Agenda 02/24/2026 Item #16B 3 (Lease Agreement between Collier County and Greater Naples Fire Rescue District)2/24/2026 Item # 16.B.3 ID# 2026-139 Executive Summary Recommendation to approve the Lease Agreement between Collier County and Greater Naples Fire Rescue District for the joint use of Station 74 located at 99 Desoto Boulevard South, Naples, Florida 34117 (Intersection of Golden Gate Boulevard East and Desoto Boulevard). OBJECTIVE: To approve a Lease Agreement (“Lease”) between Collier County (“County”) and the Greater Naples Fire Rescue District (“Fire District”) to facilitate the co-location of fire and emergency medical response services at Station 74 and to establish long-term operational responsibilities for the shared use of the County-owned facility. CONSIDERATIONS: Station 74 was planned and constructed to support the co-location of emergency response services. Over the course of facility planning and intergovernmental coordination, the County and the Fire District worked collaboratively to define operational needs, shared spaces, and long-term responsibilities to ensure efficient use of the facility and uninterrupted public safety services. The proposed Lease reflects those discussions and establishes clear roles and expectations for both parties. Notable Terms: 1. Location: 99 Desoto Boulevard South, Naples, Florida 2. Use: Co-location of fire and emergency medical services 3. Total Space Station 74: 1. Five (5) apparatus bays 2. Twelve (12) bunk rooms 3. Shared common areas include a kitchen, offices, dining area, day room, fitness area, and restrooms. 4. Leased Space to Fire District: 1. Two (2) apparatus bays 2. Four (4) bunk rooms 3. Shared use of common areas(kitchen, offices, dining, day room, fitness area, restrooms) 5. Fuel and Backup Power: 1. Fuel Tanks: The County will install and maintain fuel tanks and ensure regulatory compliance. Fuel usage will be tracked separately by each party, and the Fire District will be invoiced monthly for its fuel use based on the County’s actual cost. 2. Generators: The facility will include shared generators. The County will be responsible for inspections, regulatory compliance, and generator fuel costs. 6. Term: 1. Initial term of thirty (30) years beginning upon issuance of the first Certificate of Occupancy for Station 74. 2. Automatic annual renewals thereafter unless terminated. 7. Termination: Either party may terminate with ninety (90) days’ written notice. 8. Consideration: No rent; essential public safety services constitute sufficient consideration. 9. Operating Responsibilities: 1. The County is responsible for utilities, major building systems, restroom and custodial supplies. 2. The Fire District is responsible for maintaining its designated areas and for any damage resulting from its operations. 3. The County will repair or replace shared appliances and fitness equipment when financially practical; replacement costs will be allocated proportionally and billed quarterly. Equipment provided solely by the Fire District will remain the Fire District’s responsibility. 10. Signage: Both parties are authorized to display their respective entity names on facility signage, presented in a consistent and comparable size. 11. Insurance: Risk Management has reviewed and approved insurance requirements pertaining to this Lease. This item is consistent with the Collier County strategic plan objective to maintain a fully responsive, best-in-class emergency management capability. Facility operating costs are consistent with planned Station 74 operations. GROWTH MANAGEMENT IMPACT: This item is consistent with the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for approval. -SAA RECOMMENDATION(S): To approve the Lease Agreement between Collier County and Greater Naples Fire Rescue District for the joint use of Station 74 located at 99 Desoto Boulevard South, Naples, Florida 34117, and authorize the Chair to execute the extension on behalf of the County to allow continued operations.
