Hasse Jr. Community Park 3390 Golden Gate Blvd W., Naples, Florida 34117 Wednesday, March 25, 2026 – 6:00 p.m. to 8:00 p.m. LET IT BE REMEMBERED, that the Collier County Rural Golden Gate Estates Restudy Advisory Committee, in and for the County of Collier, Florida, having conducted business herein, met in Regular Session at the Max A. Hasse Jr. Community Park, 3390 Golden Gate Blvd W., Naples, Florida 34117, on Wednesday, March 25, 2026, at 6:00 p.m., with the following members present: Committee Members Present CHAIR: Mark Teaters, Sr. VICE CHAIR: Robert Raines Kimberly Ellis Bruce Hamels Michael Ramsey Douglas Rankin (Alt) Aaron Zweifel (Alt) Also Present: Michele Mosca – Planner III, Staff Liaison Michael Bosi, Director, Planning and Zoning Division, GMCD Jaime Cook- Director, Development Review, GMCD James Sabo- Planning Manager, Comprehensive Planning, GMCD Cpl. Pledge of Allegiance Chair Mark Teaters, Sr. called the meeting to order and led the Pledge of Allegiance. 2. Roll Call Roll call was conducted and all committee members were present. Approval of Agenda Motion: A motion to approve the agenda was made by Vice Chair Robert Raines. Second: The motion was seconded by Kimberly Ellis. Vote: The motion passed unanimously. 3. Approval of Previous Minutes – February 25th, 2026 minutes • Minutes were not yet available will be reviewed at the next meeting. 5. Old Business • None 6. New Business A. Home Based Businesses Chair Mark Teaters shared history of Home Based Business law creation in the State of Florida. County Law has to match State Law and can’t exceed state set guidelines. Mark stated residents of Golden Gate Estates are more affected than any other area in Collier County. The Chairman reviewed the process for public speakers to share their concerns at the meeting. Michelle Mosca shared alternative ways for the public to share concerns, including through the website address provided or emailing her directly Eric Johnson-Planning Manager, Land Development Code, GMCD, provided the following summary of information regarding home-based businesses. • Affects any area zoned residential • Occupancy rules for businesses are full time occupants of the home plus up to two employees onsite • Commercial vehicles are allowed but not greater than normally expected in a residential area Page 3 • Employees and customers must be lawfully parked at all times • Outdoor storage of commercial vehicles must not be visible from the street or neighboring yards • Allows for receiving of goods and materials to property • Exterior modifications must conform with residential character of neighborhood. • LDC Amendment (PL20250004659) has been through 4 hearings and was reviewed at the DSAC-LDR Subcommittee meeting on 1/20/26 and DSAC Committee meeting on 3/4/26. An amendment was approved by both committees with added stipulations added for hours of operation, provide a definition of “commercial vehicle,” and require compliance with the County’s Noise Ordinance. Committee Discussions and Staff Responses: Kimberly Ellis- Shared concerns on why we are discussing if we can’t change this. Douglas Rankin- Questioned if he can have 3 dozen employees show up at his home in the morning and pick up the commercial vehicles from my property to go do jobs. Eric Johnson (staff) - This is a Florida Statute. We have to comply. Occupancy is current residents of the home plus two. Primary function of the dwelling has to remain residential with the business being secondary use. Mike Bosi (staff) - Based on my interpretation of the code you would not be allowed to have 20 vehicles on the property or have 20 employees show up to drive those vehicles. It would be in violation of the regulations. Douglas Rankin- It needs to be written into code. Mike Bosi (staff) - That could be a recommendation of this committee. Bruce Hamels- Shared concerns with the definition of all of the terms being loosely defined. Open to interpretation. Robert Raines- Shared concerns about having so much information to review and only having 1 meeting to discuss. Mike Ramsey made a motion to extend this discussion into additional meetings. Motion Seconded- Robert Raines Motion passed unanimously A second motion was made by Kimberly Ellis to further define commercial vehicles and definition of onsite employee and designated parking space. Page 4 Motion Seconded- Bruce Hamels Mike Ramsey- Suggested a modification of the motion to define all the terms and to look at what other counties have done when implementing this. Kimberly Ellis- Accepted the modification. Motion passed unanimously 7. Committee Member Comments • No additional committee member comments 8. Public Comments The Chair explained public