Agenda 03/10/2026 Item #16D 2 (Resolution authorizing the temporary closing of a portion of State Road 29)3/10/2026 Item # 16.D.2 ID# 2026-442 Executive Summary Recommendation to approve a Resolution authorizing the temporary closing of a portion of State Road 29 and determining that the closure is necessary for the Collier County Museums’ annual Immokalee Cattle Drive & Jamboree on March 28, 2026, to fulfill a Florida Department of Transportation (FDOT) temporary road closure permit application requirement, and to direct staff to provide a copy of the signed Resolution to FDOT in accordance with Florida Administrative Code section 14-65.0035. OBJECTIVE: To share Collier County’s rich agricultural heritage with the public through the re-creation of a cattle drive in Immokalee ending at Immokalee Pioneer Museum at Roberts Ranch. CONSIDERATIONS: The Florida Administration Code Section 14-65.0035, Temporary Closing of State Road for Special Events, requires the local governmental entity responsible for approving the closure to determine that a temporary closing of the road is necessary for the event and provide a certified copy of an excerpt from the minutes of a duly scheduled meeting, or duly executed resolution, of the local government entity authorizing the special event to permit the closure of a state road. Collier County Museums is hosting its annual Immokalee Cattle Drive & Jamboree on March 28, 2026 and seeks to temporarily close a portion of State Road 29 (also known as North 15th Street, West Main Street, and East Main Street, in Immokalee) for the event. The County’s Event Map and Maintenance of Traffic for Road Closure and Detour Route Plan shows the proposed closure and detours. This action supports the Strategic Focus Area of Quality of Place by furthering the objective to preserve and enhance the character of our community. FISCAL IMPACT: There is no fiscal impact associated with this action. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action. LEGAL CONSIDERATIONS: Florida Administrative Code Sec. 14-65.0035(1) (Temporary Closing of State Roads for Special Events) provides in relevant part as follows: “(a) A special event must be approved in writing by the appropriate local governmental entity before the temporary closure of a state road. (b) Prior to temporary closure of a state road for a special event, the local governmental entity responsible for approving the closure must determine whether a temporary closing of the road is necessary for the event and obtain prior written approval from the Department.… (d) The local governmental entity shall include the following with the request: (1) A certified copy of an excerpt from the minutes of a duly scheduled meeting, or duly executed resolution, of the local governmental entity authorizing the special event….” The attached resolution was drafted in furtherance of this rule, is approved as to form and legality and requires majority vote for approval. – CLD RECOMMENDATION(S): To approve a Resolution authorizing the temporary closing of a portion of State Road 29 and determining that the closure is necessary for the Collier County Museums’ annual Immokalee Cattle Drive & Jamboree on March 28, 2026, to fulfill a Florida Department of Transportation (FDOT) temporary road closure permit application requirement, and to direct staff to provide a copy of the signed Resolution to FDOT in accordance with Florida Administrative Code section 14-65.0035. WHEREAS, Collier County Museums is hosting its annual Immokalee Cattle Drive & Jamboree on March 28, 2026, and seeks to temporarily close and reroute traffic on a portion of State Road 29 (the County's Event Map and Maintenance of Traffic for Road Closure and Detour Route Plan are incorporated herein by reference and attached hereto as Exhibit "A"); and WHEREAS, prior to the temporary closure of a state road for a special event, pursuant to the Florida Administrative Code Rule 14-65.0035, the County must determine that a temporary closing of the road is necessary for the event and obtain written approval from the Florida Department of Transportation (FDOT); and WHEREAS, the County is required to send a copy of a duly executed resolution authorizing the special event to FDOT to obtain prior written approval. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY FLORIDA, that: 1. The Board of County Commissioners hereby authorizes the Collier County Museums' annual Cattle Drive & Jamboree on March 28,2026. 2. The Board of County Commissioners determines that the temporary closing of a portion of State Road 29 is necessary for the Collier County Museums to host its annual Cattle Drive & Jamboree on March 28,2026. 3. The Board of County Commissioners hereby directs County staff to provide a copy of this duly executed Resolution to FDOT to obtain prior written approval, in accordance with Florida Administrative Code Rule 14-65.0035.
