Executive Summary
Recommendation to review and approve the proposed Temporary Use (Special Event) Permit for the Country Jam
Concert proposed for the Paradise Coast Sports Complex on April 18, 2026, located at 3865 City Gate Blvd S., Naples,
FL 34117, in Section 35, Township 49 South, Range 26 East, Collier County, Florida. [PL20260000110]
OBJECTIVE: To provide the Board of County Commissioners (Board) with all relevant information regarding the
proposed Country Jam Concert to be held at the Paradise Coast Sports Complex, including the arrangements for
directing the amplified sound, and to establish a complete record for consideration to approve a Temporary Use (Special
Event) Permit application.
CONSIDERATIONS: The proposed Country Jam Concert Special Event Permit application requests approval for the
concert to be held at the Stadium on Saturday, April 18th, from 3:00 p.m. to 10:00 p.m., with the stage and speakers
aligned to the West to face the spectators in the Stadium seating. Per Board direction on May 28, 2024, Item 11B, staff
is working on a PUD amendment to address a PUD restriction related to stage and amplified sound direction. While the
PUD amendment is pending, staff is requesting approval of the stage and speaker's western alignment as part of the
Temporary Use (Special Event) Permit.
This event was reviewed and approved by the Board at the Monday, November 10, 2025 Board meeting and is being
presented for formal approval of the Temporary Use (Special Event) Permit.
The zoning in progress concept allows the Board flexibility to approve events, specify the allowed direction of sound,
and limit the days of the week and times of the events without violating the PUD.
The pending PUD amendment, once approved by the Board, will remove the limitation on the direction of sound and
allow staff to administratively approve special event permitting for concerts at the Paradise Coast Sports Complex.
The request supports the strategic plan by providing quality public amenities and recreational opportunities.
FISCAL IMPACT: Budgetary allocations have been provided for within the appropriate cost centers to provide for the
necessary staffing for the proposed concert to ensure the public health, safety and welfare are adequately attended.
GROWTH MANAGEMENT IMPACT: The item will have no impact upon the GMP, as the sports park uses and
intensities are consistent with Future Land Use Element Policy 5. 3 and the Future Land Use Map designations in which
the City Gate PUD is located.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board
action. (HFAC)
RECOMMENDATION(S): To review and approve a Temporary Use (Special Event) Permit for the proposed Country
Jam Concert on April 18, 2026, a special arrangement of the stage and western direction of the amplified sound to be
held at the Collier County Paradise Coast Sports Complex.