comment procedures: Speakers must submit a speaker form, comments are limited to three minutes, and speakers must be residents of Golden Gate Estates. The following concerns were noted during public comments: Lauren Melo- State Representative. Had a home-based business with 5 large trucks and never had one code violation. Reminded the committee this statute was added during the Covid shut down and was intended for smaller mom and pop businesses. Hairdressers, nail technicians etc. In suburban and urban areas. When you drove by the home operating a business that you would never know. Public speaker (name)- Shared concerns of commercial business driving multiple dump trucks up and down residential streets. Damage to roads, yards and property. Public speaker (name)- Shared concerns that residential streets are not designed for the amount of commercial traffic in our neighborhoods. Bill Mares- Shared personal experience with Landscaping Company storing Trucks/Trailers outside on their property. Employees showing up for work at 5:49am, starting vehicles and allowing them to run. Create noise outside of allowed hours. Shared pictures and videos from slide show. Tim Maloney- Shared concerns of this law being passed 6 months ago with no changes. Doesn’t really address home based business or illegal commercial activity in a residential zone. That the ordinance doesn’t stop this from happening. Suggested Collier County to research what other counties have done to implement this to see what works. Page 5 Lauren Osborne- Shared concerns on fencing restrictions. How strict will the county be on the visibility of commercial equipment. Jerry Philpot- Has lived in the Estates for 29 years. Zoning wont help. Asked why Golden Gate Estates can’t be zoned residential. Shared concerns that this wouldn’t happen in the City of Naples. William Lecuyer - Resident since 1997. Bought property in the estates for the quiet rural nature. Has no problem with home based businesses but not companies that have Track Hoe, Low boys with 30 trucks. William Saladino- Resident since 1988. Not a business owner, Asked about additional station for First Responders and asked when the Desoto/Golden Gate Blvd extension will be ready to go. Alex Garland- Lived in the Estates his entire life. Concerned about companies bringing 20 trucks, 30 employees and turning their residential property into commercial. Concerned about damage to the roads, diminished property values and the safety of the children in the neighborhoods. Has spent hours calling code enforcement and they do nothing about it. Not enforcing laws as they are. Edward Deeson - Called Code enforcement because a business had 3 tractor trailers and nothing was done, but he received a code violation for a tire that was left outside. Suggested increasing fines. Noted police sit and wait for residents to pull them over but doing nothing about the tractor trailers. Scott Marcotte- Resident of the Estates for 20 years. Reference home-based business being around for 25 years but with no customers coming/going and no heavy equipment. Code enforcement isn’t doing their job. Selective enforcement and stated these things would never be allowed in Pelican Bay. Maya Taber- Referenced changed in the Estates over the last 10 years. Bright lights, Loud traffic, no rules and regulations. Constantly woken up at 4am and noise continues until after 10am. Darren Wilson- Concerns on lack of enforcement. Need to add to code. Residents needs to voice their concerns. Suggests creation of a Multi Level Task force with Code enforcement/police. Page 6 Tony Migliazzo - Resident for 50 plus years. Shared concerns of illegal dumping of chemicals again Environmental regulations. Asked committee to add language for dumping garbage. Jim Flannigan- Estates is zoned agricultural. Wants to keep things they way they are. Not allow it to become commercial. But also not trip over rights of homeowners. Kathleen Lewis- Has a home based business. Shared concerns of employees coming to work at the business adding to the traffic congestion and the parking regulations. Pat Mitchell- Has worked for the school district for 36 years. Concerned for the safety of the children waiting on the corners for the buses in the morning. Buddy Smith- Area is changing from rural to urban. Semis and dump trucks everywhere and all over the roads. Noise/Gunfire/Dump trucks there is no peace. Ordinance needs more definition. 9. Next Meeting Date The next Committee meeting is scheduled for April 22, 2026, at 6:00 p.m. at the Max A. Hasse Jr. Community Park. 10. Adjournment The Committee thanked those attending and recommended they continue to attend the meetings to provide input on the issues.
