Executive Summary
Recommendation to approve final acceptance of the potable water and sewer utility facilities for Azalea Park — Phase 1,
PL20250013301.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the Collier County
Water -Sewer District, approve final acceptance of the potable water and sewer facilities, in accordance with the Collier
County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1. The Developer of Azalea Park — Phase 1 constructed the potable water and sewer facilities within dedicated
easements to serve this private development (see attached location map). A Deed of Utility Easement was
offered for conveyance to the County, for the maintenance of existing County owned utilities, as described in
Official Records (O.R.) Book 6543, Page (PG) 373, of the Public Records of Collier County, Florida.
2. A final inspection to discover defects in materials and workmanship was conducted by staff on January 7, 2026,
in coordination with Public Utilities, and these facilities are satisfactory and acceptable.
3. Staff recommends final acceptance of the subject potable water and sewer utility facilities. The subject potable
water and sewer facilities are owned and maintained by the developer.
4. This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended.
5. Staff is unaware of any issues that would serve to negate the recommendation to release the project.
This item is consistent with the Collier County strategic plan objective to operate an efficient and customer -focused
permitting process.
FISCAL IMPACT: Review and inspection fees in the amount of $30,423.27 were paid under the original application,
SDPA PL20220002611, and deposited in Planning Fund (1014).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a majority vote for
Board approval. — SAA
