Executive Summary
Recommendation to appoint Robert Marsh and Sara Estrada to the Collier County Code Enforcement Board.
OBJECTIVE: To appoint to the Code Enforcement Board, Robert Marsh, to a three-year term expiring on February 14,
2029, and Sara Estrada to fill the remainder of a vacant term expiring February 14, 2028.
CONSIDERATIONS: This seven-member board, plus two alternates, was established pursuant to Chapter 162 of the
Florida Statutes by Ordinance No. 07-44, as amended, and is composed, whenever possible of individuals representing
the occupations of architect, business owner, engineer, general contractor, subcontractor and realtor, and who are
considered for appointment based on their experience or interest in the areas of the codes and ordinances to be enforced.
Members are required to file a Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms
are 3 years. This is a quasi-judicial board. A list of the current membership is included in the backup.
There are two vacant seats on this board for alternate members. The pending vacancies were advertised, and applications

STAFF RECOMMENDATION: As a quasi-judicial board, no committee recommendation is required. Staff
recommends that Robert Marsh be appointed to a three-year term expiring on February 14, 2029, and Sara Estrada be
appointed to fill the remainder of a vacant term expiring on February 14, 2028. A recommendation memo is included in
the backup.
FISCAL IMPACT: There is no fiscal impact associated with this action.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

RESOLUTION NO. 2026 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, APPOINTING ROBERT
MARSH AND SARA ESTRADA TO THE COLLIER COUNTY CODE
ENFORCEMENT BOARD.
WHEREAS, the Board of County Commissioners adopted Ordinance No. 07-44, as
amended, the Consolidated Code Enforcement Ordinance, which established the Collier County
Code Enforcement Board to hear and decide cases in which violations are alleged of any
provision of Collier County codes or ordinances; and
WHEREAS, Ordinance No. 07-44, as amended, provides that the Collier County Code
Enforcement Board shall consist of seven regular members and two alternate members; and
WHEREAS, there are two vacant seats on the Committee; and
WHEREAS, the Board previously provided public notice soliciting applications from
interested parties; and
WHEREAS, The Board has made its nomination for appointment, in accordance with the
requirements stated in Ordinance No. 21-02, as amended.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that ROBERT MARSH is hereby
appointed, as an alternate member, to a three-year term to expire February 14, 2029. And that
SARA ESTRADA is also hereby appointed as an alternate member, to finish the remainder of a
vacant term to expire February 14, 2028.
This Resolution adopted upon majority vote on this the 24th day of February 2026.
