Executive Summary
Recommendation to approve and authorize the Chair to sign a Supplemental Agreement to the Local Agency Program
(LAP) with the Florida Department of Transportation (FDOT), increasing the number of vehicle count stations from ten
(10) to twenty-two (22); adopt a Resolution memorializing the Board’s action; and authorize all necessary Budget
Amendments, FPN 446254-1-98-01. (Project 33937, Fund 1841).
OBJECTIVE: To provide more data to help signal timing and traffic safety improvement through the purchase of 22
(twenty-two) vehicle count stations that will be installed along Collier County roadways.
CONSIDERATIONS: In 2019, Collier County Traffic Operations submitted an application to the Collier Metropolitan
Planning Organization (MPO) to replace vehicle count stations that have been in use for over twelve years and have
reached end-of-life. The project was included on the 2019 Congestion Management Project Priority list approved by the
MPO Board at the June 14, 2019, meeting. The project later appeared on the FDOT Work Program.
On March 11, 2025, the Board of County Commissioners (“Board”) passed a Resolution approving a Local Agency
Program Agreement with the State of Florida Department of Transportation for grant funding in the amount of
$311,562.00 to purchase ten (10) vehicle count stations. The purpose of the Supplemental Agreement is to include
twelve (12) additional vehicle count stations for a total of twenty-two (22) stations due to decreasing costs for each of
the existing vehicle count stations in the original agreement. This increase will provide more data to help signal timing
and traffic safety improvements.
The purpose of these count stations is to provide essential traffic data to support transportation management planning,
signal timing optimization, and traffic safety improvements.
This item is consistent with the Collier County Strategic Plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: Funding in the amount of $311,562.00 has been previously appropriated within the Transportation
Grant Fund (1841), Project 33937; the funding source is the Federal Highway Authority (FHWA), whereby these grant
dollars are passed through the FDOT via the LAP Agreement. A grant match is not required.
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element, specifically Section C – Perspectives, 4. Funding of Roadway Improvements, Section D –
Implementation Strategy, Objective 1: Policy 1.1, 1.2, 1.3; Objective 2 – Policy 2.1, 2.2; Objective 8 – Policy 8.1.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote of the Board
for approval. -CLD

The reason for this Supplemental #1 is to add the purchase of an additional 12 (twelve) vehicle count stations that will be
installed in Collier County due to decreasing costs for each of the existing vehicle count stations in the original
agreement. The additional locations are: Orange Blossom Or. east of Timberline Dr., Orange Blossom east of Airport,
Airport Rd north of Orange Blossom, SR 29 north of SR 82, SR 82 west of SR 29, Livingst6n Rd north of Meditera,
Livingston Rd north of Radlo Rd, Radao Rd east of Livingston Rd, Radio Rd west of Livingston Rd, lmmokalee Rd west of
Tamiami Trl, Collier Blvd (CR 951) north of Rattlesnake Hammock Rd (CR 364), and Coltier Btvd (CR 9S1) south of
Rattlesnake Hammock Rd (CR 864). As this is a Net Zero $ Dollar Supplement, there are no changes to Exhibit B.

WHEREAS, on March 11,2025, the Collier County Board of Commissioners ("Board")
approved a Local Agency Program Agreement (the "Agreemenf') with the State of lrlorida
Department of Transportation (FDOT), entered into and executed on April 22,2025, wherein
FDOT agreed to reimburse Collier County up to the sum of $3 I I ,562 for the purchase of ten ( l0)
vehicle count stations that will be installed along Collier County roadways; and
WHEREAS, FDOT is willing to enter into a Supplemental Agreement authorizing the
purchase of twelve ( I 2) additional vehicle count stations resulting in twenty-two (22) vehicle count
stations that will be installed along Collier County roadways (Contract No. G3867); and
WHEREAS, the Board finds that the Supplemental Agreement is in the public interest and
benefits the citizens of Collier County.
NOW. THEREFORE, BE IT RESOLVED BY THE BOARD OF COLTNTY
COMMISSIONERS OF COLLIER COUNTY. FLORIDA. that:
l. The Board of County' Commissioners approves and authorizes its Chairman to sign the
Supplemental Agreement pertaining to FPN 446254- I -98-0 I .
2. The Collier County Clerk is directed to forward a certified copy of this Resolution along
with the Agreement for execution by FDOT.
3. This Resolution shall take effect immediately upon adoption.
THIS RESOLUTION ADOPTED after motion, second, and majority vote favoring
same, this day of 2026.
