Agenda 03/10/2026 Item #17B (Resolution - amending Schedules One, Two, Three, Four, and Five of Appendix A to Section Four of Collier County Ordinance No. 2001-73)3/10/2026 Item # 17.13 ID# 2026-510 Executive Summary Recommendation that the Board of County Commissioners, as the ex officio Governing Board of the Collier County Water -Sewer District, adopt a Resolution amending Schedules One, Two, Three, Four, and Five of Appendix A to Section Four of Collier County Ordinance No. 2001-73, as amended, titled the Collier County Water -Sewer District Uniform Billing, Operating, and Regulatory Standards Ordinance, amending proposed rates for water, wastewater, irrigation quality water, wholesale potable water, and miscellaneous service charges with effective dates of October 1, 2026, October 1, 2027, and October 1, 2028, and authorize the Chair to sign the attached Resolution. OBJECTIVE: The public purpose is to ensure the Collier County Water -Sewer District ("CCWSD") maintains sufficient revenue to support system -wide operations, maintenance, and repair; fund necessary capital improvement projects to rehabilitate, replace, and upgrade aging infrastructure consistent with the County's asset preservation strategy; and meet all debt service obligations and rate covenants required by bond resolutions and the Special Act of the Florida Legislature (Chapter 2003-353). This action updates water, wastewater, irrigation quality (IQ) water, wholesale potable water, and miscellaneous service rates and fees to maintain the CCWSD's financial stability and long-term sustainability. CONSIDERATIONS: On February 24, 2026 (Agenda Item 11.A), the Board, acting as the ex officio Governing Board of the District, accepted the comprehensive User Rate and Fee Study and directed the County Manager or designee to advertise a resolution amending the rate schedules. The attached resolution and revised rate schedules reflect the consultant's recommendations and the Board's policy direction. Pursuant to Section 6(3) of the Special Act establishing the CCWSD, notice of the required public hearing was published on February 27, 2026, setting forth the proposed amendments for Board consideration at the March 10, 2026 meeting. This item is consistent with the Collier County strategic plan objective to safeguard rate payer money by promoting fiscal stewardship and sound budget oversight. FISCAL IMPACT: The Fiscal Year 2026 revenue budget was developed using the rates previously approved by the Board per Resolution 2023-227. The updated rates recommended in the User Fee Rate Study and incorporated into this Resolution are projected to generate estimated incremental Water revenue of $5 million, Wastewater revenue of $8.4 million, and IQ revenue of $ 0.8 million in Fiscal Year 2027 within the CCWSD Operating Fund (4008). Miscellaneous service charges generate approximately $3.5 million annually, representing about one percent of total CCWSD revenue. GROWTH MANAGEMENT IMPACT: This action meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. —SRT RECOMMENDATION(S): That the Board of County Commissioners, as the ex officio Governing Board of the Collier County Water -Sewer District, adopt a Resolution amending Schedules One, Two, Three, Four, and Five of Appendix A to Section Four of Collier County Ordinance No.
