Call to Order – Chairman Eric Johnson, Collier County Floodplain Management Planning Committee Collier County Water & Wastewater Authority, Friday, November 7, 2025 2. Approval of Agenda – Meeting of August 8, 2025 a. Mr. Johnson called the meeting to order and conducted roll call to establish quorum. Eight voting members were present, establishing quorum. b. No changes to the agenda order were proposed. c. The committee reviewed the minutes from the August 8, 2025, meeting. Amendments were proposed for spelling corrections: “Brzeski” under item 3.5 (spelled P A W E L, B R Z E S K I) and “Jibey” under member names. No further discussion. Motion to approve by Mr. Asthappan; Seconded by Mr. Dorta - Passed Unanimously 3. 2026 FMPC Draft Schedule Mr. Lang presented the proposed 2026 quarterly meeting schedule: February 6, May 1, August 7, and November 6, all on the first Friday of the quarter. He noted that additional meetings would be required for the Floodplain Management Plan (FMP) update based on consultant deliverables and requirements, potentially making 2026 a heavy year for the committee. He would aim to schedule FMP-related meetings around these dates. The resolution does not require a set number of meetings per year. Discussion included potential conflicts with holidays (e.g., February 6 near Super Bowl, but no issue noted) and flexibility for additional meetings. Mr. Vasey suggested ensuring the schedule aligns with FMP needs. Mr. Shea asked about virtual options; Mr. Lang confirmed hybrid capability but preferred in-person for FMP discussions. Moved to approved by Mr. Vasey; Seconded by Mr. Shea - Passed Unanimously 4. Membership A. City of Marco Island Membership Mr. Lang introduced Malik Hall, Floodplain Coordinator, City of Marco Island, was NOT present and William Lang informed the committee of his excused absence and requested vote for him to be added to the committee to represent the City of Marco Island. Motion to approve by Dennis Vasey; Seconded by Robert Dorta – Passed Unanimously B. Additionally, William Lang informed the committee that Dan Summers, Director, Collier County Emergency Management (now former Director, as of November 14, 2025), would no longer be a member of the committee due to retirement. C. Mr. Lang informed the committee that he would be meeting with the Interim Director, Michael Shaw to discuss identifying a new primary member to represent Collier County Emergency Management. 5. Repetitive Loss Area Analysis (RLAA) WSP Deliverable Update November 7, 2025 3 Mr. Lang reported that the RLAA was approved via the Board of County Commissioners (BCC) Consent Agenda on October 14, 2025, as item 16(A)(15). The RLAA is crucial for the FMP update. No discussion. 6. 2025-2026 Floodplain Management Plan (FMP) Update Status Mr. Lang reported that staff is working with Collier County Procurement to finalize the proposal from WSP, the consultant, with a proposed budget of $87,860. Tasks outlined: i. Kickoff Meeting (1st FMPC Meeting) ii. Involve the Public (1st Public Meeting) iii. Vulnerability Assessment (2nd FMPC Meeting) iv. Capability Assessment and Mitigation Strategies (3rd FMPC Meeting) v. Final Plan (4th FMPC Meeting AND 2nd Public Meeting) vi. ISO Review (No Meetings) vii. Adoption (No Meetings for FMPC or public) – BCC Approval & Adoption Discussion on schedule: Mr. Lang proposed aligning with the 2026 quarterly dates but suggested accelerating, if possible, potentially starting kickoff in January 2026. Mr. Vasey emphasized the need for vulnerability assessments on repetitive loss properties, including mobile and manufactured homes. Mr. Johnson noted the importance of community engagement and public meetings. Mr. Lang will reach out to WSP to confirm if they can accommodate an earlier schedule and clarify if in-person attendance is required or if remote is acceptable. The committee discussed ASCE 24-24 implications for local building codes and flood hazard designations, including potential increases in base flood elevations (BFEs), fill placement impacts, and the need for transparent communication. Mr. Lang will discuss ASCE 24-24 with the committee and ensure consideration in planning. Mr. Hayden noted that design storms are based on historical data, which may not incorporate recent high-frequency events. Discussion highlighted differences between floodplain fill (impacting BFEs) and surge zones (no effect), additional building costs, and the lack of relief valves in some areas due to capacity issues. Mr. Lang also noted the ongoing ISO review and will update the committee on its status and implications for the FMP. No motion required. 7. Other Items/Committee Correspondence Mr. Lang referenced three emails from Mr. Vasey: • 08/08/2025 email titled “Follow-up on Flood Zone Details for MSTU Document.” • 08/08/2025 email titled “Fwd: [EXT] Public Records Request - Mobile and Manufactured Home Data #P874351-072225” • 08/08/2024 email titled “MSTU Recommendation” Mr. Vasey discussed the emails, focusing on vulnerabilities of mobile and manufactured homes in flood zones, data on such homes in MSTUs, and recommendations for MSTU management. He noted challenges in obtaining data and the need for better mitigation strategies for these properties. Discussion included the impacts of fill placement on BFEs, invalidating letters of map change, increasing flood insurance requirements, and the preference for no fill in floodplains with elevation on posts/pilings/piers.
