Request
•This is the initial hearing (Transmittal Hearing) for a large-scale Growth Management Plan Amendment (GMPA) to establish the 227.09-acre Greenway Fritchey Residential Overlay, allowing for up to 1,299 residential dwelling units (overall density of 5.72 units per acre) of which 20 percent (260 dwelling units) will be reserved for individuals or families whose income is at or below 80% of the Collier County Area Median Income (AMI) (30-year commitment), and to allow for a reduction of the Rural Fringe Mixed Use District (GMP Policy 6.1.7) littoral planting requirement from 30% to10% of project’s lake or pond surface areas, provided the required littoral planting areas are aggregated into one or more into larger planting areas.•Assuming the BCC approves the proposed GMPA for “Transmittal” of the GMPA to the State of Florida Department of Commerce (Community Planning Division), and after the State review, the CCPC and BCC will hold an “Adoption” hearing with the RPUD as a companion item.

Rural Fringe Mixed-Use District
•Adopted in 2002.
•Rural Fringe Mixed-Use District (RFMUD) consists of approximately 77,000 acres located east of Collier Blvd.
•Areas designated as “Sending” are areas of higher quality habitat to direct growth away from, and areas designated “Receiving” are areas where development is more suitable.
•The subject property is designated Receiving.
•The GMP was recently amended to allow 12.2 units per acre in Receiving lands. The LDC table would allow a bonus of 6 units per acre. The implementing regulations have not been adopted yet.
•Our request is less than allowed under the current GMP and LDC.
