Executive Summary
Recommendation to approve and authorize the Chair to execute a Landing Agreement between Collier County and NCH
Healthcare System, Inc. for the nonexclusive use of the ground helipad located at the NCH North Naples Hospital
campus.
OBJECTIVE: To approve a Landing Agreement between Collier County and NCH Healthcare System to allow
Medflight to use the helipad located at NCH North Naples Hospital for takeoff and landing for both hospital and non-
hospital patients requiring facilities for capabilities not available at NCH Healthcare facilities.
CONSIDERATIONS: On July 17, 2025, NCH advised Collier County EMS that their Risk and Insurance Departments
requested a formal agreement outlining terms and conditions for Collier County EMS use of the helipad for non-NCH
patients. This Agreement authorizes Collier County Medflight to use the helipad located at NCH North Naples for the
landing and takeoff of aircraft used in its air ambulance service. The helipad may be used for landing and takeoff for
both NCH and non-NCH patients requiring facilities or capabilities not available at NCH and when the hospital has
accepted referred patients.
The Agreement also allows Collier County’s mutual aid partners, acting on its behalf, access to the helipad if necessary.
Approval of the Agreement re-establishes a partnership for the delivery of pre-hospital emergency medical support,
enhancing the level of service countywide.
FISCAL IMPACT: There is no cost to the County to enter into this landing agreement with NCH Healthcare System,
Inc.
GROWTH MANAGEMENT IMPACT: This action has no impact on growth management.
LEGAL CONSIDERATIONS: This item has been reviewed and approved as to form and legality. A majority vote is
