COMMENTS Board members welcomed John Telischack and expressed appreciation for his willingness to serve and for his museum and history expertise. The Chair noted that an electronic version of the history guide is available on the Collier County website under historic preservation. Members were reminded to calendar the May 15, 2026 meeting at the Naples Train Depot. 10. ADJOURNMENT Motion to adjourn was made by Janice O’Connell and seconded by Cindy Carroll. The motion passed unanimously.
