the Lifeguard Management Program Agreement at its regular meeting on February 26, 2026. If
approved, the District will execute the Agreement at that time, and the signature page will be
updated and included in the final, fully executed document.

Executive Summary
Recommendation to approve an Interlocal Agreement between the Board of County Commissioners and North Collier
Fire Control and Rescue District for the Lifeguard Management Program for lifeguard staffing and management at Big
Corkscrew Island Regional Park and North Collier Regional Park, Sun-N-Fun Lagoon.
OBJECTIVE: The purpose of this Interlocal Agreement is to establish a collaborative partnership between Collier
County and the North Collier Fire Control and Rescue District (the “District”) to enhance public safety and emergency
response capabilities through the implementation of a comprehensive Lifeguard Program. This program includes
lifeguard staffing and management at two County-operated Regional Parks—Big Corkscrew Island Regional Park and
North Collier Regional Park Sun-N-Fun Lagoon.
CONSIDERATIONS: This Interlocal Agreement between Collier County and the North Collier Fire Control and
Rescue District establishes a collaborative Lifeguard Program designed to enhance public safety and emergency
response capabilities at County-operated aquatic facilities. The program ensures continuous, qualified lifeguard
coverage at Big Corkscrew Island Regional Park and North Collier Regional Park Sun-N-Fun Lagoon.
The agreement enables the District to manage and staff the Lifeguard Program, leveraging its emergency medical
expertise to improve response times for water-related incidents—particularly those involving children. Lifeguards who
are also certified EMTs or paramedics will be strategically positioned to respond more rapidly to emergencies,
especially at high-traffic locations like North Collier Regional Park. In addition to enhancing public safety, the program
serves as a pipeline training tool for the District, offering a valuable recruitment and development opportunity for
individuals interested in pursuing careers in fire rescue and emergency services, including future enrollment in fire
academies.
The County will provide access to necessary facilities and compensate the District for services rendered. This
partnership promotes the efficient use of public resources through intergovernmental cooperation and aligns with the
statutory authority of both parties. It reflects a shared commitment to improving service delivery, enhancing recreational
safety, and maximizing public benefit for residents and visitors alike.
FISCAL IMPACT:
The compensation for the Lifeguard Program is available in 0001-156314 (NCRP Water Park) and 0001-156350
(Aquatics General Fund). The County shall compensate the District at a rate of $20.00 per hour per lifeguard in
accordance with the terms of the Agreement.
GROWTH MANAGEMENT IMPACT: This action has no Growth Management impact.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for approval. -
