Executive Summary
Recommendation to appoint four members to the County Government Productivity Committee.
OBJECTIVE: To appoint four members to the County Government Productivity Committee, each to two-year terms
expiring on March 9, 2028.
CONSIDERATIONS: This committee reviews the efficiency of departments and divisions of county government under
the jurisdiction of the Board of County Commissioners, in order to assure taxpayers that tax dollars are being used
appropriately and that waste of tax dollars is avoided. The committee annually reports its findings and
recommendations to the BCC. The committee is composed of eleven members: one member from each of the
Commission Districts, and six members at-large. Candidates for the District seats must be nominated by the
Commissioner of the District in which they reside; at-large candidates may be nominated by any Commissioner. Initial
terms of office of district members were for two years; initial terms of office for members at-large were for one year.
Thereafter, all terms are two years. A list of the current membership is included in the backup.
There are seven vacant seats on this board. One for a District 5 representative and six at-large seats. The vacancies were
advertised, and the following applications were received.

COMMITTEE RECOMMENDATION: At its meeting on February 19th, 2026, the County Government Productivity
Committee unanimously voted to reappoint Mr. Calamari and Mr. Hamels to their respective seats on the Committee
and to appoint Mr. Silberg and Mr. Anderson to open at-large seats. Each to a 2-year term to expire on March 9, 2028.
The recommendation email is included in the backup. The remaining vacancies for a District 5 representative and two
at-large seats will continue to be advertised.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RECOMMENDATION(S): That the Board of County Commissioners adopts the Committee Recommendation and
authorizes the Chair to execute the attached resolution confirming the appointments.

County Government Productivity Committee
This committee reviews the efficiency of departments and divisions of county government under
the jurisdiction of the Board of County Commissioners, in order to assure taxpayers that tax
dollars are being used appropriately and that waste of tax dollars is avoided. The committee
annually reports its findings and recommendations to the BCC. The committee is composed of
eleven members: one member from each of the five Commission districts, and six members at-
large. Candidates for the district seats must be nominated by the Commissioner of the district
they reside in; at-large candidates may be nominated by any Commissioner. Terms of office are
two years.
This committee was created on January 20, 1991 by Ord. No. 91-10 (amended by Ord. Nos. 93-
13, 96-10, 2001-37, 2006-38). The committee was dissolved on 11/12/13 by Ord. No. 13-62, and
re-established on 12/12/17 by Ord. No. 17-53 (amended by Ord. No. 18-10). The committee was
again dissolved and re-established on 1/12/21 by Ord. No. 21-02. Membership was increased to
eleven members by Ord. No. 21-16. Quorum was reduced to four members by Ord. No. 22-10.

RESOLUTION NO. 2026 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING JAMES CALAMARI
AND BRUCE HAMELS AND APPOINTING DAVID SILBERG AND
JOSHUA ANDERSON TO THE COUNTY GOVERNMENT
PRODUCTIVITY COMMITTEE.
WHEREAS, on January 12, 2021, the Board of County Commissioners (Board) adopted
Ordinance No. 21-02 reestablishing the County Government Productivity Committee
(Committee), which was further amended by Ordinance No. 21-16; and
WHEREAS, the Committee shall consist of eleven members, with one member appointed
from each of the five commission districts and six members at-large, in accordance with the
qualifications described in Ordinance No. 21-02, as amended; and
WHEREAS, there are seven vacant seats on the Committee; and
WHEREAS, the Board previously provided public notice soliciting applications from
interested parties; and
WHEREAS, the Committee has made its nomination for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JAMES CALAMARI and
BRUCE HAMELS, are hereby reappointed to their respective seats on this committee and that
DAVID SILBERG and JOSHUA ANDERSON, both in the category of at-large representative,
are also hereby appointed to the County Government Productivity Committee, each to a two-year
term which shall expire on March 9, 2028.
