OF COLLIER COUNTY,FLORIDA,AS THE GOVERNING BODY
OF COLLIER COUNTY AND EX OFFICIO THE GOVERNING
BOARD OF THE COLLIER COUNTY WATER SEWER
DISTRICT, REPEALING AND REPLACING SCHEDULES ONE,
TWO, THREE, FOUR AND FIVE OF APPENDIX A TO SECTION
FOUR OF COLLIER COUNTY ORDINANCE NO. 2001-73, AS
AMENDED, TITLED THE COLLIER COUNTY WATER-SEWER
DISTRICT UNIFORM BILLING, OPERATING AND
REGULATORY STANDARDS ORDINANCE; AMENDING
PROPOSED RATES FOR WATER, WASTEWATER, IRRIGATION
QUALITY WATER, WHOLESALE POTABLE WATER AND
MISCELLANEOUS SERVICES; WITH EFFECTIVE DATES OF
OCTOBER 1, 2026, OCTOBER 1, 2027, OCTOBER 1, 2028.
WHEREAS, Collier County uses water and sewer user rates to recover system
operation,maintenance,renewal,enhancement, replacement and debt service costs from system
users within the boundaries of the Collier County Water-Sewer District(the "District");and
WHEREAS, on December 12, 2023, the District approved Resolution No. 2023-
227 establishing a scheduled adjustment to the District's user rates to maintain alignment
with increasing commodity and operation costs based upon the recommendation of the
County's retained expert, Raftelis Financial Consultants, Inc.; and
WHEREAS, examples of the inflationary increases impacting the District's operations
include the following: (1) electricity increased by 15 percent and is anticipated to increase
another 10.1 percent in FY 23,(2)chemicals necessary to produce water, treat wastewater, and
treat irrigation quality water have increased between 10 percent and 150 percent, (3) critical
utility-related meters, parts and devices have increased up to 25 percent, (4)the costs for labor
and service-related repairs have increased by 20 percent, and(5)essential operating equipment
costs have had costs increases in excess of 100 percent; and
WHEREAS, County staff retained Raftelis Financial Consultants, Inc. (the
"Consultant") to review the existing water user rates and to recommend appropriate changes to
those rates, the Consultant has recommended an increase of 4.5 percent to potable water rates,
6.5 percent to wastewater rates and 9.5 percent to Irrigation Quality water rates effective October
1,2026;an increase of 4.5 percent to potable water rates,6.5 percent to wastewater rates and 9.5
percent to Irrigation Quality Water rates effective October 1,2027;and an increase of 4.5 percent
to potable water rates,5.0 percent to wastewater rates and 9.5 percent to Irrigation Quality Water
Rates effective October 1, 2028; and

WHEREAS, staff also recommends changes to Schedule Three for meter tapping
charges and cross connection control devices to reflect the actual contracted material costs of
meters and backflows in effect on October 1, 2026; and changes to Schedule Four to reflect
actual labor rates for certain classes of staff effective with those implemented in pay period 3 of
fiscal 2026;and changes to Schedule Five to the Temporary Meter Deposit to reflect the actual
material cost of those devices in effect as of October 1,2026; and
WHEREAS,the Board of County Commissioners finds that it is in the best interest of
the health, safety, and welfare of the District's users to accept staff's recommendation to
implement the Consultant's recommendation as a proposed user rate increase to the existing
rates.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, AS THE GOVERNING
BODY OF COLLIER COUNTY AND EX OFFICIO THE GOVERNING BOARD OF
THE COLLIER COUNTY WATER SEWER DISTRICT,that:
The Board of County Commissioners,after an advertised public hearing:
1. Accepts the Consultant's recommendation for updated District-wide Water and
Wastewater rates, Irrigation Quality Water rates, and Wholesale Water rates. Accordingly, the
Board hereby approves the attached Schedules One and Two to Appendix A of Ordinance No.
2001-73, as amended, titled the Collier County Water-Sewer District Uniform Billing,
Operating and Regulatory Standards Ordinance. The revised rates on the attached Schedules
One and Two will take effect at 12:01 a.m. on October 1, 2026, October 1, 2027 and October
1,2028 until revised.
2. Accepts staffs recommendation for updates to Schedules Three, Four and Five to
Appendix A of Ordinance No. 2001-173, as amended, titled the Collier County Water-Sewer
District Uniform Billing, Operating and Regulatory Standards Ordinance. The revised rates on
the attached Schedules Three, Four and Five will take effect at 12:01 a.m. on October 1, 2026
until repealed and revised.
THIS RESOLUTION ADOPTED after motion, second, and majority vote favoring
adoption this lOtkday of March, 2026.

All persons wishing to speak on any agenda item must register with the County Manager prior to presentation of the
agenda item to be addressed.Individual speakers will be limited to 3 minutes on any item.The selection of an individual
to speak on behalf of an organization or group is encouraged.If recognized by the Chairman,a spokesperson for a group
or organization may be allotted 10 minutes to speak on an item. Written materials intended to be considered by the

