OBJECTIVE: Staff requests that the Board authorize Collier County Emergency Management (“CCEM”) to donate one surplus propane-powered generator to the Guadalupe Center in Immokalee, Florida. This donation will enable the Guadalupe Center to power its disaster distribution warehouse during power outages, ensuring continuous delivery of essential community aid. CONSIDERATIONS: CCEM maintains a strong working relationship with the Guadalupe Center and the Immokalee Unmet Needs Coalition (“IUNC”) and coordinates with it during County emergencies to support the delivery of disaster- related aid to the community. The Guadalupe Center recently established a distribution warehouse for storing and staging goods for the Immokalee community and currently stores County disaster resources under an established Memorandum of Understanding. This arrangement ensures that disaster relief supplies are pre-positioned in Immokalee, reducing logistical challenges in delivering aid immediately following a storm. The donation of a propane-powered generator will strengthen this strategic relationship by ensuring power for the facility and continuity of disaster supply operations managed by the Guadalupe Center and IUNC. Florida Statute 274.05 defines surplus property as property that is obsolete or the continued use of which is uneconomical or inefficient, or which serves no useful function. The current propane-powered generator is considered surplus property by Emergency Management. Pursuant to Florida Statute 274.05, surplus property may be donated to a qualifying non-profit organization with tax- exempt status under IRS Section 501(c) whose principal mission is education. The Guadalupe Center is a 501(c)(3) non- profit organization whose principal mission is to break the cycle of poverty through education for children in Immokalee, meeting the statutory requirements for donation. Donation and Benefits: The donation of one propane-powered generator provides the following benefits to Collier County: • Frees County logistics and storage space previously required to house the unit. • Eliminates future County responsibility for storage, maintenance, and disposition of the generator. Conditions of Donation: The Guadalupe Center has agreed to accept the generator AS IS and assume full ownership and responsibility, including: • All costs related to installation, permitting, setup, fueling (propane tank), electrical connection, and long-term maintenance. • All liability and operational responsibility following transfer of ownership. County Support: Collier County Emergency Management will provide one-time logistical support to relocate the generator, which is currently stored at the Paradise Coast Sports Complex, to the Guadalupe Center using existing County equipment and staff resources. Develop and utilize partnerships to ensure that government facilities meet public expectations. The generator is no longer required for County operations and has been fully expensed under the originating program. The transfer does not require new expenditures or appropriations, and any incidental staff time or transportation involved will be absorbed within existing operational resources. Disposition of the asset will also eliminate future maintenance and storage responsibilities; however, no ongoing costs are currently budgeted for this equipment.
