Executive Summary
Recommendation to appoint three members to the Domestic Animal Services Advisory Committee.
OBJECTIVE: To appoint three members to the Domestic Animal Services Advisory Committee, each to four-year
terms expiring on April 13, 2030.
CONSIDERATIONS: The Domestic Animal Services Advisory Committee was first established by Ordinance No.
2004-06, as amended, as the Animal Services Advisory Board. On September 23, 2025, the BCC adopted Ordinance
No. 2025-43, which reorganized the member criteria and role of the Committee. This seven -member board is to be
composed of. one member from each of the Commission districts and two members at -large. The purpose of the
Committee is to make recommendations to the County Manager on various Domestic Animal Services matters,
including operational review of the facilities, staffing, medical considerations, volunteer and behavior programs,
community outreach, fiscal review, accountability, and reporting. A list of the current membership is included in the
backup.
Ordinance No. 25-43 directs that the initial terms of office of the committee members shall be as follows: that three
district members shall be appointed for four years, and two district members shall be appointed for three years.
Thereafter, appointments and reappointments shall be for four-year terms.
There are three vacant seats on this Committee. A seat for a District 2 representative, a District 3 representative, and one

COMMITTEE RECOMMENDATION: The committee reviewed the above applications and voted unanimously to
appoint Rebecca Morris to the At -Large seat. The applicants for Districts 2 and 3 were individually reviewed and
recommended for appointment by the Commissioner of the District. Victoria Redstall was selected by Commissioner
Hall for the District 2 seat, and Jessica Orlando was selected by Commissioner Saunders for the District 3 seat. All three
appointments will be four-year terms expiring on April 13, 2030. A recommendation memo is included in the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.

Per Ordinance 2025-43, the Domestic Animal Services Advisory Committee (Committee) shall be
composed of seven members to be appointed by the Board of County Commissioners. Of these seven
members, there shall be one member from each of the five County Commission Districts, and two at -
large members. Committee candidates for the five County Commission District seats must be
nominated by the Commissioner of the District in which the candidate resides for both initial and
subsequent terms and receives a simple majority vote of the Board of County Commissioners (Board).
The two at -large members may be nominated by any Commissioner and must receive a simple
majority vote from the Board of County Commissioners for appointment or reappointment. Members
shall serve at the pleasure of the Board of County Commissioners.
1. Three members will serve a term of four years.
2. Two members will serve a term of three years.
Thereafter, each appointment shall be for a term of four years. All appointments shall be in
accordance with Collier County General Advisory Board's Ordinance No. 2001- 55, as it may be
amended or by its successor Ordinance. Existing terms were kept.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING VICTORIA REDSTALL,
JESSICA ORLANDO AND REBECCA MORRIS TO THE DOMESTIC
ANIMAL SERVICES ADVISORY COMMITTEE.
WHEREAS, on September 23, 2025, the Board of County Commissioners (Board) adopted
Ordinance No. 2025-43 establishing the Collier County Domestic Animal Services Advisory
Committee to assume the duties and responsibilities of the former Collier County Animal Services
Advisory Board, which was established by Resolution No. 2004-06, as amended, to make
recommendations to the County Manager on various Domestic Animal Services matters including,
operational review of the facilities, staffing, medical considerations, volunteer and behavior
programs, community outreach, fiscal review, accountability and reporting; and
WHEREAS, Ordinance No. 2025-43 provides that the Committee shall consist of seven
members, with one member appointed from each of the five commission districts and two members
at -large; and
WHEREAS, there are three vacant seats on this Advisory Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Board has made its nomination for appointment, in accordance with the
requirements stated in Ordinance No. 25-43.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that VICTORIA REDSTALL, as a
representative of District 2, JESSICA ORLANDO, as a representative of District 3 and REBECCA
MORRIS, in the category of at -large citizen, are hereby appointed to the Animal Services Advisory
Committee, each to serve a four-year term expiring on April 13, 2030.