WHEREAS, Collier County uses water and sewer user rates to recover system
operation,maintenance,renewal,enhancement, replacement and debt service costs from system
users within the boundaries of the Collier County Water-Sewer District(the"District");and
WHEREAS, on December 12, 2023, the District approved Resolution No. 2023-
227 establishing a scheduled adjustment to the District's user rates to maintain alignment
with increasing commodity and operation costs based upon the recommendation of the
County's retained expert, Raftelis Financial Consultants, Inc.; and
WHEREAS, examples of the inflationary increases impacting the District's operations
include the following: (1) electricity increased by 15 percent and is anticipated to increase
another 10.1 percent in FY 23,(2)chemicals necessary to produce water,treat wastewater, and
treat irrigation quality water have increased between 10 percent and 150 percent, (3) critical
( utility-related meters, parts and devices have increased up to 25 percent, (4)the costs for labor
and service-related repairs have increased by 20 percent, and(5)essential operating equipment
costs have had costs increases in excess of 100 percent;and
WHEREAS, County staff retained Raftelis Financial Consultants, Inc. (the
"Consultant")to review the existing water user rates and to recommend appropriate changes to
those rates, the Consultant has recommended an increase of 4.5 percent to potable water rates,
6.5 percent to wastewater rates and 9.5 percent to Irrigation Quality water rates effective October
1,2026;an increase of 4.5 percent to potable water rates,6.5 percent to wastewater rates and 9.5
percent to Irrigation Quality Water rates effective October 1,2027;and an increase of 4.5 percent
to potable water rates,5.0 percent to wastewater rates and 9.5 percent to Irrigation Quality Water
Rates effective October 1, 2028; and

WHEREAS, staff also recommends changes to Schedule Three for meter tapping
charges and cross connection control devices to reflect the actual contracted material costs of
meters and backflows in effect on October 1, 2026; and changes to Schedule Four to reflect
actual labor rates for certain classes of staff effective with those implemented in pay period 3 of
fiscal 2026; and changes to Schedule Five to the Temporary Meter Deposit to reflect the actual
material cost of those devices in effect as of October 1,2026; and
WHEREAS,the Board of County Commissioners finds that it is in the best interest of
the health, safety, and welfare of the District's users to accept staff's recommendation to
implement the Consultant's recommendation as a proposed user rate increase to the existing
rates.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, AS THE GOVERNING
BODY OF COLLIER COUNTY AND EX OFFICIO THE GOVERNING BOARD OF
THE COLLIER COUNTY WATER SEWER DISTRICT,that:
The Board of County Commissioners,after an advertised public hearing:
1. Accepts the Consultant's recommendation for updated District-wide Water and
Wastewater rates, Irrigation Quality Water rates, and Wholesale Water rates. Accordingly, the
Board hereby approves the attached Schedules One and Two to Appendix A of Ordinance No.
2001-73, as amended, titled the Collier County Water-Sewer District Uniform Billing,
Operating and Regulatory Standards Ordinance. The revised rates on the attached Schedules
One and Two will take effect at 12:01 a.m. on October 1, 2026, October 1, 2027 and October
1,2028 until revised.
2. Accepts staff's recommendation for updates to Schedules Three, Four and Five to
Appendix A of Ordinance No. 2001-173, as amended, titled the Collier County Water-Sewer
District Uniform Billing, Operating and Regulatory Standards Ordinance. The revised rates on
the attached Schedules Three, Four and Five will take effect at 12:01 a.m. on October 1, 2026
until repealed and revised.
THIS RESOLUTION ADOPTED after motion, second, and majority vote favoring
adoption this_ day of March,2026.

Notice is hereby given that a public hearing will be held by the Collier County Board of County Commissioners
commencing at 9:00 a.m. on March 10, 2026, in the Board of County Commissioners meeting room, Third floor,
Collier Government Center,3299 East Tamiami Trail,Naples,FL,to consider:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA, AS THE GOVERNING BODY OF COLLIER COUNTY AND
EX OFFICIO THE GOVERNING BOARD OF THE COLLIER COUNTY WATER
SEWER DISTRICT, REPEALING AND• REPLACING SCHEDULES ONE, TWO,
THREE, FOUR AND FIVE OF APPENDIX A TO SECTION FOUR OF COLLIER
COUNTY ORDINANCE NO. 2001-73, AS AMENDED, TITLED THE COLLIER
COUNTY WATER-SEWER DISTRICT UNIFORM BILLING, OPERATING AND
REGULATORY STANDARDS ORDINANCE; AMENDING PROPOSED RATES FOR
WATER, WASTEWATER, IRRIGATION QUALITY WATER, WHOLESALE POTABLE
WATER AND MISCELLANEOUS SERVICES; WITH EFFECTIVE DATES OF
OCTOBER 1,2026, OCTOBER 1, 2027, OCTOBER 1,2028.
A copy of the proposed Resolution is on file with the Clerk to the Board and is available for inspection.All interested
parties are invited to attend and be heard.
All persons wishing to speak on any agenda item must register with the County Manager prior to presentation of the
agenda item to be addressed.Individual speakers will be limited to 3 minutes on any item.The selection of an individual
to speak on behalf of an organization or group is encouraged.If recognized by the Chairman,a spokesperson for a group
or organization may be allotted 10 minutes to speak on an item. Written materials intended to be considered by the
Board shall be submitted to the appropriate County staff a minimum of 7 days prior to the public hearing.All materials
used in presentations before the Board will become a permanent part of the record.
As part of an ongoing initiative to encourage public involvement,the public will have the opportunity to provide public
comments remotely, as well as in person, during this proceeding. Individuals who would like to participate remotely
should register through the link provided within the specific event/meeting entry on the Calendar of Events on the
County website at www.collier.gov/Calendar-Events-directory after the agenda is posted on the County website.
Registration should be done in advance of the public meeting or any deadline specified within the public meeting notice.
