A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, AUTHORIZING AN EXEMPTION TO THE
COMPETITIVE PROCESS DESCRIBED IN THE COLLIER COUNTY
PROCUREMENT ORDINANCE NO. 2025-34FOR DOMESTIC ANIMAL
SERVICES TO PURCHASE VETERINARY MEDICATIONS,PREVENTATIVES,
AND VETERINARY MEDICAL SUPPLIES UP TO $1,500,000 IN
EXPENDITURES THROUGH FISCAL YEAR 2028.
WHEREAS, the Collier County Procurement Ordinance No. 2025-34, codifies and formalizes
Collier County's Procurement Policy to provide for fair and equitable treatment of all persons involved in
public purchasing by the County,to maximize the purchasing value of public funds in procurement,and to
provide safeguards for maintaining a procurement system of quality and integrity;and
WHEREAS, Section 12 of the Collier County Procurement Ordinance provides for several
categories of procurements which are eligible for exemptions to the competitive process; and
'WHEREAS, Section 12.2(v) of the Collier County Procurement Ordinance provides for the
following exemption to the competitive process:
"Where specified by general law, ordinance or Collier County Board of County
Commissioners policies, any purchase governed by explicit provisions of general law or
other Collier County ordinance or Collier County Board of County Commissioners policies
(resolution)unless the solicitation indicates the applicability of this Article,and this Article
shall apply only to the extent set out in the solicitation;"and
WHEREAS,the Domestic Animal Services Division("DAS")has requested an exemption from
the competitive process for up to One Million Five Hundred Thousand Dollars and Zero Cents
($1,500,000.00)through Fiscal Year 2028 to enable DAS to remain in compliance with the Collier County
Animal Control Ordinance and to continue purchasing life-saving veterinary medications and supplies;and
WHEREAS, the Board finds it necessary for these expenditures to be exempted from the
competitive process described in the Collier County Procurement Ordinance to allow for continued and
expanded veterinary service offerings at Domestic Animal Services; and
WHEREAS,the Board finds that providing essential veterinary care to the animals at DAS serves
a public purpose and is in the best interest of the County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA,that:
1. The recitals set forth above are incorporated herein.
2. The Collier County Board of County Commissioners hereby authorizes an exemption to the formal
competitive process for a maximum amount of$1,500,000.00 per fiscal year through Fiscal Year
2028 for veterinary medication and supplies for animals at DAS.
3. The County Manager or designee is hereby authorized to execute and submit all documents and
